SECTION 1: CADET UNIFORMS AND GENERAL STANDARDS1.1. Uniform Wear. The Director of AFJROTC prescribes the <strong>uniform</strong>, <strong>uniform</strong> devices, <strong>and</strong>the manner of wear for AFJROTC cadets.1.2. St<strong>and</strong>ard Service Uniform. AFJROTC cadets will adhere to the st<strong>and</strong>ard <strong>uniform</strong>requirements, fitting st<strong>and</strong>ards, wear instructions, <strong>and</strong> personal grooming st<strong>and</strong>ards IAW AFI 36-2903, Dress <strong>and</strong> Personal Appearance of the <strong>Air</strong> Force Personnel.1.2.1. Uniform items (including AFJROTC-unique <strong>uniform</strong> items), accoutrements,devices, or <strong>awards</strong> not specifically approved by HQ AFJROTC are not authorized on theAFJROTC <strong>uniform</strong>.1.2.2. Cadets will wear the prescribed AFJROTC <strong>uniform</strong> at least 1 day per week for theentire school day. The SASI will specify the <strong>uniform</strong> day.1.2.3. During prescribed <strong>uniform</strong> days or during official AFJROTC events, cadets areexpected to be in proper <strong>uniform</strong> at all times.*1.2.4. The implementation of “no hat” areas with any <strong>uniform</strong> combination is notauthorized without prior approval from AFOATS/JRO.1.2.5. It is the cadet’s responsibility to maintain all <strong>uniform</strong> items in a clean <strong>and</strong>serviceable condition during the school year <strong>and</strong> prior to turn-in.1.3. Battle Dress Uniform (BDU)1.3.1. The BDU is authorized as an optional <strong>uniform</strong> under the following conditions:1.3.1.1. The principal must approve BDU wear.1.3.1.2. The BDU must be obtained <strong>and</strong> maintained at no cost to the <strong>Air</strong> Force.1.3.1.3. The SASI will establish the unit BDU wear policy.1.3.1.4. BDUs may substitute for the st<strong>and</strong>ard service <strong>uniform</strong> no more than one<strong>uniform</strong> day per month.1.3.1.5. BDU wear may be used as a “right-of-passage” e.g. 3rd year <strong>and</strong> 4th yearcadets. However, <strong>uniform</strong>s must be st<strong>and</strong>ardized within certain year groups.AFJROTC instructors must ensure that cadets unable to purchase the BDU are notexcluded.1.3.1.6. If approved for wear, BDU patches, nametags, <strong>and</strong> insignia must be wornas indicated in the AFJROTC Uniform <strong>and</strong> Awards Guide. Miniature metal rankinsignia may be worn on the collar <strong>and</strong> on a plain BDU cap or baseball cap withoutemblems or writing.5


1.3.2. Safety is the major consideration for BDU footwear. For example, athletic shoesshould be worn if the activity is primarily a physical event or boots if walking throughheavy foliage.1.4. AFJROTC Physical Training (PT) Uniform. The PT <strong>uniform</strong> is a multi-purpose <strong>uniform</strong>provided at <strong>Air</strong> Force expense.1.4.1. PT t-shirts must be tucked in.1.4.2. Portions of the PT <strong>uniform</strong> may not be mixed with any combination of the <strong>Air</strong> Force<strong>uniform</strong>.1.4.3. The PT <strong>uniform</strong> is not to be substituted for the weekly <strong>uniform</strong> day <strong>and</strong> will only beworn during AFJROTC events.1.4.4. SASIs will establish unit-specific policies on PT <strong>uniform</strong> wear.1.4.5. With SASI <strong>and</strong> principal approval, units may substitute a unit-specific PT <strong>uniform</strong>(t-shirt <strong>and</strong> shorts only) for the <strong>Air</strong> Force PT <strong>uniform</strong>. PT <strong>uniform</strong>s may include theschool’s <strong>and</strong>/or unit’s approved logo/emblem, <strong>and</strong> must reflect affiliation with AFJROTC.Units will only be provided funding equal to that of the <strong>Air</strong> Force PT <strong>uniform</strong> available onWarfighter.net (t-shirt <strong>and</strong> shorts only).1.5. Optional Items.1.5.1. Except for prohibitions outlined in this instruction, any approved <strong>uniform</strong> item inAFI 36-2903 may be worn by cadets at the discretion of the SASI. Any items not the <strong>Air</strong>Force Equipment Management System, Table Allowance St<strong>and</strong>ard 016 must be at no costto the <strong>Air</strong> Force.*1.5.2. The <strong>Air</strong> Force symbol is authorized for wear on the lightweight blue jacket, but notm<strong>and</strong>atory. The words “U.S. <strong>Air</strong> Force” must appear directly below the symbol or unitscan choose to use “AFJROTC.” AFJROTC may be used if <strong>and</strong> only if under the symbolthere is a straight line inserted between the symbol <strong>and</strong> “AFJROTC.” Embroideryexpenses must be at no cost to the <strong>Air</strong> Force.1.5.3. Nametags are authorized, but not required on any blue service <strong>uniform</strong> item. Ifnametags are used, all cadets must wear them. Only the <strong>Air</strong> Force metallic nametag isworn on the Service Dress Coat. Metallic nametags must be at no cost to the <strong>Air</strong> Force.Two-line nametags are not authorized.1.5.4. <strong>School</strong>/unit patches must be submitted to HQ AFOATS/JROSL (HQ-Logistics@afj<strong>rotc</strong>.net) for approval. If a school/unit patch is used, it will be worn by allcadets. The overall dimensions of the school patch will not exceed 3-inches by 3 1/4inches for rectangle <strong>and</strong> 3-inches in diameter for round patches to include any border6


