Are the necessary equipment and trained personnel available to conductthe recommended monitoring operations?The recommended monitoring protocol in the CRRT region is the Special Monitoring forAdvanced <strong>Response</strong> Technologies or SMART. The Gulf Strike <strong>Team</strong> or AtlanticStrike <strong>Team</strong> is available to support and provide monitoring assistance.It may not be appropriate to base Go/No Go or continue/discontinue decisions solely onresults from the SMART monitoring team since dispersant effectiveness is often delayed ornot totally and easily conclusive.Monitoring is recommended but not strictly required…should not be a showstopper foroperation.YES NO9. Has the overflight to assure that endangered species are not in theapplication area been conducted?The provisions of the Section 7 consultation in regard to the CRRT Pre-ApprovalAgreement requires an overflight of the application area to ensure endangeredspecies are not threatened or endangered by the operation.YES NO10. Has a Dispersant Operations Plan been completed?Attached within this plan is a Dispersant Operations Plan template. The completionof this template should provide the OSC and Unified Command with a suitable andcomplete plan to support and implement the dispersant effort.
