Why TETRA for BIA‣ 360 Aircraft movements per day‣ 37,000 PAX per day (Peak Traffic)‣ Typical airport environment for radio:• Activities mainly concentrated in thecomplete Airport Campus– Many users• Airlines• Ground handlers and Cargo handlers• Refueling companies• Flight caterers• CISF Security• Immigration, Customs• Many more…– Many conversations per user‣ Creates a situation where the call traffic loadingis very high in a very small geographical area.• Many voice channels needed for airportoperations

Why TETRA for BIA‣ Spectrum and number of frequencies - limitations arethere and WPC (Wireless Planning & Coordination) wingof the Ministry of Communications allocates the sameon case to base based on need.‣ Requirement for spectrum efficient radio technologywith provision for data capability for future airportapplications.– Total of 18 Voice Channels and 2 Signalingchannels– 82 Talk Groups and approx 1000 Radio users‣TETRA is the most suitable for daily operationswhere there is greater need of collaboration betweenthe stakeholders of the Airport and Airport Operations‣ Special needs during Emergency situations! TETRAis the most appropriate technology.• All Stakeholders being on common TETRA Platform cancommunicate with each other seamlessly to conductRescue/ Life saving operations

Use of TETRA in Emergency/ Rescue Operations‣ Incident Group created as a DGNA in thesystem; the Radios are identified toincorporate the Emergency ManagementTeam as a single group.• Incident Group gets activated by the dispatcher• SDS Msg gets sent to all the radios in the IncidentGroup.‣ Incident Group helps to establish acommon Talk-Group on the fly to attendto the Emergency / Rescue Operations‣ This Incident Group has the highestpriority in the system; No congestioneven during busy hours‣ As a mandatory requirement for Airports,BIAL has conducted many Mock Drills toensure preparedness• Full Terminal Evacuation• Aircraft Crash• Aircraft Hijack

TETRA implementation in BIA‣Motorola Dimetra IP system‣ 1 x MSO with redundancy‣ 2 x base station with 4 BR and redundancy‣ 410 – 430 MHz‣ Voice recording system‣ 1000+ radios in total‣Two Sites at different locations in the BIAL Campus to provideRedundancy‣ Optical Repeater HUB‣ 5 Repeaters connected on optical links‣ RF Network‣ 2 Outdoor Antennae‣ 52 Indoor Antennae (Dipole, Ceiling mount and Wall mount type)

Dimetra IP ArchitectureBengaluru International Airport

Challenges & lessons learnt‣User requirements– Very important for the OEM/system provider tounderstand the customer requirements‣Redundancy and resilience– Critical for airport operations– Motorola’s Dimetra IP system implemented withredundancy at MSO and base station‣Manufacturer’s local support is anadvantage– Important to have TETRA manufacturerlocal/regional support – crucial for sustainedairport operations.– Post-implementation support‣Training– Detailed O&M and user training to increase userconfidence

Next steps…‣Grouping by flight.– Radio user has to send SDS to join a Flight talk-group– Greater efficiency in using Frequency spectrum– Grouping is dynamic– All Airlines departments needing to join a talk group can join– Others who can join– Caterers catering to that flight.– Ground Handlers– Aircraft Fuelers / Oil Companies– Airport Departments, etc‣Command and Control Mobile CommunicationsVehicle‣ To attend to Aircraft Crash outside the BIAL Campus‣ Fully equipped with TETRA Repeater site for off location coverage at remote site‣Exploring possible data applications on TETRA to improve airportoperations.– greater efficiency‣Sharp increase in the number of airline and airport service providerswanting to use the radio service– need to expand the TETRA system further
