17As many of the parties had contested previouselections and reported spending under PPERArules, the standard of returns has improved since2001, with fewer mistakes made by parties incompleting the forms. Accordingly, fewer changesneeded to be made to the reported figuresfollowing the Commission’s compliance checks.2.21 In several cases, as a result of our reviews,adjustments have been made to reportedexpenditure figures (as indicated in Appendix B).Generally, the amendments have resulted in alower total than that originally reported to theCommission, mainly due to duplications and/orincorrect calculations. In the case of the D.U.P., theadjusted total is £16,000 higher than that originallyreported, although it is well within the permittedlimit. The Socialist Labour Party did not categorisetheir expenditure in their original return; theadjusted figures provide this detail withoutchanging the overall total reported expenditure.2.22 PPERA requires that parties spending over£250,000 during a combined regulated period 5must have their return independently audited,even if they did not spend in excess of £250,000at any single election within the combined period. 6Four parties were subject to this requirement,because although they did not spend more than£250,000 for the 2005 general election, theyexceeded the £250,000 combined reportingthreshold for the combined period as a whole.These were:5 See paragraph 2.4 for information about the combinedregulated period.6 A party only needs to get an independent audit of acampaign expenditure return when the total spendingexceeds £250,000.• British National Party• The Green Party• Respect – The Unity Coalition and• Scottish National Party2.23 A number of compliance issues wereidentified during the Commission’s review of allthe returns received:• confusion between what should be reportedas party as opposed to candidates’ spending,which in a number of cases resulted in doublereporting of spending• late submission of returns• payment of late invoices: claims for paymentreceived more than 21 days after the electioncan only be paid by court order• return signed by the wrong officer and• failure to submit receipts required withthe return2.24 To address these issues, the Commission isworking with parties to ensure such breaches oflegislation do not recur, as set out in Chapter 5.Where invoices were missing, these have beenrequested from the parties concerned and inmost cases have been submitted.2.25 The Commission regularly updates itsinterpretation of the application of legislation,in light of events and matters brought to itsattention. During and immediately after the2005 election, two such issues arose regardingdonations.
