GLOSSARY OF KEY TERMSContinuing Professional Development ‐ An approach that ensures staff has the opportunity andwillingness to improve their knowledge and skills on a continued basis. This should be built in to aformal and structured annual appraisal system for all staff.Continuous Quality Improvement – people for whom the service is provided receive the informationthey need to make educated decisions about their own health; their desires are reflected in the finaloutcomes and decision making is shared between the client and service providers.Demand side Financing (DSF) ‐ “A means of transferring purchasing power to specified groups for thepurchase of defined goods and services” (Pearson, 2001).Food Security ‐ “…exists when people are able to access enough safe and nutritious food to live ahealthy life.” The food can be imported, produced domestically or obtained through food aid. (CanadianInternational Development Agency, Food Security Strategy, 2010).<strong>Health</strong> – “ A state of complete physical, social and mental well‐being, and not merely the absence ofdisease or infirmity. … <strong>Health</strong> is a resource for everyday life, not the object of living. It is a positiveconcept emphasizing social and personal resources as well as physical capabilities” (Ottawa Charter for<strong>Health</strong> Promotion, 1986).<strong>Health</strong> Inequities – “the unfair and avoidable differences in health status seen within and betweencountries” (World <strong>Health</strong> Organization – http://www.who.int/social_determinants/en/ )Infection Prevention and Control Mechanism ‐ A mechanism to reduce and prevent transmission ofinfection from one person to another person in a health facility.Management and Leadership at the facility level: A program to improve management and leadershipskills of the health facilities’ staff.Pharmaceutical Safety – In the <strong><strong>Afghan</strong>istan</strong> context this involves developing a system for theidentification and control of high hazard medications (e.g. narcotics and anti coagulants) and putting inplace appropriate processes and systems to help reduce errors in prescriptions, inappropriate use ofmedication and adverse effects.Results‐Based Financing (RBF) – “Results‐Based Financing (RBF) for <strong>Health</strong> is a tool used for increasingthe quantity and quality of health services.
