PUBLlC HEALTH19(2) The chairman may at any time call a special meeting of theCentral Health Committee and shall call a special meeting to be heldwithin seven days of a written request for that purpose addressed to himby any two members.(3) The chairman shall preside at the meetings of the CentralHealth Committee, and if he is absent from any meeting the memberspresent and constituting a quorum shall elect one of their number topreside at that meeting.(4) The quorum of the Central Health Committee shall be four.10. The decision of the Central Health Committee shall be by a Voting.majority of votes of the members present and voting and, in additionto an original vote, the chairman or any other person presiding at ameeting shall have a casting vote in any case in which the voting isequal.11.