material. The AFJROTC emblem is for the exclusive use of AFJROTC <strong>and</strong> should not bealtered or included in the design of school shoulder patches. Wear the AFJROTC patch onthe left sleeve <strong>and</strong> the school patch on the right ½ to 1 inch below the outer shoulder seam.<strong>School</strong>/unit patches will be at no cost to the <strong>Air</strong> Force.1.6. Religious Headgear. Religious headgear may be worn indoors upon the approval of theSASI, school principal, <strong>and</strong> HQ AFJROTC. Religious headgear may be worn outdoors so longas it is not visible (i.e. the st<strong>and</strong>ard issue <strong>Air</strong> Force cap must conceal any religious headgear).1.7. Other Religious Items. Religious items (other than headgear) will not be visibly wornwith any AFJROTC <strong>uniform</strong> unless written permission is granted by the SASI, the schoolprincipal, <strong>and</strong> HQ AFJROTC. A letter of approval must also be obtained by the leader of thecadet’s faith to ensure that apparel is in keeping with doctrinal or traditional observances of thecadet’s religion. No item should be authorized that will have an adverse affect on the student’shealth, safety, or performance of their duties. To obtain AFJROTC Director approval, send twopictures of the cadet wearing the item to HQ AFOATS/JROS. One picture should feature thecadet’s profile <strong>and</strong> the other picture should have the cadet facing the camera.1.8. Special Team Uniforms. With the approval of HQ AFOATS/JRO, special teams(color/honor guards, saber/drill teams, etc.) may wear additional <strong>uniform</strong> items or wear adistinctive yet conservative military <strong>uniform</strong>. Units frequently use altered/distinctive <strong>uniform</strong>sfor the inspection <strong>and</strong> regulation drill competitions conducted at many drill meets. Specializeditems or <strong>uniform</strong>s are worn only when performing duty as a member of the specialized group.EXCEPTION: If used, current members of color/honor guard or saber/drill teams may wear theberet as a daily <strong>uniform</strong> item in place of the st<strong>and</strong>ard issue flight cap. Only items listed inAllowance St<strong>and</strong>ard 016 may be provided by HQ AFJROTC. Submit requests for special team<strong>uniform</strong>s to HQ AFOATS/JROSL (HQ-Logistics@afj<strong>rotc</strong>.net) for approval.1.9. Pregnant Cadets. Female cadets are exempt from the <strong>uniform</strong> wear requirement when apregnancy progresses to a point where it is not possible to wear the st<strong>and</strong>ard blouse or skirt. <strong>Air</strong>Force maternity clothing is authorized although it is not an Allowance St<strong>and</strong>ard item. Purchasemust be at no cost to the <strong>Air</strong> Force.1.10. Unisex Policy. Uniform items designated for a particular sex will not be worn bymembers of the opposite sex, except as authorized within AFI 36-2903. Female cadets areauthorized to wear the male lightweight jacket.1.11. Uniform Wear at Political Functions. AFJROTC cadets <strong>and</strong> instructors are forbiddenfrom wearing the <strong>Air</strong> Force <strong>uniform</strong> while attending a political function as either a participant orspectator.SECTION 2. ACCOUTREMENTS (GENERAL)2.1. Insignia Placement. Insignia on the AFJROTC <strong>uniform</strong> will be worn according to thefigures contained in this <strong>guide</strong>. HQ AFOATS/JROS is the review/approval authority for waivers7


<strong>and</strong> for situations not specifically addressed by this <strong>guide</strong>. If required, HQ AFOATS/JROS willcoordinate through HQ AFOATS/JR for request for waivers concerning <strong>uniform</strong> wear.2.2. Badges.2.2.1. Ground <strong>School</strong> Badge. Awarded for completion of the AFJROTC aviation honorsground school curriculum or completion of another aviation ground school programprescribed by the FAA. Cadets may wear the badge after the first grading period if theyreceived a passing grade. OPR: HQ AFOATS/JROSL.2.2.2. Flight Solo Badge. Awarded to any cadet possessing a solo flight certificate signedby a FAA certified flight instructor for either powered or non-powered aircraft. OPR: HQAFOATS/JROSL.2.2.3. Flight Certificate Badge. Awarded to any cadet who possesses a valid FAA pilot’scertificate for either powered or non-powered aircraft. OPR: HQ AFOATS/JROSL.2.2.4. Awareness Presentation Team Badge. Awarded for participation on an AwarenessPresentation Team. OPR: HQ AFOATS/JROS.2.2.5. Kitty Hawk <strong>Air</strong> Society Badge. Awarded to cadets who are members of the KittyHawk <strong>Air</strong> Society. OPR: HQ AFOATS/JROS.*2.2.6. Academy Modeling of Aeronautics (AMA) Wings. Awarded to cadets who aremembers of a local AMA chartered model airplane club. Contact the AMA (list of awardcontacts is located on the Cyber Campus HQ Library under the Cadet Awards folder) toobtain badge for qualifying cadets.2.2.7. Distinguished AFJROTC Cadet Badge. This annual award consists of a certificate<strong>and</strong> the Distinguished AFJROTC Cadet badge. The award recognizes one outst<strong>and</strong>ingsecond-year cadet (third-year cadet in a 4-year program) selected at the end of each schoolyear. This allows the recipient to wear the award their final year in the AFJROTCprogram. The recipient must be of high moral character, demonstrate positive personalattributes, display outst<strong>and</strong>ing military potential, <strong>and</strong> maintain consistent academic <strong>and</strong>military excellence.The SASI, in coordination with the ASI <strong>and</strong> with the concurrence of the principal, selectsthe recipient of this award. The AFOATS Form 308, Certificate of Recognition, which islocated in the Cyber Campus HQ Library in the Certificates folder, is used to present withthe badge. The unit must purchase the badge from a vendor. The recipient should hold thefollowing <strong>awards</strong> prior to selection: Leadership Ribbon Achievement Ribbon Superior Performance Ribbon Academic Ribbon8


