1.6 Executive Summary of emerging issues: A number of issues and possibilities have come out of this paper which can and need to be addressed by the LDF. • Development should be designed so as to ensure that there is no net loss to biodiversity or geodiversity value, and should incorporate biodiversity enhancements into the design; • PPS9 states that LDF’s should indicate the location of designated sites of importance for biodiversity and geodiversity, making clear distinctions between the hierarchy of international, national, regional and locally designated sites. It is thought that other sites including Wildlife Trust and Woodland Trust land should also be included within this. The LDF should also identify any areas or sites for the restoration or creation of new priority habitats which contribute to regional targets, and support this restoration or creation through appropriate policies; • Planning authorities and development agencies must take account of WFD objectives when developing LDF plans; • Planning gain must be used effectively to achieve the aims of the GI strategy, this may involve the inclusion of green roofs and living walls into developments where the provision of terrestrial greenspace is not possible; • Planning guidance must be given to developers on how climate change adaptation should be built into new development through planting schemes, shading and cooling for buildings and outdoor spaces, green roofs, living walls, wild areas and phasing; • The East Durham Limestone Plateau and the West Durham Coalfields landscape character areas are most sensitive to loss of habitat due to a number of land-use pressures. It must be recognised that species and habitats of importance for biodiversity are found across the County, and are not necessarily located within designated sites. Development must always consider whether protected or priority species and habitats could be present on site, and hence affected by the proposed development; • Databases holding protected and priority species and habitat data is patchy across the County. Funding needs be made available to enable more conclusive and standardised means of data collection (surveys) and storage; • Woodland cover in the County is low, with semi-natural ancient woodland covering only 1.3% of the County surface area. The small areas of ancient woodland are of great nature conservation significance. They are extremely biodiverse and support a range of species with special habitat requirements and often poor powers of dispersal. These sites should be given strong protection from change of use, and polices should include buffering and enhancement (extension) of sites to ensure their sustainability;
