Wynn, D.D.S.; Randolph Todd, D.M.D.; Hamil Willoughby, D.D.S.In June 2012, a team of students and instructorsfrom Stony Brook University School of<strong>Dental</strong> Medicine set off on a journey. In theprocess, they entered a time warp, devoid ofevery contemporary comfort. Their mission consisted ofproviding emergency dental care for the villagers ofthree small towns in a remote part of the world—theisland of Madagascar.Madagascar is like no other place on earth; itbarely qualifies as part of Africa as the two are separatedby hundreds of miles of sea and 165 millionyears of evolution. Nowhere else can you see over 70varieties of lemurs and the world’s biggest and smallestchameleons.Madagascar is located 300 miles off the southeastcoast of Africa, separated from the African continent bythe Mozambique Channel. It is the world’s fourth larg-est island and has a population of 20 million peopleliving in extreme poverty.The concept of this adventure began many yearsago with the vision of world renowned paleontologistDavid Krause. In the late 1990s, while exploring theisland for prehistoric fossils, he was overwhelmed by thepoverty and was inspired to action. He envisioned providinghealthcare, education and clean water to thisremote part of the world and created an organization,the “Madagascar Ankizy Fund,” to sustain the objectivesof his vision. (Ankizy is the Malagasy word for children.)The challenges for the current dental students were tocontinue assessing and treating the dental needs of thepeople in Madagascar.continued on page 2In a move aimed at reducing serious health riskspresented when patients can’t read and/or comprehendprescription information, the <strong>New</strong> <strong>York</strong><strong>State</strong> Health Department plans to revise prescriptionforms to include a patient’s English proficiencyand preferred language. Dentists and other healthcareprofessionals will need to manually add thisinformation to prescriptions they write startingMarch 30. Prescription forms they receive fromDOH after that date will already be modified toallow for inclusion of the required information.No alterations are required for prescriptionswritten for English-proficient patients. Affectedpatients are those categorized as being limitedEnglish proficient or “LEP individuals.” Such apatient is defined in law to mean an individualwho identifies as being, or is evidently, unable tospeak, read or write English at a level that permitshim or her to understand health-related and pharmaceuticalinformation communicated in English. Itis up to the healthcare provider writing the prescriptionto determine if the patient is covered bythe definition.Providers may continue to use prescriptionforms they received prior to March 30, but areexpected to manually enter the required information.Failure to do so, however, will not invalidatethe prescription.Dentists preparing for the switch to electronicprescribing will need to make sure that any vendorof electronic prescribing systems they dealwith is aware of and meets the new <strong>New</strong> <strong>York</strong>regulations. z


verbal communication. Language barriers were overcomewith the assistance of translators supplied by theAnkizy Fund. Significant appreciation for non-verbalcommunication developed, especially when treatingchildren.The team brought gifts to give to both the childrenand the adults. The most popular gifts werebaseball hats and logo tee shirts—Mickey Mouse wasvery popular. The hats were our “hook” to get thepatients to the clinic. If they wanted a hat they had tobe examined and treated. We also brought 1,000toothbrushes and tubes of toothpaste. Our secondyearstudents and Peace Corps volunteers taught thechildren how to use the paste and brush. We hadfrisbees, soccer balls, jump ropes, rubber balls andnail polish.Our team interacted with the children and, as aresult, the children stood and watchedus work all day through a window atthe clinic, mesmerized by what wewere doing. We had very few behaviorproblems in treating either thechildren or the adults.Each student anticipated experiencingpersonal growth and sacrificeprior to the mission, and they werenot disappointed. The faculty wasoverwhelmed by how much the students’confidence, treatment/managementskills, and knowledge increasedin such a short period. Programs likethis offer students a significant opportunityto participate in a learningactivity that not only enriches theireducation but also their confidence intheir ability to treat patients under themost difficult conditions. Throughthis experience the students will learnto diagnose, treatment plan, andsequence the necessary treatment fortheir own patients with varying backgrounds,cultures and language oncethey returned to the dental school.Upon returning to the U.S., eachstudent expressed a desire to continuevolunteering in outreach missionsnot only in underdeveloped thirdworld nations, but in the U.S. aswell. The School of <strong>Dental</strong> Medicinealso sends a volunteer team in conjunctionwith the organizationRemote Area Medicine to theAppalachian region of the U.S. Thismission goes to Tennessee, Virginia,Kentucky and West Virginia twotimes a year. The limitations in dentalhealth of the population in theseregions are significant. The need ofthis region is as great as any thirdworld area. Several of the studentswho were on this Madagascar triphave volunteered for the Appalachianmission. zThumbs up from Mr. Consky and happy patient following treatment. Storm VictimsGet Boost from<strong>New</strong> <strong>York</strong><strong>State</strong> <strong>Dental</strong>FoundationFor most <strong>New</strong> <strong>York</strong> <strong>State</strong> residents,Hurricane