Cocurricular Activities Leadership Ribbon Service Ribbon2.2.8. Aerospace Education Foundation (AEF) Academic Cadet Badge. Awarded torising Junior <strong>and</strong> Senior cadets for academic excellence as signified by attaining an overall3.3 grade point average with no grade below “C” on their transcript. The individuals mustbe recommended by the SASI. OPR: HQ AFOATS/JROS.2.2.9. Model Rocketry Badge. Awarded to cadets who have fulfilled model rocketryprogram requirements. Program requirements are listed in the Model Rocketry H<strong>and</strong>bookavailable in the Cyber Campus HQ Library in the Guide <strong>and</strong> H<strong>and</strong>books folder. OPR: HQAFOATS/JROSL.2.3. AFJROTC Shoulder Patch. Wear of the AFJROTC official shoulder patch is m<strong>and</strong>atoryon all <strong>uniform</strong>s except the raincoat, overcoat, <strong>and</strong> all-weather coat. Cadets enrolled in Civil <strong>Air</strong>Patrol (CAP) <strong>and</strong> AFJROTC who use the same <strong>uniform</strong> for both activities may wear the CAPwing patch on the right shoulder <strong>and</strong> the AFJROTC patch on the left shoulder with theAFJROTC shoulder patch taking precedence.2.4. Shoulder Cords. Cadets are authorized to wear one shoulder cord on the left shoulder.Wear the shoulder cord only on the short or long sleeve light blue shirt <strong>and</strong> the service dresscoat. The SASI will designate criteria on who may wear shoulder cords. Colors to denotedifferent honors may be used. On the service dress coat, cords should be pinned to the shoulderwith the pin hidden beneath the cord.2.5. Shoulder Tabs. Shoulder tabs are cloth arches denoting participation in a JROTC activity.Cadets are authorized to wear one shoulder tab on the right shoulder of the service dress coat,lightweight blue jacket <strong>and</strong> the light blue shirt, centered between the unit patch <strong>and</strong> the shoulderseam. Tabs will have the name of the activity on them (e.g., drill team, saber team, honor guard,etc.). If no unit patch is worn, tab should be worn 1 inch below the shoulder seam. If a unitpatch is worn, shoulder tab should be centered between the unit patch <strong>and</strong> the shoulder seam.Only cloth shoulder tabs are authorized. Shoulder tabs are optional. The SASI will designatewhich activities will be denoted by shoulder tabs <strong>and</strong> set the criteria for each.SECTION 3. AWARDS AND DECORATIONS3.1. Awards <strong>and</strong> Decorations. The Cadet Awards <strong>and</strong> Decorations Program fosters morale,esprit de corps, <strong>and</strong> recognizes achievements of AFJROTC cadets. Awards sponsored bynational organizations are funded by the sponsoring organization <strong>and</strong> donated through localchapters where available. Only Awards <strong>and</strong> Decorations approved by HQ AFOATS/JR <strong>and</strong>listed in this <strong>guide</strong> may be worn. Units may not create local <strong>awards</strong> for wear on the <strong>uniform</strong>.See attachment 11 for Award POCs.3.1.1. Medals <strong>and</strong> ribbons may be worn simultaneously for formal, semiformal, <strong>and</strong>/orspecial occasions of a limited nature. Place medals on the mounting rack in the proper9


