to applications for manufacturing<br />
licence, incentives, expatriate<br />
posts and duty exemption on raw<br />
materials, components machinery<br />
and equipment;<br />
• Automatic issuance of Manufacturing<br />
Licence to facilitate submission<br />
of applications for manufacturing<br />
licence. It covers all industries and<br />
activities except for those related to<br />
security, safety, health, environment,<br />
religion, projects located in Sabah<br />
and Sarawak, activities subject to<br />
Environmental Impact Assessment<br />
(EIA) approval from DOE and<br />
projects requiring approval under the<br />
Petroleum Development Act (PDA)/<br />
Ministry of Health (MOH)/Atomic<br />
Energy Licensing Board (AELB);<br />
• Approving and monitoring of the<br />
Infrastructure Development Fund<br />
by MIDA with the main objective<br />
to assist the State Government<br />
to upgrade and improve basic<br />
infrastructure in existing industrial<br />
estates; and<br />
• Improvements by the Special<br />
Task Force to Facilitate Business<br />
(PEMuDAH) to enhance transparency<br />
and strengthen processes and<br />
procedures:<br />
- Reducing the time taken for<br />
clearance of exports to facilitate<br />
trade;<br />
- Reducing the time taken for<br />
property registration through<br />
improvement of processes and<br />
enabling on-line applications for<br />
property registration;<br />
- Improvements in tax administration;<br />
- Facilitating e–Payments;<br />
- Establishing a one–stop centre<br />
to expedite incorporation of<br />
companies; and<br />
- Improving the processes for<br />
employing expatriates and skilled<br />
workers.<br />
Based on the Labour Department’s<br />
records, a total of 22 companies had<br />
downsized their operations, which<br />
resulted in the retrenchment of 1,794<br />
workers. In addition, 14 companies<br />
had ceased operation, resulting in the<br />
loss of jobs for 1,400 workers. The<br />
main reasons cited for closures were,<br />
declining market demand, increasing<br />
costs of production and financial<br />
problems.<br />
At the same time, a total of 305 projects<br />
had commenced production in <strong>2011</strong><br />
resulting in the creation of 33,558<br />
job opportunities. These projects<br />
will provide alternative employment<br />
opportunities for the 3,194 workers<br />
who were retrenched or lost their jobs<br />
during the same period.<br />
