2Welcome We<strong>Barnet</strong>, Enfield and Haringey Mental HealthNHS Trust plans to become an NHS FoundationTrust (FT) in 2012. The Government has saidthat all NHS provider organisations mustbecome, or be part of, a Foundation Trust, byMarch 2014. We want to become an FT earlier,as we believe there are real benefits for ourpatients, our staff and local people.Foundation Trusts are accountable to localpeople, and involve patients, carers, staffand residents in deciding the priorities of theorganisation. Becoming an FT will mean thatwe will have more freedom to innovate andgrow within the NHS, so that we can improveour services and provide a better experiencefor our patients and their families.held a public <strong>consultation</strong>on our plans to become aFoundation Trust in 2007/2008.In the three years since then, wehave achieved most of the thingswe planned. We are thereforere-consulting on our updatedplans and are asking for yourcomments. Over the past threeyears we have been developingour FT plans and making surethey reflect the changes in theway the NHS works. We alreadyhave a large and active shadowFT membership (of over 10,000shadow public Members, as wellas 3,000 shadow staff Members)which closely reflects thediversity of the local communityand is representative of thegeographical area we serve. Weregularly communicate with themthrough our quarterly magazine,“Wellbeing”.We have worked with our shadowMembers to raise awarenessabout mental health issues,combat the stigma that can befaced by people with mentalhealth problems, and improve thephysical and mental health of thecommunity. We have consultedthem on our plans for the future,asked for comments and invitedfeedback where there have beenchanges. When we are authorised


3“This document explainsthe opportunities whichbecoming an NHSFoundation Trust offers.”as an FT in 2012 our Councilof Members will be responsiblefor developing our membershipfurther and ensuring that itremains representative.On 1 January 2011, Enfield<strong>Community</strong> Services transferred toour Trust from Enfield Primary CareTrust. This has brought significantopportunities to improve servicesto our patients through greaterintegration of physical and mentalhealth care. It means that wewill be able to provide a broaderrange of services. We will build onour existing clinical strengths insupporting people with long termconditions, to deliver more holisticand better integrated physical andmental health services, deliveredcloser to patients’ homes.This document explains theopportunities which becomingan NHS Foundation Trust offers.It also sets out the challenges weface in the future. You can help usby giving your support, views andideas. Please take a few minutes tolook through this leaflet. It aims toanswer many of the questions youmay have and tells you how to findout more. 4About usWho we are and where we’vecome fromWe are one of the country’s largestMental Health Trusts and we alsoprovide community health servicesto people in Enfield. We haveover 3,000 staff and an income ofaround £200 million. The Trust wasformed in 2001, bringing togetherspecialist mental health servicesacross North London and since 1January 2011, community healthservices in Enfield.What we doOur mission is to improve thehealth and wellbeing of thepeople of North London. Wewill achieve this by working inpartnership with our patients,carers, partners and commissionersto provide integrated, high quality,personalised services that maximiserecovery, independence and qualityof life.Who we care forWe provide specialist mentalhealthcare services to the 800,000people living in <strong>Barnet</strong>, Enfieldand Haringey and a range of veryspecialist mental health servicesfor people living further afield,including:• Forensic services for people withsevere mental health problemswho have entered the criminaljustice system.• Inpatient therapeutic support forchildren and adolescents.• Eating disorder services.We also provide physical healthservices in the community to theborough of Enfield through Enfield<strong>Community</strong> Services.


5What is a Foundation Trust?Foundation Trusts are an important part ofthe Government’s programme to create a“patient-led” NHS. They transfer decisionmakingfrom a centralised NHS structureto local communities in order to be moreresponsive to their needs and wishes.Foundation Trusts remain part ofthe NHS, and continue to provideservices free to the people whouse them, on the basis of neednot ability to pay. They are stillsubject to the same regulationsand standards including quality andeffectiveness scrutiny by the CareQuality Commission.Not only are NHS Foundation Trustsindependent of central Governmentcontrol, they:• are accountable to patients,carers, staff and the community,through their membership, whichis open to all local residents,patients, carers and Trustemployees.• have Governors, who are electedby the Members or nominated bypartners, such as local authorities.• have more financial freedomsthan previous NHS organisations.Through becoming Members andGovernors, local people will have areal say in how the Foundation Trustoperates, and its priorities.The Government has set up anindependent body, called Monitor,to regulate Foundation Trusts –making sure that they do whatthey say, and stepping in shouldproblems occur.Why do we want to becomea Foundation Trust?We think that becoming aFoundation Trust will bringmany benefits:• It provides a “kite mark”of quality – the continualimprovement of the qualityof care to patients remainsour top priority. The increasedaccountability to patientsand carers through our FTmembership will ensure itremains an ongoing focus.• Elections to the Council ofMembers will provide greaterdemocratic accountabilityand influence the way weoperate in favour of localpeople and patients.• Local engagement throughour Council of Members willstrengthen and significantlyincrease the influence of allsections of our local communities.• Increased staff engagement –our Staff Governors will helpus to build on existing staffengagement processes.• Increased financial flexibilities –the ability to keep any surplusesto reinvest into care services.• Long term contracts – longerterm, legally binding contractswill create a more stable financialenvironment for the future.• Increased ability to innovate anddevelop our services – we willwork in closer partnership withour local care partners and usethe freedoms of an FT to enterinto new joint ventures.