order of precedence. The top row of medals should be positioned 1/2 inch below bottomrow of ribbons.3.1.2. Refer to AFI 36-2903 for instructions on stacking multiple medals, <strong>and</strong> wear ofdevices on ribbons <strong>and</strong> medals. The routine wear of both medals <strong>and</strong> ribbons is prohibited.3.1.3. Minimum criteria are prescribed to preserve the integrity of decorations. Units areauthorized to impose additional criteria to meet local st<strong>and</strong>ards <strong>and</strong> needs withoutdiminishing minimum st<strong>and</strong>ards (example: limiting the amount of cadets who may earn theaward where no guidance is stated, or below stated limits). If such additional criteria areimposed, they must be specifically stated in the Cadet Guide or Unit OperatingInstructions.3.1.4. Present <strong>awards</strong> at appropriate ceremonies. Invite school officials <strong>and</strong> local civilauthorities when practical. Representatives from organizations sponsoring <strong>awards</strong> shouldbe offered the opportunity to make the award presentation. Display <strong>awards</strong> when possiblefor the benefit of the cadet corps. The SASI will ensure that <strong>Air</strong> Force endorsement of anyagency’s product or service is neither stated nor implied.3.1.5. An award’s sponsoring organization may require a written report before final cadetselection or after presentation is made. Reports may include information such as: name ofthe award; name(s) of recipient; place <strong>and</strong> date of presentation; occasion (graduation,award banquet, etc.,); <strong>and</strong> name, title, <strong>and</strong> organization of award presenter. 3.1.7. AFJROTC cadets are authorized to wear ribbons earned while enrolled in UnitedStates Army, United States Navy, or United States Marine Corps JROTC. AFJROTCcadets will wear AFJROTC ribbons ahead of other service JROTC ribbons or <strong>awards</strong> (seeexception in para 3.1.4). Group ribbons according to service with the order of precedencedetermined by the regulations of each service. Other services’ ribbons are grouped byservice in the following order: Army, Navy, <strong>and</strong> Marine Corps. Badges or insignia fromActive Duty, Guard, Reserve, or any other non-AFJROTC group are not authorized on theAFJROTC <strong>uniform</strong>. Badges, ribbons or insignia from middle school programs such asYouth Leadership Corps are not authorized on the AFJROTC <strong>uniform</strong>.3.1.8. Valor <strong>awards</strong> from all services are worn ahead of all other ribbons from any service.The AFJROTC Valor Awards will be worn first, with other services’ Valor Awards wornin the following order: Army, Navy, Marine Corps, <strong>and</strong> Coast Guard.3.2. Descriptions <strong>and</strong> Criteria.3.2.1. Gold Valor Award. Awards consist of a medal, ribbon, <strong>and</strong> certificate. The GoldValor Award recognizes the most outst<strong>and</strong>ing voluntary acts of self-sacrifice <strong>and</strong> personalbravery by a cadet involving conspicuous risk of life above <strong>and</strong> beyond the call of duty.Forward recommendations for valor <strong>awards</strong> through HQ AFOATS/JROS for review <strong>and</strong>approval within 6 months of the incident. Include a detailed description of the situation,newspaper clippings (if available), statements by victims <strong>and</strong> observers, <strong>and</strong> any otherinformation deemed appropriate to validate eligibility. In addition, submit a proposedcitation to accompany the award. AFOATS/JROS will forward the valor award toAFOATS/JR for final approval. Upon approval, HQ AFOATS/JROS distributes thecitation, medal, <strong>and</strong> ribbon for presentation.3.2.2. Silver Valor Award. Awards consist of a medal, ribbon, <strong>and</strong> certificate. TheSilver Valor Award is awarded to a cadet for a voluntary act of heroism which does notmeet the risk-of-life requirements of the Gold Valor Award.Forward recommendations for valor <strong>awards</strong> through HQ AFOATS/JROS for review <strong>and</strong>approval within 6 months of the incident. Include a detailed description of the situation,newspaper clippings (if available), statements by victims <strong>and</strong> observers, <strong>and</strong> any otherinformation deemed appropriate to validate eligibility. In addition, submit a proposedcitation to accompany the award. HQ AFOATS/JROS will forward the valor award toAFOATS/JR for final approval. Upon approval, HQ AFOATS/JROS distributes thecitation, medal, <strong>and</strong> ribbon for presentation.3.2.3. Cadet Humanitarian Award. Award consists of a ribbon <strong>and</strong> certificate. It isintended to recognize cadets who provide aid in response to a singular extraordinary eventsuch as a natural disaster or other catastrophe that has placed or has the potential to place ahardship on their fellow citizens. This award is not to be used to recognize day-to-dayservice in the community.12


Forward recommendations for humanitarian <strong>awards</strong> to HQ AFOATS/JROS for review <strong>and</strong>approval within 6 months of the incident. Include a detailed description of the situation,newspaper clippings (if available), statements by victims <strong>and</strong> observers, <strong>and</strong> any otherinformation deemed appropriate to validate eligibility. In addition, submit a proposedcitation to accompany the award. Upon approval, HQ AFOATS/JROS distributes thecitation <strong>and</strong> ribbon for presentation.3.2.4. <strong>Air</strong> Force Association (AFA) Award. This AFA-sponsored award consists of amedal <strong>and</strong> ribbon <strong>and</strong> is presented annually at each unit to the outst<strong>and</strong>ing second-year (ina 3-year program) or third-year cadet (in a 4-year program).3.2.4.1. The SASI, as chairman, with the ASI <strong>and</strong> other faculty members, selectsthe recipient by 1 April. Upon selection, the SASI requests the award from theDirector of ROTC Affairs, <strong>Air</strong> Force Association. See Attachment 11 for list ofaward points of contact.3.2.5. Daedalian Award. The Order of Daedalians is a fraternity of commissioned pilotsfrom all military services. It is named after the legendary figure, Daedalus, <strong>and</strong> wasorganized by WWI military pilots who sought to perpetuate the spirit of patriotism, love ofcountry, <strong>and</strong> the high ideals of self-sacrifice which place service to the nation abovepersonal safety <strong>and</strong> position. This award is offered to encourage the development of thesetraits in cadets <strong>and</strong> to interest them in a military career. The medal is fashioned after anancient Grecian plaque discovered by a Daedalian in the village of Lavadia, Greece <strong>and</strong>depicts Daedalus <strong>and</strong> his son Icarus fabricating their legendary wings of wax <strong>and</strong> feathers.The award also includes a ribbon.3.2.5.1. This annual award recognizes one outst<strong>and</strong>ing third-year cadet at each unitthat meets the following criteria:13


