Proposed Power Development Plan (PDP) 2012and a Framework for Improving Accountability and Performance of Power Sector PlanningNote that our criteria for choosing which plant gets extended life are based mainly on the generation requirementand the type of fuel used (coal plants are not considered for life extension out of health and environmental impactconcerns). However, more detailed assessment should be done on a case-by-case basis to ensure resource,technical and economic feasibility of plant life extension. If a plant is highly inefficient, the saved capital investmentcost may not be sufficient to outweigh the high fuel cost when compared to a new, efficient plant. In addition, forindependent power producer (IPP) plants (privately owned), the option to extend plant life should be presented tothe IPPs to consider.
