The officers elected for the city shall be a Mayor,and Council, as above described, a Controller, School Board,Director of Public Works, and Civil Service Court, andCommissioner (see below), and such other officers as may belisted for election by statute or ordinance.3. A system of Proportional Representation 7 may be-ordinance to be used in the election of the Coun-adopted bycil, School Board, Civil Service Court and other officialgroups thait may be required. Such system may be appliedto all the members of council or other group or to part only,the rest being elected on the district plan.4. Majority Choice or Preferential Voting 8 may beadopted by ordinance to replace the plurality rule in theelection of single officers.5. The Automatic Ballot may be established1by ordinanceproviding for the purchase of suitable voting machines,approved by the state, or in the absence of designation bystatute, the city may buy such machines as it deems satisfactoryafter thorough testing on behalf of the city.6. The Registration of Voters shall be conducted in themanner prescribed by law and ordinance.7. A candidate-elect by or on behalf of whom bribery orother corrupt practice is used in the election cannot take hisseat. 9 This provision may be enforced in the regular courtsor in the Civil Service Court.ARTICLE 7.THE CONTROLLER.1. The Controller shall be elected by the people andshall hold for 4 years unless sooner removed1by the CivilService Court or popular recall.12. He shall audit all bills and demands against the citv,examine the accounts of every department and report anydiefault or delinquency he discovers in the accounts OT conductof any officer. He shall have power to settle claimsmay examine under oath persons whoagainst the city, and1present claims, and other witnesses.No payment of city funds shall be made except upon draftcountersigned by the Controller after he has audited the1claim and found it justly due.7See Chap.