Demonstrate an underst<strong>and</strong>ing <strong>and</strong> appreciation of patriotism, love of country,<strong>and</strong> service to the nation. Indicate the potential <strong>and</strong> desire to pursue a military career. Rank in the top 10% of their AS class. Rank in the top 20% of their school class.3.2.5.2. The SASI selects the recipient <strong>and</strong> requests the award from the nearestDaedalian Flight. A minimum of 90 days notice is required to allow the localchapter to obtain the award from their national headquarters <strong>and</strong> to schedule aDaedalian Flight presenter for the award. See Attachment 11 for list of awardpoints of contact.3.2.6. American Legion Scholastic Award. This award consists of a bronze medalaccompanied by a ribbon with a distinctive miniature attachment depicting a scholasticscroll.3.2.6.1. This award is presented annually to one second- or third-year cadet (in a 3-year program) or a third- or fourth-year cadet (in a 4-year program) based on thecadet’s overall scholastic achievements. Each cadet must:Rank in the top 10% of the high school class.Rank in the top 25% of their AS class.Demonstrate leadership qualities.Actively participate in student activities.3.2.6.2. The SASI, as chairman, with the ASI <strong>and</strong> at least one faculty member,selects the recipient <strong>and</strong> must request the award not later than 15 April. The awarddevices <strong>and</strong> presenter can be requested from the nearest American Legion Post. Ifthere is no local post, contact the American Legion Headquarters. See Attachment11 for list of award points of contact.3.2.7. American Legion General Military Excellence Award. This award consists of abronze medal accompanied by a ribbon with a distinctive miniature attachment depicting atorch.3.2.7.1. This award is presented annually to one second- or third-year cadet (in a 3-year program) or a third- or fourth-year cadet (in a 4-year program) based on thecadet’s general military excellence. Each cadet must: Rank in the top 25% of their AFJROTC class. Demonstrate outst<strong>and</strong>ing qualities in military leadership, discipline, character,<strong>and</strong> citizenship.3.2.7.2. The SASI, as chairman, with the ASI <strong>and</strong> at least one faculty member,selects the recipient <strong>and</strong> must request the award not later than 15 April. The awarddevices <strong>and</strong> presenter can be requested from the nearest American Legion Post. If14


there is no local post, contact the American Legion Headquarters. See Attachment11 for list of award points of contact.3.2.8. Daughters of the American Revolution (DAR) Award. This award consists of abronze medal <strong>and</strong> ribbon.3.2.8.1. This award is presented annually to one third-year (in a 3-year program) orfourth-year cadet (in a 4-year program) that meets the following criteria:Rank in the top 25% of their AS class.Rank in the top 25% of their high school class.Demonstrate qualities of dependability <strong>and</strong> good character.Demonstrate adherence to military discipline.Possess leadership ability <strong>and</strong> a fundamental <strong>and</strong> patriotic underst<strong>and</strong>ing of theimportance of JROTC training.3.2.8.2. The SASI <strong>and</strong> principal select the recipient <strong>and</strong> must request the award <strong>and</strong>a presenter not later than 1 March. The award devices <strong>and</strong> presenter can berequested from the nearest DAR chapter. See Attachment 11 for list of awardpoints of contact.3.2.9. American Veterans (AMVETS) Award. This award consists of a medal pendant<strong>and</strong> ribbon.3.2.9.1. This award is presented annually to one qualified cadet that possessesindividual characteristics contributing to leadership such as: A positive attitude toward <strong>Air</strong> Force JROTC programs <strong>and</strong> service in the <strong>Air</strong>Force. Personal appearance (wearing of the <strong>uniform</strong>, posture, <strong>and</strong> grooming, but notphysical characteristics per se). Personal attributes (initiative, dependability, judgment, <strong>and</strong> self-confidence). Officer potential (capacity for responsibility, adaptability, <strong>and</strong> maintenance ofhigh personal st<strong>and</strong>ards). Obtained a grade of “A” (or the numerical equivalent) in their AS class. Be in good scholastic st<strong>and</strong>ing in all classes at the time of selection <strong>and</strong> at thetime of presentation.3.2.9.2. The SASI selects the recipient of the award <strong>and</strong> submits a brief nominationletter <strong>and</strong> biographical sketch of the cadet to the state AMVETS department wherethe school is located. An AMVETS representative should make the presentation if aparticipating local post or department representative is available. See Attachment 11for list of award points of contact.3.2.10. Reserve Officers Association (ROA) Award. This award consists of a bronzemedal, ribbon, <strong>and</strong> certificate.15


3.2.10.1. This award is presented annually for military <strong>and</strong> academic achievementto an outst<strong>and</strong>ing third-year cadet (fourth-year cadet in a 4-year program). Therecipient must possess individual characteristics contributing to leadership such as: Positive attitude toward the AS curriculum. Outst<strong>and</strong>ing personal appearance (wear of the <strong>uniform</strong>, posture, <strong>and</strong> grooming). Attributes of initiative, judgment, <strong>and</strong> self-confidence. Courtesy (promptness, obedience, <strong>and</strong> respect). Growth potential (capacity for responsibility, high productivity, adaptability tochange). Demonstrate the highest personal <strong>and</strong> ethical st<strong>and</strong>ards <strong>and</strong> strong positiveconvictions. Rank in the top 10% of their AS class.3.2.10.2. The SASI, as chairman, with the ASI <strong>and</strong> at least one faculty member,selects the recipient of the award. The local ROA chapter contacts each ASI before15 September <strong>and</strong> furnishes the name of the ROA representative for presentationpurposes. If no contact is made by 15 September, the SASI must communicatedirectly with the National Headquarters of the Reserve Officers Association. SeeAttachment 11 for list of award points of contact.3.2.11. Military Order of World Wars Award. This award consists of a bronze medalpendant, certificate, <strong>and</strong> ribbon.3.2.11.1. This award is presented annually to an outst<strong>and</strong>ing cadet who hascommitted to continue the aerospace science program the following school year.Selection is based on outst<strong>and</strong>ing accomplishments or service to the AFJROTCunit.3.2.11.2. The SASI, with the concurrence of the principal, selects the recipient <strong>and</strong>completes the Military Order of the World Wars (MOWW) citation by summarizingthe cadet’s outst<strong>and</strong>ing accomplishments or service to the unit. The citation <strong>and</strong>request for the medal, certificate, <strong>and</strong> ribbon are sent to the nearest local chapter ofthe MOWW. The SASI will make arrangements for a MOWW representative tomake the presentation at an appropriate ceremony. If a local chapter is unavailable,contact the MOWW National Headquarters. See Attachment 11 for list of awardpoints of contact. If a member is not available, any active, reserve, or retiredcommissioned officer may present the award.3.2.12. Military Officers Association of America (MOAA) Award. This award,formerly known as The Retired Officers Association Award, consists of a medal pendantwith ribbon.16


