Town of AjaxTransportation Master Plan UpdateFinal ReportWe recommend the Town of Ajax develop a Transportation Demand Management MasterPlan to address:• Development of an effective Town-wide promotion plan.• Development of a “TDM culture” for Ajax, including the consistent application of TDMprinciples within the Town’s administration processes. This should include: Reviewing and modifying transit, cycling and pedestrian-related Official Plan policiesto acknowledge their important role in Town-wide travel demand management.Reviewing and modifying site design guidelines, traffic impact study requirementsand site plan approval process to encourage applicants to adopt TDM initiatives.• Development of TDM supportive parking policy such as paid parking, shared parkingand other parking management strategies.Timing and FundingImprovements to Arterial roads and Collector roads are under the jurisdiction of the Regionand the Town. Improvements triggered by growth within the Town are eligible for fundingthrough Town’s Development Charge (DC) and the Regional Development Charge by-law.As identified in the Ajax 2003 DC Background Study, all internal subdivision roads are theresponsibility of the developer. All other road capacity expansions are potentially eligible fordevelopment charges. Expansion of pedestrian facilities, multi-use paths are also eligible forfunding through development charges.The Town of Ajax will be initiating an update of the DC program which will reflect therecommendations and improvements in this Transportation Master Plan as well asimprovement priorities.December 2007 xi iTRANS