Sandy is a benign memory ofa much-hyped storm that didn’t quite liveup to its potential. Not so for the hundredsof thousands of <strong>New</strong> <strong>York</strong>ers living in thesoutheastern portion of the state whosehomes and businesses took a direct hitfrom the October Superstorm. For manyof these unfortunate people, the struggleto regain normalcy continues.The <strong>New</strong> <strong>York</strong> <strong>State</strong> <strong>Dental</strong> Foundationresponded at once and continues to offerhelp through its Disaster Relief Fund, establishedwithin days of the storm to assistdentists in their recovery efforts. By theend of January, the fund had distributedalmost $435,000 to 99 individuals whohad lost part or all of their offices. It hadreceived about $450,000 in donationsfrom NYSDA component dental societies,several state dental societies, private corporations,individual dentists and otherfriends of the profession.The foundation had hoped to distributefunds on a sliding scale peggedto the extent of property damage, witha maximum grant of $7,000. But anoverwhelming number of applicationsmade that plan impossible. American <strong>Dental</strong> <strong>Association</strong>Debuts Symptom Checker AppADA Guide continued from page 4The American <strong>Dental</strong> <strong>Association</strong> has introducedthe ADA <strong>Dental</strong> Symptom Checker on MouthHealthy.orgto provide patients with accurate information about theiroral health symptoms, help them make better-informeddecisions about their oral health, help build consumerawareness of the importance of oral health and recognizethe benefits of regular dental visits.After entering their age and gender in the ADA<strong>Dental</strong> Symptom Checker, patients can identify the locationof the symptom they’re having and other factors,such as pain or discharge, and read about variousconditions that fit that description. The Symptom Checkeris not meant to diagnose or replace the role of thedentist. In fact, many of the conditions emphasize theimportance of seeing a dentist or physician.The ADA developed its <strong>Dental</strong> Symptom Checker inconjunction with an ADA member who is on the facultyat an accredited U.S. dental school. Four ADAcouncils vetted the Symptom Checker. In developingMouthHealthy.org, a symptom checker tool was identifiedas the top feature requested by consumers.The ADA launched the MouthHealthy.org website in2012 to reach the 80 percent of Internet users who seekhealth information online. Manhattan Suburb will Continue to AddFluoride to Drinking WaterScore one for the good guys. CarlTegtmeier, chairman of the NinthDistrict <strong>Dental</strong> <strong>Association</strong> <strong>Dental</strong>Health Planning & Hospital DentistryCommittee, reports that the town of<strong>York</strong>town, Westchester County, has decided to continueto add fluoride to its drinking water. There wassome question as to whether the practice would becontinued after the town temporarily discontinuedfluoridation to make repairs to two system facilities.At a hearing called to gauge support for the capitalinvestments needed to make the repairs, the issue ofwhether or not to continue fluoridation once therepairs were done was also raised.About a dozen dentists, including Dr. Tegtmeier,pediatricians and health professionals were present atthe hearing and spoke in favor of fluoride. Among thespeakers was Westchester County Health CommissionerSherlita Amler, M.D., a pediatrician, who cited supportfor fluoridation from the Centers for DiseaseControl and fluoridation’s 65-year track record ofsafety.Other proponents urged that the decision bebased on facts and science, noting that anti-fluoridationgroups have not provided enough factual evidencethat fluoridation is harmful.With just one person speaking against fluoridation,in the end, the town board voted in favor of therepairs and fluoridation. z7NYSDA NEWS / february 2013

Committee has its own WebsiteThe Empire <strong>Dental</strong> Political Action Committee(EDPAC) has a new website (www.empiredentalpac.com),which should increase its visibility,improve communication with NYSDAmembers and make it easier for supporters todonate to its activities. Those activities include supportingpolitical candidates who will be strong advocates for dentistsand their patients.The driving force behind creation of the website wasEDPAC Chair Larry Volland, who oversaw its developmentand authored the first of what is expected to be regular e-gramsto provide readers with current information on activities at alllevels of state government.According to Dr. Volland, EDPAC is the only state dentalPAC to have its own stand-alone website. It was developed, hesaid, to inform users about political activity in <strong>New</strong> <strong>York</strong> <strong>State</strong>that affects or could affect any aspect of the dental profession,including education, private practice, reimbursement or regulatorymatters. “Additionally,” Dr. Volland said, “empiredentalpac.comenables participation in a grassroots effort to influencethe political process through monetary contributions,participation in fundraisers or correspondence with state senatorsand assembly members.”EDPAC’s website was built by Albany-area websitedevelopment firm Elite Venture Media on a Word Press contentmanagement system, or CMS. This CMS will allowEDPAC staff to make regular updates and add pictures andother useful information quickly and easily. Another importantfeature of the site is the ability to make contributions toEDPAC online and by credit card, using secure and industryleadingvendor PayPal.The site is now up and running and fully operational.