3.2.12.1. This award is presented annually to an outst<strong>and</strong>ing second-year cadet(third-year cadet in a 4-year program) who shows exceptional potential for militaryleadership. Each cadet must:Be a member of the <strong>junior</strong> class.Be in good academic st<strong>and</strong>ing.Be of high moral character.Show a high order of loyalty to the unit, school, <strong>and</strong> country.Show exceptional potential for military leadership.3.2.12.2. The SASI selects the recipient subject to the final approval of thesponsoring MOAA chapter. The SASI requests the award devices from the nearestMOAA chapter. A MOAA representative will make the award presentation. If aMOAA chapter is not available in the area, the SASI sends the request to theMOAA headquarters. See Attachment 11 for list of award points of contact.3.2.13. Veterans of Foreign Wars (VFW) Award. This award consists of a medal pendantwith ribbon.3.2.13.1. This award presented annually to an outst<strong>and</strong>ing second- or third-yearcadet in a 3-year program (third- or fourth-year cadet in a 4-year program) who isactively engaged in the AFJROTC program <strong>and</strong> who possesses individualcharacteristics contributing to leadership. Each cadet must: Have a positive attitude toward AFJROTC. Have outst<strong>and</strong>ing military bearing <strong>and</strong> conduct. Possess strong positive personal attributes (such as courtesy, dependability,punctuality, respect, <strong>and</strong> cooperation). Demonstrate patriotism (being a member of the color guard or drill team) <strong>and</strong>actively promote Americanism. Demonstrate leadership potential. Attain a grade of “B” in AFJROTC with an overall average grade of “C” in allsubjects for the previous semester. Be active in student activities. Not have been previous recipients of this award.3.2.13.2. The SASI selects the recipient subject to the final approval of thesponsoring VFW chapter. The SASI requests the award from the nearest local postin February for presentation in April or May. A VFW representative will presentthe award at an appropriate ceremony. If no local post is available, or if the localpost does not offer the award, obtain information by contacting the headquarters ofthe Veterans of Foreign Wars of the United States. See Attachment 11 for list ofaward points of contact.3.2.14. National Sojourners Award. This award consists of a ribbon, medal pendant,<strong>and</strong> certificate.17


3.2.14.1. This award is presented annually recognizing an outst<strong>and</strong>ing first- orsecond-year cadet (second or third-year cadet in a 4-year program) who contributedthe most to encourage <strong>and</strong> demonstrate Americanism within the corps of cadets <strong>and</strong>on campus. Each cadet must:Be in the top 25% of their academic class.Encourage <strong>and</strong> demonstrate ideals of Americanism.Demonstrate potential for outst<strong>and</strong>ing leadership.Not have previously received the award.3.2.14.2. The SASI selects the recipient subject to the final approval of thesponsoring National Sojourners chapter. The SASI requests the award from thenearest local chapter in February for presentation in April or May. A representativefrom the National Sojourners will make the award presentation at an appropriateceremony. If no local chapter is available or if the local chapter does not offer theaward, contact the headquarters of the National Sojourners. See Attachment 11 forlist of award points of contact.3.2.15. Sons of the American Revolution (SAR) Award. This award consists of abronze medal with ribbon.3.2.15.1. This award recognizes an outst<strong>and</strong>ing second-year cadet in a 3-yearprogram or third-year cadet in a 4-year program who is enrolled in the AFJROTCprogram. The recipient must exhibit a high degree of leadership, military bearing,<strong>and</strong> all-around excellence in AS studies <strong>and</strong> not have previously received the award.Each cadet must:Be currently enrolled in the AFJROTC program.Be in the top 10% of their AFJROTC class.Be in the top 25% of their overall class.3.2.15.2. The SASI <strong>and</strong> the Principal select the recipient of the award not laterthan 1 March. The SAR national headquarters furnishes the secretary of eachapplicable SAR state organization a list of the AFJROTC units in their state. Arepresentative of SAR will present the award <strong>and</strong> correspond directly with each unitwithin their area. The SASI makes arrangements for presentation with theapplicable state society or local chapter. See Attachment 11 for list of award pointsof contact.3.2.16. Scottish Rite, Southern Jurisdiction Award. This award consists of a medal,ribbon, <strong>and</strong> certificate.3.2.16.1. This award annually recognizes an outst<strong>and</strong>ing second-year cadet in a 3-year program or third-year cadet in a 4-year program. Each cadet must:18


