22HOSCO DRI plant and slab steel mill, IranClient: Fortis BankWe were commissioned by Fortis Bank to undertake detailedenvironmental assessment in order to supplement the EIA whichhad been prepared for Hormozgan Steel’s proposed directreduction iron (DRI) plant and Steel Slab Mill. The purpose of thework was to bring the EIA in line with the funding requirementsof the World Bank and IFC. This was developed within the Minesand Metals Special Economic Zone in Bandar Abbas, HormozganProvince, Iran.The supplementary EIA was scoped to cover those areas thathad not been examined to World Bank Standards when theproject was given consent under Iranian law. These comprised airquality modelling, detailed modelling of outfall discharges andthe modelling of noise impacts. The results of these additionalstudies, plus the findings of the original EIA were used todevelop an Environmental and Social Management Plan whichwas subsequently used as the basis for the management ofthe scheme during construction, a process that Atkins was alsoretained to supervise.
