September 9, 1999RE:CHANGE 1 TO CARIBBEAN REGIONAL RESPONSE TEAM POLICYFOR USE OF DISPERSANTS IN OCEAN AND COASTAL WATERSPURPOSE: This notice provides changes to the Caribbean Regional Response Team (CRRT)Policy for Use of Dispersants in Ocean and Coastal Waters concerning the sections of thepolicy addressing the intended monitoring program for dispersant operations.SUMMARY OF CHANGES: This change incorporates a general description of the intendedmonitoring program for dispersant operations. The policy sections that allude to the “SpecialResponse Operations Monitoring Program”, or SROMP, are deleted since this monitoringprotocol has since been replaced by the “Special Monitoring of Advanced ResponseTechnologies”, or SMART. Due to the anticipated frequent changes in the evolving monitoringprotocols, this policy will only refer to the monitoring procedures currently accepted by theCaribbean RRT.
