Through the BPHS and the later introduction of the EssentialPackage of <strong>Health</strong> Services (EPHS) to address the need for hospital services, the MoPH hasdemonstrated its commitment to decentralization. Despite this, many aspects of the MoPH arecentralized and bureaucratic including the procurement system.
