75Appendix DThird parties’ controlledexpenditure returnsItems to be included in eachrecognised third party’s returnof controlled expenditureThird parties were required to report eachindividual item of controlled expenditure incurredduring the period in which the organisation orindividual was a recognised third party as itcoincided with the regulated period.For each payment made recognised thirdparties were required to provide details of:• the name and address of the supplier• the date the expense was incurred• the date of claim for payment• the date payment was made and• the amount of the item of expenditureAll reported payments of more than £200 wererequired to be supported by a receipt or invoice.In respect of any items of notional expenditureincurred, recognised third parties wererequested to provide the following information:• the name and address of the supplier• the nature of the expense incurred• the period/date when the expense wasincurred and• the value of the item of notional expenditureInstead of an invoice or receipt, a declaration ofvalue by the responsible officer was required foritems of notional expenditure of more than £200.Returns also required that following details inrespect of any unpaid or disputed claims forpayment were provided:• the name and address of the supplier• the amount of the claim• the date the expense was incurred and theinvoice received (unpaid claims) or• the date the disputed claim was said to havebeen incurred and the invoice received(disputed claims) and• any extra information, such as the reason theclaim has not been paid, or the grounds fordispute with the supplierAdditionally recognised third parties wererequired to submit the total values of:• actual payments made• notional expenditure incurred• unpaid claims• disputed claims and• the amount of controlled expenditure incurredduring the regulated period before becominga recognised third partyDuring the regulated period recognised thirdparties were subject to controls on donations,similar to those provisions that control donationsto political parties. As part of its return to theCommission, each recognised third party had toprovide information about the donations received.This information does not form part of this reportbut is available on the Commission’s website.Election 2005: campaign spending: appendix D