Contribute the most to encourage Americanism by participation inextracurricular activities or community projects. Demonstrate academic excellence by being in the top 25% of class. Demonstrate the qualities of dependability, good character, self-discipline, goodcitizenship <strong>and</strong> patriotism. Not have been a previous recipient of this award.3.2.16.2. The SASI selects the recipient <strong>and</strong> requests the award from the nearestScottish Rite Valley of the Southern Jurisdiction at any time during the calendaryear. With a 30-day notice, a representative of the Scottish Rite Valley of theSouthern Jurisdiction will make the presentation at an appropriate ceremony. If nolocal unit is available, or if the local unit does not offer the award, obtaininformation by contacting the national headquarters of the Scottish Rite Valley ofthe Southern Jurisdiction. The star worn on the ribbon must be procured withprivate or unit funds <strong>and</strong> will not be furnished by the sponsoring organization. SeeAttachment 11 for list of award points of contact.3.2.17. Military Order of the Purple Heart Award. This award consists of a medal pendantwith a ribbon.3.2.17.1. This award annually recognizes an outst<strong>and</strong>ing second- or third-yearcadet (third- or fourth-year cadet in a 4-year program) who is enrolled in theAFJROTC program <strong>and</strong> demonstrates leadership ability. Each cadet must:Have a positive attitude toward AFJROTC <strong>and</strong> country.Hold a leadership position in the cadet corps.Be active in school <strong>and</strong> community affairs.Attain a grade of “B” or better in all subjects for the previous semester.Not have been a previous recipient of this award.3.2.17.2. The SASI selects the recipient <strong>and</strong> requests the award from the nearestMilitary Order of the Purple Heart unit in February for presentation in April orMay. A representative of the Military Order of the Purple Heart will make thepresentation at an appropriate ceremony. If no local unit is available, or if the localunit does not offer the award, obtain information by contacting the nationalheadquarters of the Military Order of the Purple Heart. See Attachment 11 for listof award points of contact.3.2.18. <strong>Air</strong> Force Sergeants Association (AFSA) Award. This annual award consists of amedal pendant with a ribbon.3.2.18.1. This award recognizes an outst<strong>and</strong>ing second- or third-year cadet in athree-year program (third- or fourth-year cadet in a 4-year program). The recipientmust demonstrate outst<strong>and</strong>ing qualities in military leadership, discipline, character,<strong>and</strong> citizenship. Each cadet must:19


Be in the top 25% of the AFJROTC class. Demonstrate outst<strong>and</strong>ing qualities in military leadership, discipline, character,<strong>and</strong> citizenship. Not have been a previous recipient of this award.3.2.18.2. The SASI, as chairperson, with the ASI, recommends the recipient of theaward at least 60 days prior to the desired presentation date, but not later than 15April. The SASI requests the award <strong>and</strong> an AFSA presenter from the nearest AFSAchapter. If information on the nearest chapter is not available, or if there is noactive AFSA chapter in the area, the SASI will contact the AFSA internationalheadquarters to obtain the name <strong>and</strong> address of the division president whose area ofresponsibility is nearest the requesting school. See Attachment 11 for list of awardpoints of contact.*3.2.19. Sons of Union Veterans of the Civil War (SUVCW) Award. This awardconsists of a medal pendant with a ribbon.3.2.19.1. This award recognizes one deserving cadet annually (may be first,second, third, or fourth year cadet). The recipient must display a high degree ofpatriotism <strong>and</strong> have demonstrated a high degree of academic excellence <strong>and</strong>leadership ability.3.2.19.2. The SASI <strong>and</strong> ASI select the recipient <strong>and</strong> must request presentationmaterials from a local camp or the respective SUVCW state department. Thecontact information for the state departments or local camps is located on theSUVCW website. See Attachment 11 for list of award points of contact.3.2.20. Tuskegee <strong>Air</strong>men Incorporated (TAI) <strong>Air</strong> Force JROTC Cadet Award. ThisTAI sponsored award consists of a ribbon <strong>and</strong> a certificate.3.2.20.1. This award is presented annually to two cadets. Cadets may be first-year,second-year, or third-year cadets (in a 3- or 4-year program) <strong>and</strong> must meet thefollowing criteria:Attain a grade of “B” or better in their AS class.Be in good academic st<strong>and</strong>ing.Actively participate in cadet corps activities.Participate in at least 50% of all unit service programs.3.2.20.2. The SASI <strong>and</strong> ASI select the recipients. This award is mailed to all unitsproactively by AFJROTC Unit SC-065, C.A. Johnson Preparatory Academy notlater than 1 March. AFJROTC Unit SC-065, C.A. Johnson Preparatory Academywill mail all award devices <strong>and</strong> certificates in one mass mailing. A follow-up reportis required after the award is presented. Provide SC-065 the names <strong>and</strong> grades ofthe recipients <strong>and</strong> date award was presented on the supplied mail back form.20


3.2.21. Outst<strong>and</strong>ing Cadet Ribbon. Awarded annually at the SASI’s discretion to theoutst<strong>and</strong>ing first-year, second-year, third-year, <strong>and</strong> fourth-year cadet. The recipient fromeach class must be of high moral character, demonstrate positive personal attributes,display outst<strong>and</strong>ing military potential, <strong>and</strong> attain academic <strong>and</strong> military excellence.3.2.22. Leadership Ribbon. Awarded at the SASI’s discretion for outst<strong>and</strong>ingperformance in a position of leadership as an AFJROTC cadet in corps training activities.Limit this ribbon to 5 percent of the eligible group to ensure recognition of cadets whohave consistently displayed outst<strong>and</strong>ing leadership ability above <strong>and</strong> beyond expectedperformance.3.2.23. Achievement Ribbon. Awarded for a significant achievement as deemedappropriate by the SASI. Limit this ribbon to 5 percent of the cadet corps. Individuals maynot receive more than one ribbon during a 1-year period.3.2.24. Superior Performance Ribbon. Awarded annually at the SASI’s discretion foroutst<strong>and</strong>ing achievement or meritorious service rendered specifically on behalf ofAFJROTC. Present the ribbon for a single or sustained performance of a superior nature.Limit this ribbon to 10 percent of the cadet corps to ensure recognition of achievements <strong>and</strong>services which are clearly outst<strong>and</strong>ing <strong>and</strong> exceptional when compared to achievements<strong>and</strong> accomplishments of other cadets.3.2.25. Distinguished Unit Award (DUA). Awarded to cadets enrolled during theacademic year when a unit is selected by HQ AFJROTC to receive the DUA. Units have toset <strong>and</strong> accomplish goals for the year to attain this award. AFJROTC Operations Supportwill post specific criteria for this award annually in the Cyber Campus HQ LibraryDistinguished Unit Award folder.*3.2.26. Aerospace <strong>and</strong> Technology Honors Camp Ribbon. Awarded for attendance atHonors Camp. This award consists of a Leadership <strong>School</strong> Ribbon with an “H” device <strong>and</strong>will be provided by HQ AFJROTC at the Honors Camp site.3.2.27. Top Performer Award. The Cadet Top Performer Award is a Headquarters,AFJROTC award presented to a maximum of 2% of the current unit cadet corps population(unduplicated headcount). All currently enrolled cadets may be considered. Specificconsideration should be given to cadets not previously recognized for superior performance3.2.27.1. The award will recognize a cadet’s performance in the following keyareas: Leadership <strong>and</strong> job performance: in primary duty <strong>and</strong> specifically inpreparation for the unit’s annual assessment. Leadership qualities: involvement<strong>and</strong> positions held in extracurricular activities. Academic performance: nomineemust be in good academic st<strong>and</strong>ing in all high school course work. Significant selfimprovement.Community involvement. Other accomplishments.21


3.2.27.2. A SASI may nominate c<strong>and</strong>idates to their respective Area Administrator.Area Administrators will present <strong>awards</strong> to nominees during their visit unlesspersonal observation of the cadet warrants otherwise.3.2.27.3. Ribbons will be available from HQ AFJROTC <strong>and</strong> distributed to the AreaAdministrators for presentation. The award consists of a certificate <strong>and</strong> a ribbon,which may be presented by the Area Administrator during the visit or the SASI ifthe cadet(s) is unavailable due to class scheduling conflict, etc. The ribbon may beworn for the duration of a cadet’s tenure in AFJROTC.3.2.28. Academic Ribbon. Awarded for academic excellence as signified by attaining anoverall grade point average of at least “B” for one academic term, in addition to an “A”average in AFJROTC.3.2.29. Outst<strong>and</strong>ing Flight Ribbon. Awarded each academic term to members of theoutst<strong>and</strong>ing flight under criteria determined by the SASI.3.2.30. Leadership <strong>School</strong> Ribbon. Awarded for completion of an approved leadershipschool program of at least 5 days duration. Add an “H” Device for completion of an <strong>Air</strong>Force Honors Camp (provided by HQ AFJROTC at camp site). Add a silver star foroutst<strong>and</strong>ing performance or leadership ability at a Leadership <strong>School</strong>. Limit the star to 10percent of the class. This ribbon may only be earned once.3.2.31. Drill Competition Ribbon. Awarded to drill team members for placing first,second or third place in an <strong>Air</strong> Force or Joint Service drill meet.3.2.32. Orienteering Competition Ribbon. Awarded to team members for placing first,second or third place in an orienteering meet.3.2.33. Cocurricular Activities Leadership Ribbon. Awarded at the SASI’s discretionfor leadership in AFJROTC cocurricular activities (such as dining-in chairperson, militaryball chairperson, etc.). The recipient must have demonstrated exceptional leadership inachieving objectives through the coordinated efforts of others. This award may be earned amaximum of four times. An oak leaf cluster should be added to this ribbon for eachadditional award.3.2.34. Drill Team Ribbon. Awarded for distinguished participation in at least 75 percentof all drill team events per academic year, or 10 drill team events in an academic year,whichever is lower. An oak leaf cluster should be added to this ribbon for each year ofqualifying membership beginning with the second year.3.2.35. Color Guard Ribbon. Awarded for distinguished participation in at least 75percent of all color guard events per academic year, or 10 color guard events in anacademic year, whichever is lower. An oak leaf cluster should be added to this ribbon foreach year of qualifying membership beginning with the second year.22


3.2.36. Saber Team Ribbon. Awarded for distinguished participation in at least 75percent of all saber team events per academic year, or 10 saber team events in an academicyear, whichever is lower. An oak leaf cluster should be added to this ribbon for each yearof qualifying membership beginning with the second year.3.2.37. Service Ribbon. Awarded at the SASI’s discretion for distinctive performance inschool, community, or AFJROTC service projects. Limit to members whose activeparticipation in a service project contributed significantly to the goals of the organization.Participation in Drill Teams, Saber Team or Color Guard does not qualify for the serviceribbon.*3.2.38. Physical Fitness Ribbon. Awarded by the SASI for sustained participation in alocally developed physical fitness program. The bronze P device will be awarded to anycadet scoring in the 85th percentile on the Presidential Challenge of the Physical FitnessProgram. Specific requirements on the Presidential Challenge of Physical Fitness can befound on Cyber Campus at Library/HQ Library/Physical Fitness Programs. All guidancemust be included in the unit Cadet Guide or unit Operating Instruction. Note: If a cadethas earned this ribbon more than once, wear a second ribbon with bronze P device to theright of the original ribbon. Do not mix P device with clusters.3.2.39. Recruiting Ribbon. Awarded for outst<strong>and</strong>ing effort in support of unit recruitingactivities. The SASI <strong>awards</strong> this ribbon based on locally developed criteria, which must beincluded in the unit Cadet Guide or unit Operating Instructions.3.2.40. Activities Ribbon. Awarded for participation in cocurricular activities other thanDrill, Color Guard, <strong>and</strong> Saber teams. These include, but are not limited to orienteeringteams, model rocketry clubs, AFJROTC academic teams, <strong>and</strong> AFJROTC sports teams. Anoak leaf cluster should be added to this ribbon for each year of membership beginning withthe second year. The SASI <strong>awards</strong> this ribbon using locally developed criteria which mustbe included in the Cadet Guide or unit Operating Instruction.3.2.41. Attendance Ribbon.
