The absence of guidelines on Internship has, inter alia, posed thefollowing challenges to the Service:a) Student Interns have at times been engaged on internshipwithout the required authority;b) Many others have overstayed their internship period and in anumber of cases assumed roles and earned emoluments thatshould ordinarily be paid and earned by qualified andestablished staff; andc) Supervision of the interns during their stay in the Ministries,Departments and Local Governments and reporting on themupon completion of their internship has not been adequatelyadministered.5. This circular is therefore issued to guide the service in relation toadmission, engagement, supervision, and reporting on individualsadmitted for internship in the Public Service.THE OBJECTIVES <strong>OF</strong> INTERNSHIP6. The objectives of internship are to:a) enable student interns acquire the necessary practical skills andwork ethics;b) prepare and orient the student interns towards developing theskills, knowledge and attitudes needed to enable them becomePage 2 of 15
effective employees as and when one secures employment inthe Uganda Public Service or any other organization;c) Enable student interns gain a sense of responsibility and developabilities on critical thinking and problem solving and identify theirstrengths and talents;d) Expose student interns to the formal and informal relationships inorganizations, which underlie the development of favorablehuman relations and teamwork; ande) Enable student interns learn the nature and operation of publicservice procedures and professional conduct.BENEFITS <strong>OF</strong> INTERNSHIP7. The benefits of Internship to Public Service Organizations include thefollowing:a) The Interns shall share new ideas and experiences;b) This interaction shall enable the Public Service to identify and taptalent for future employment;c) Relationships with Universities and Tertiary Institutions shall openavenues for the Public Service to carry out collaborative research inareas of mutual interest and benefit; andd) Through internship, public service institutions shall be enabled tovoice their ideas about the competences, skills and knowledgethey would find useful in a graduate.8.
