Appendix IIIC. Engineering evaluationThese evaluations typically provide an in-depth review of damage<strong>to</strong> the structure of a building. The results may be used for manypurposes, including requests for reclassification, demolition, repairor retrofit design <strong>and</strong> construction, insurance claims, etc.• May be done at the request of owner, city or other agency.• Evaluations are <strong>to</strong> be done by a licensed engineer or architect.• “Repair/Retrofit” evaluation, including “DisproportionateDamage” evaluation, may be part of this engineering evaluationor may be done as a subsequent evaluation.• Under 2010 San Francisco Building Code Section 3405.2.1, allevaluations done by a licensed design professional on buildingswith substantial structural damage must be reported <strong>to</strong> theBuilding Official.D. Building Occupancy Resumption <strong>Program</strong> (BORP) inspection<strong>and</strong> evaluationThis is a program under the jurisdiction of the Department ofBuilding Inspection <strong>to</strong> allow rapid evaluation of buildings by privatedesign professionals in order <strong>to</strong> encourage rapid reoccupancy ofbuildings. Certain city-owned/-occupied buildings also fall underthe BORP program.• BORP evaluations represent a special case of ATC-20rapid evaluations <strong>and</strong> are subject <strong>to</strong> the requirements of suchinspections, except as modified here.• Evaluations of listed buildings are <strong>to</strong> be done by licensedengineers or architects based on a preapproved inspectionprogram.• These private inspec<strong>to</strong>rs have authority <strong>to</strong> apply city tags.• BORP evaluations may include a “Repair/Retrofit” evaluation,including a “Disproportionate Damage” evaluation, or this maybe done as a subsequent evaluation.• BORP evaluations must be submitted <strong>to</strong> the city per SFBC3405.2.1.E. Insurance inspections <strong>and</strong> other private inspections• No requirements or control; no official use or damage postings arerequired <strong>to</strong> be done by these inspec<strong>to</strong>rs.• If insurance or other private inspections are done by licenseddesign professionals, evaluations may include “Repair/Retrofit”evaluation, including a “Disproportionate Damage” evaluation, orthis must be done as a subsequent evaluation.• Evaluations, if done by licensed design professionals, must besubmitted <strong>to</strong> the city per SFBC 3405.2.1.4. Neighborhood support centersNeighborhood support centers will have <strong>to</strong> provide many services, orcontact <strong>to</strong> services, that residents will need <strong>to</strong> continue <strong>to</strong> shelter inplace. These include the following:• Information, news <strong>and</strong> general neighborhood communication <strong>and</strong>contact• Telephone, digital, postal services <strong>and</strong> other communicationproviders• Volunteers <strong>to</strong> assist in providing shelter-in-place information <strong>and</strong>evaluations (on-site or available when required)• ATC-20 structural inspection staff (on-site or available whenrequired)• Counseling staff <strong>to</strong> assist those suffering from trauma/anxiety (onsiteor immediately available when required) Security assistance• Assistance in coordinating with relief organizations• Assistance in coordinating building inspections <strong>and</strong> permits <strong>and</strong>repairs• Assistance in making repairs <strong>to</strong> meet shelter-in-place st<strong>and</strong>ards• Small financial services (if ATMs inoperative)• Nursery <strong>and</strong> child-care services, <strong>and</strong> schools• Transportation hub services, with access <strong>to</strong> taxis, paratransit <strong>and</strong>buses• Agency referrals <strong>and</strong> communications with community serviceorganizations• Distribution of supplies, water <strong>and</strong> food• Food service, as needed• Refrigeration for critical supplies (medication, etc.)• Connections <strong>to</strong> laundry service• Electrical supply, including electronics charging facilities• Pet <strong>and</strong> animal service coordination• Space <strong>and</strong> organization for coordination with shelters, cityagencies, volunteers <strong>and</strong> other social services <strong>and</strong> supportagencies• Links <strong>to</strong> assistance for those with special needs• Links <strong>to</strong> translation services• City staff <strong>and</strong>/or other professional or supervised volunteermanagement• Policies <strong>and</strong> operations that prohibit discrimination <strong>and</strong> provideunrestricted access for those with disabilities• Emergency, basic <strong>and</strong> major medical care• Other necessary assistance supplemental <strong>to</strong> shelter in place5. Future research neededReview of post-earthquake eleva<strong>to</strong>r operation <strong>and</strong> restarting rules<strong>and</strong> procedures, especially related <strong>to</strong> buildings over four s<strong>to</strong>riesThis should examine the overall issue of eleva<strong>to</strong>r usability, disabilityaccess <strong>and</strong> other special needs.Coordination of shelter-in-place phased habitability requirementswith expected utility <strong>and</strong> lifeline res<strong>to</strong>rationCoordination with the Lifelines Council is necessary <strong>to</strong> assure thatthe phased st<strong>and</strong>ards as proposed are reasonable. Specifically, theLifelines Council should provide guidance on sewage <strong>and</strong> relatedhuman waste disposal issues.Determination of how <strong>to</strong> ensure disability access in the postearthquakeperiodThe city must further review issues related <strong>to</strong> persons withdisabilities, including but not limited <strong>to</strong> mobility impairment.SPUR Report > January 2012 43
