JEWISH AFFAIRS ROSH HASHANAH <strong>2009</strong>at St Michaels Home. Rumors surfaced from time totime about <strong>Jewish</strong> children who were being kept byMalay or Colored families, but these did not alwaysprove to be accurate. 16A set <strong>of</strong> criteria for admission was devised. Firstand foremost, the child had to be halachically <strong>Jewish</strong>. 17Secondly, the child had to be an orphan. Before thearrival <strong>of</strong> the Ukraine orphans, there were relativelyfew cases <strong>of</strong> full orphans, with only one <strong>of</strong> theparents having passed away in most cases. Prioritywas given to a child who had lost both parents; nextcame the child with no father; and third in line was achild with no mother. 18 The criterion that the childhad to be an orphan was adhered to very strictly in theearly years and a child whose parents were both alivewas almost automatically rejected. 19 This principlewas upheld steadfastly until September 1920, when,because <strong>of</strong> the case <strong>of</strong> a young child from PortElizabeth whose parents were alive but who wereunable to care for her, it was first set aside, with thefollowing proviso:To make explicit the rule with regard to theadmission <strong>of</strong> children to this orphanage, whichshall include not only orphans in the ordinaryaccepted meaning <strong>of</strong> that term, but also suchdistressed children whose parents are in suchcircumstances that they may be considereddead. 20The threat <strong>of</strong> children becoming Christian wasalso an incentive for this principle to be waived. Fourchildren in Kimberley, whose father had desertedtheir mother and who were being supported by thecommunity in a Christian Home, were also admitted. 21On occasion, the reason for refusing to admit theCommittee <strong>of</strong> the Cape <strong>Jewish</strong> Orphanage, 1922.21
