Issues we planned to address in 2011:Involvement in analysis and selection <strong>of</strong> a new contract for <strong>the</strong> transfer station (we expect <strong>the</strong>re to besignificant savings over <strong>the</strong> current contract). STATUS: A new contractor was selected and, as shownin <strong>the</strong> graph above, <strong>the</strong> town received significant savings due to reduced tipping fees, additionaltandem hauls and improved compaction on <strong>the</strong> MSW compactor.Assist in resolving <strong>the</strong> “No Picking” rules implemented by <strong>the</strong> selectmen in 2010. STATUS: A revisedprocess was reached to allow items to be placed in an area in <strong>the</strong> transfer station for residents to“recycle” <strong>the</strong>m <strong>the</strong>reby saving <strong>the</strong> town disposal cost and giving residents access to free usefulitems.Assist in implementing an ongoing solution to <strong>the</strong> brush pile management. STATUS: A contractorwas brought in to grind and recycle <strong>the</strong> brush pile and yard waste and remove it. A process willbe put in place in <strong>the</strong> spring <strong>of</strong> 2012 to manage <strong>the</strong> brush pile by burning on a regular basis and tocompost <strong>the</strong> yard waste for use by residents. There will be little or no cost.Investigate potential to recoup an estimated $8,000 per year in aluminum recycling. STATUS: Avoluntary aluminum beverage can collection was put in place in <strong>the</strong> early Fall <strong>of</strong> 2011 that hasreturned about $1,800 to <strong>the</strong> town. We will continue to improve <strong>the</strong> process in 2012.Investigate a solution to <strong>the</strong> inefficiency <strong>of</strong> <strong>the</strong> current “glass table” process. STATUS: New tableswere put in place in front <strong>of</strong> <strong>the</strong> glass pit and <strong>the</strong> road to <strong>the</strong> glass pit was improved for betteraccess. This will help reduce congestion at <strong>the</strong> top commingled recycling area, reduce cost forhauling and disposal <strong>of</strong> glass and will provide material for <strong>the</strong> highway department for roadprojects.Continue to address <strong>the</strong> low bulky and C&D fee collection rate in <strong>Madison</strong> vs. o<strong>the</strong>r similar size towns.STATUS: No changes have been made. We have reviewed several options for validating <strong>the</strong>proper fee collection process and will finalize a resolution in 2012.Revise and update <strong>the</strong> transfer station brochure. STATUS: No progress. We delayed this task due too<strong>the</strong>r higher priority tasks.Continue to find ways to educate <strong>the</strong> residents on better use <strong>of</strong> <strong>the</strong> transfer station. STATUS: Wemade a few efforts with short informative videos shown on <strong>Madison</strong> TV and some presentationswith <strong>the</strong> school but would like to expand that significantly for better communication to <strong>the</strong>residents.Additional tasks and projects in 2011:New <strong>of</strong>fice for <strong>the</strong> transfer station. A new <strong>of</strong>fice was designed and contracted to be built by <strong>the</strong>“shop” students at Kennett High School. The existing trailer is deteriorating and a replacement isneeded. The process started in <strong>the</strong> Fall <strong>of</strong> 2011 and money was encumbered from <strong>the</strong> under spent 2011budget. Most materials were purchased from Silver Lake Hardware. The “labor” is free and gives <strong>the</strong>students a worthwhile project and experience with real-life construction. The new <strong>of</strong>fice is beingconstructed at <strong>the</strong> high school and will be transported to <strong>the</strong> transfer station as it is completed andwea<strong>the</strong>r permits.New Signs. About 27 new signs were ordered for <strong>the</strong> transfer station and will be erected as wea<strong>the</strong>rpermits. This should provide more visibility and direction for locating proper disposal areas.105