6Our Vision andOur highest priority for the future is to enablepatients of our services to achieve the bestpossible outcomes and all our plans are focusedon this. Three key issues, patient safety, patientexperience and patient wellbeing lie at theheart of the Trust’s strategic vision.In recent years our strategicdirection has moved away fromfocusing on treating peoplewith mental health problemsin inpatient wards, towards thepromotion of holistic mental andphysical wellbeing, preventionof ill-health, active recovery andenablement, delivered as closeas possible to patients’ homes.Providing community basedphysical healthcare in Enfield(through the integration ofEnfield <strong>Community</strong> Services) is anatural extension of our strategicdirection and strengthens ourfuture as a viable and sustainableNHS Foundation Trust.Our strategic objectives for thenext five years are to:• Develop our services, our staffand our facilities to improvepatients’ experiences and deliverthe most clinically and costeffective services.• Provide the best possible outcomesfor patients and commissionersthrough integrated physical andmental health services and• Seek and exploit newopportunities to develop andexpand our services.These objectives are reflected in ourkey service developments which are:• Integrating physical andmental health services– building on the transfer ofEnfield <strong>Community</strong> Servicesto develop more integratedand holistic services in all theboroughs the Trust serves.


7“ We recognise that theseobjectives are ambitiousand will be challengingto deliver.”Objectives• Transforming inpatient care– developing more alternativesto inpatient care throughRecovery Centres in eachborough, strengthening thehome treatment teams andconsolidating our remaininginpatient facilities into fewermore modern units to maximiseclinical and cost effectiveness.• Transforming communitycare and embedding servicesinto primary care – developingservices in primary care andproviding more support toprimary care. Focusing currentgeneric community mentalhealth team (CMHT) caseworkers into specialist areas,to improve service quality.• Transforming our workforce– in order to meet our servicedevelopments there will bechanges to our workforce overthe next five years. The mix ofprofessions and skills mix willchange to help us provide themost appropriate services in themost appropriate ways.• Modernising our estate – asmore services will be providedin or close to people’s homes,our need for buildings andfacilities will change. We want tofocus our resources on care notbuildings.• Improving our informationsystems – developing our ITservices to support greater staffmobile working and betterpatient information.We recognise that theseobjectives are ambitious and willbe challenging to deliver in thecurrent financial climate facingthe whole NHS. However, wefeel confident that as an FT wewill respond to the challengesahead positively and innovatively,working even more closely withour patients and key partners.


8About our FTMembership SchemeOur Foundation Trust membership is freeand open to anyone living in Englandaged 12 or over. People can choose theirown level of involvement but we see themembership as an important route throughwhich the Trust engages with our localcommunities and enables us to reach outmore effectively. We already have over10,000 shadow public Members, but wewant to encourage many more to sign up asMembers to help support our work.


9“ We already have over10,000 shadow publicMembers, but we want toencourage many more tosign up as Members to helpsupport our work.”There are many benefits ofmembership to the Trust andlocal community.Staff Membership is open to:• Everyone on a Trust contractof employment.• People on secondment with us.• All staff on the Trust Bank.• Academic staff who work in theTrust, but are not on our payroll.As a Member you will be able to:• Become active in the life ofthe Trust, and support it in thecommunity.• Receive regular information anda Members’ newsletter.• Take part in <strong>consultation</strong>s aboutfuture service developments.• Learn more about healthand wellbeing through eventsand seminars, and how totake care of your own healthand wellbeing.• Work with us to raise awarenessabout mental and long termphysical health issues, andcombat the stigma that can befaced by patients.• Elect representatives to theCouncil of Members, or standfor election yourself.Many of our proposals for theFT were agreed during our<strong>consultation</strong> in 2007/2008;including the proposal to changethe name of our Trust to onewhich better reflects our servicesand plans for the future. Weare proposing the name ‘NorthLondon NHS Foundation Trust’, asthis describes the area we servemore accurately and incorporatesthe recent transfer of Enfield<strong>Community</strong> Services to ourorganisation. However, because weprovide more than mental healthservices it seems appropriate tochange our name now, and wewould like to know what you thinkabout this.


10Proposals for theCouncil of MembersSetting up a Council of Members will be a key part of establishingour Foundation Trust. We are proposing a few changes to theCouncil of Members since our <strong>consultation</strong> in 2007/2008.The Board of Directors willcontinue to run the Trust day-today,and remain accountable toour commissioners and Monitor.Directors will be responsiblefor ensuring that we complywith Government rules onfinancial management, clinicalstandards and other quality andperformance measures.The Council of Members willhave an important role and somespecific legal responsibilities.These include:• Representing the views of themembership, and overseeingthe development of the Trust’sMembership Strategy.• Representing the Trust in thecommunity, and being anadvocate for it.• Being consulted on major plans,and setting the overall directionof the Trust.• Appointing the Chair and Non-Executive Directors of the Trust,and approving the appointmentof the Chief Executive.• Appointing the Trust’s auditors,and receiving their annualreport on the Trust’s accounts.We believe that the Council ofMembers must represent a rangeof different perspectives andviews. By law, the majority ofthe Council must be elected bythe Members, to represent thewider membership.Our proposals for the originalcomposition of the Council ofMembers were supported duringour <strong>consultation</strong> in 2007/2008.However, we are proposing toreduce the number of appointees,compared with our originalproposals. This reduces the size ofthe Council of Members slightlyand increases the proportion ofdirectly elected patients, carersand the public. Overall, we havereduced the size of the Council ofMembers which we feel will makeit more effective. The categoriesfrom which we will compose ourCouncil of Members will remainthe same.The Chair of the Trust will chairboth the Council of Membersand the Board of Directors. Ourlatest proposals for the Council ofMembers are:
