The dotted lines above depict the cross-functional relationships betweenOperations, Planning, and Logistics to successfully implement dispersantactivities.2. Flexibility is paramount during dispersant operations. The IC/UC may choose toplace the Monitoring and Observation Aircraft/Vessel(s) under the guide of thePlanning Section. Normally monitors and observers pass their information directlyto the Technical Specialists located under Planning (e.g. similar to SCAT <strong>Team</strong>s,field observers, etc.). Either scheme will work as long as a strongworking/reporting relationship exists between Operations and Planning. Theirplacement within functional schematic diagram is totally at the IC/UC discretion.
