Batteries & ink cartridges collected at <strong>City</strong> Hall!Info to Know<strong>City</strong> Facilities/Services:Public Works – From the WaterDepartment: The <strong>City</strong> reads meters March,June, September and December and estimatesthe two months between reads based on waterusage for the same quarter in the prior year.The third month balances out each accounteach quarter. This works well for most <strong>of</strong> ourcustomers but if you prefer, you can pick upa water read card at city hall and read yourmeter yourself. Complete and return the cardaround the 20th <strong>of</strong> each month and you willbe billed based on the reads you provide.Please contact the Water Department at 685-6821 with questions.If you leave town for an extended period,contact <strong>City</strong> Hall to pre-pay or make otherarrangements for your water/sewer bill.Backflow Requirements: A businessthat could accidentally contaminate thepublic water system (industries, dry cleaners,etc.) is required to install and maintain abackflow prevention device on the incomingwater line. Contact the DPW at 685-9363 forinformation.Residential customers are normally exemptfrom backflow requirements, except:–A water s<strong>of</strong>tener must have an air gapbetween the discharge hose and the possiblehigh water level <strong>of</strong> the drain.–An underground sprinkler system mustinstall and maintain a backflow preventiondevice.–An outside faucet must have a built-inanti-siphon fitting or have an inexpensive“hose bib” vacuum breaker (available at mosthardware stores).A backflow preventer must be testableor must be replaced every time testing isrequired. To have us check your property forbackflow safety, or if you have questions, callPublic Works at 685-9363.The <strong>City</strong> requires a shut-<strong>of</strong>f valve bothbefore and after the meter. The city stronglyrecommends that all water connections bebrass or copper, not galvanized, to minimizecorrosion from electrolysis. The minimumsize for a new water service is 1”.High water bill? Check your home forleaks. A running toilet or dripping faucet canwaste a tremendous amount <strong>of</strong> water overtime. Fix leaks as soon as possible to avoidbeing billed for the excess water used.Low water bill? Call 685-6821 if yourwater/sewer bill seems unusually low. Youmay have a stopped meter. We will arrangefor a service call and check and/or replace themeter at no cost.Sewer back-up: Call Public Works at685-9363 prior to calling a contractor. Inmost cases, we can help identify the problemmore quickly, saving you time and money.After hours, call the Police Department at685-9858; they will dispatch the Department<strong>of</strong> Public Works. Regular maintenance <strong>of</strong>your sewer lines can help prevent back ups. Ifyour sewer lateral must be replaced, you areresponsible for the cost.<strong>City</strong> Parks: Our Public Safety has zerotolerance on the use <strong>of</strong> alcohol, the use orsale <strong>of</strong> drugs, and juvenile tobacco use in our<strong>City</strong> parks. This is an effort to make our parksa safer, more pleasant place for residentsand visitors. If you see suspicious behavior,call 911 to report it and our <strong>of</strong>ficers will bedispatched to check it out.

They cannot be connectedto electric, water, gas or sewer, or used forliving purposes. Boats stored outside must becovered.Inoperative equipment, including vehiclesand boats, must be garaged.Signs: Private or political signs are notallowed in any road right-<strong>of</strong>-way, includingpower poles. Put signs on a stake on privateproperty only.<strong>City</strong> Ordinances:Access all <strong>City</strong> Ordinances at www.plainwell.orgBicycles may not be ridden on sidewalksin the 100 and 200 blocks downtown. Walkbikes on the board walk. Bicycles may beridden on the roadway if ridden with the flow<strong>of</strong> traffic and all the traffic signs/signals areobeyed. Pedestrians walk or run against theflow <strong>of</strong> traffic.Skateboards, skates and rollerblades arenot allowed on downtown sidewalks but canbe used on sidewalks in the rest <strong>of</strong> the city.State law prohibits their use on the street.Curbside Trash Pickup DatesSpring pickup will be the week <strong>of</strong> May 14, 2012. Everything must be curbside by Sunday, May 13, 2012. Fall pickup will be the week <strong>of</strong>October 15, 2012. Everything must be curb side by Sunday, October 14, 2012. If you remove ityourself and the wire and/or touch pad arelost or damaged, you will be charged for therepair or replacement. If your touch pad isinside a fenced area, please call us to moveit to a more accessible location. There is nocharge for this service.Demolition: A demolition permit and Miss-Dig are both required to remove any buildingin the <strong>City</strong>. This alerts the <strong>City</strong> to cut the waterconnection and adjust the property assessment.Winter Time is SnowTime:In preparation for winter, please remember:• Drain and store garden hoses, if snow coversthem, a meter reader could stumble on them.• Do not plow snow into or across a street,please keep it on the lot it falls upon, Hardpackedsnow in the street could spin a vehicleout <strong>of</strong> control, potentially injuring someone.• Businesses are required to remove snow andice from sidewalks adjacent to their property.Residents should remove snow and ice fromsidewalks as well so as not to force pedestriansto use the street.• Parking on any street is prohibited 2 a.m.– 5 a.m., from Nov. 1st to April 1st. Overnightparking in downtown lots is by permit and indesignated areas only. This makes it much easierfor the <strong>City</strong> crew to plow snow and sweep.• All hazard sirens located downtown andin the industrial park, will be tested on the 4thFriday <strong>of</strong> every month at 11 a.m.. If you hearthe sirens at any other time, take cover until youhear the “all clear”. For further clarification,please contact the Public Safety Department at685-9858.• Leaving town for the winter or an extendedvacation? Legally, we are unableto waive the late fees or penalties.<strong>Plainwell</strong> AreaCommunity CenterProviding a safe and comfortable place forarea residents to meet.The Center is owned by the <strong>City</strong> <strong>of</strong> <strong>Plainwell</strong> andleased for one dollar per year to the <strong>Plainwell</strong> AreaCommunity Center Board <strong>of</strong> Directors whichoperates the Center as a 501(c)(3) nonpr<strong>of</strong>itcorporation. The directors are volunteers who areresponsible for day-to-day operations and majorimprovements. Operational expenses are paid fromrental income. Major improvements are funded bydonations and foundation grants.Twenty-five groups rent the Center on a regularbasis.
