But they willrespond to you in writing.Mr. Tavares: You are going to take my address later?Comm. Brown: Yes, sir.Mr. Tavares: Okay.Comm. Brown: Thank you very much.Mr. Donald Lynch: Good evening Board members and Dr. Glascoe. My name isDonald Lynch and I live at 85 Paterson Street in Paterson, New Jersey. I am a longtime resident of Paterson. I am a registered voter and a citizen of Paterson. Thereason I come to the Board tonight is because I guess all of you had a hand in this. Iwork for the private company Pritchard. I used to work for Control. In the specs whenthey got to the contract it stated that our benefits, our medical plans, and ourprescription plans were supposed to stay the same or better. I might not have a jobafter this, but what is happening is hurting me. This is the old benefit, which worked.This is the new one – it did not work. This is the new one – it did not work. The reasonit did not work is that the prescription I was using with the old prescription plan had a$200 deductible. I was fine with that. One of my prescriptions cost me $100. You paidthat and it went down with the old prescription. It went down to $19. One prescriptionwent down to $10. It kept whittling it down. But with this prescription plan we have,which we don’t use, the same prescription I was using costs me $122 with the card. Ihave an eye drop, which costs me $116 with the prescription plan. With my oldprescription plan the same eye drop cost me $16. You tell me that this new company istelling us that they are supposed to be the same or better. It is not. We have peoplewith diabetes who said they were coming but were afraid to come. One guy’s diabetesmedicine costs him $190 with this new prescription plan. What they are telling us is topay upfront and we will reimburse you the money. You can't do that. I have threeprescription plans. Do you know how much three prescription plans would cost me if Ipay upfront? Nearly $400. I can't do that. If they took this bid to go about doing whatthe specs and the contract says they should go by it. They should find us a prescriptionplan that works as the old prescription plan, which is not working. My druggist said it isthe brokers doing this. From what I understand we are negotiating to try to get acontract, but the union went to the broker and the broker said the owner told him this isa business, you treat it as a business. This is what the broker is doing. In other words,they are not giving us a good prescription plan. I asked the druggist how much it wouldcost me if I paid right out of my pocket. He said it would be $142 for one, $138 for one,and the doctor lowered my cholesterol and it went down to $91. This is what it wouldcost us.Comm. Brown: Sir, wrap it up please.Mr. Lynch: You had to vote for them to get this contract, which I heard was $11,000different. Now, everybody talks about Control but their prescription plan worked. Itworked and we could afford it. We can't afford either one of these. I am asking thePage 6 11/9/05


Board to go back to this company and make sure they do what they should do. Youhave to find them the same or better. This is all I am asking.Comm. Brown: Thank you very much for your comments. I will have the administrationinvestigate that for you, sir. Thank you very much.Ms. Sandra Bosque: Good evening. My name is Sandra Bosque, President of School#27’s PTA requesting five minutes for an organization. I have a problem with the waythey are collecting the lunch money in the school. If a child goes up to get their lunchand they owe money the lunch is removed from their hand and they are told they can'teat because they did not pay, their mother owes money. Little children will go back tothe table and sit there and cry. The older kids are too embarrassed to attempt to evengo to the kitchen to get lunch because they know they are going to have a problembecause their parents did not pay the lunch bill. If a parent owes money you addressthat parent. You don’t address the child. You leave the child out of it. They are notresponsible for decisions the parents make. They are only responsible for their ownwork. PTA initiative is a healthy child. If our children are not eating lunch, how are theyhaving a healthy meal? If our children are not eating lunch, how are they going to dowell in test scores? There has to be a better way. Call the parent, address the parent,or threaten the parent. Do whatever you have to do. But a child should not have to gothrough this harassment because of what their parents do. In the business world ifsomeone owes a bill you are only allowed to direct your comments to that person. Youare not allowed to discuss it with anyone else. But this is what is going on. Dr.Glascoe, at one of your meetings you talked about an incident where you weretraumatized as a child because you could not have a cookie. But this still exists. Ourchildren are traumatized everyday when they are told they are not allowed to eat lunchbecause they owe money. Or they can have a peanut butter bar and that is it becausethey owe money. On a second thought, I would like to invite everyone to our generalPTA meeting on November 22 at 6:00 at the school auditorium. Sheriff Speziale will beour guest speaker. He will be informing parents about how to keep their children safeon the Internet and identity theft. Everyone is also welcome to attend that. Thank youfor your attention and whatever help we can get for these kids.Comm. Brown: Thank you very much.Mr. Luis A. Velez: Good evening Board members. My name is Luis A. Velez. I live at205 Michigan Avenue, Paterson, New Jersey. First of all, my condolences go to Mr.Mark Fisher and his family on the loss of his family member. Mark, we all love you.Secondly, I want to congratulate Mr. Mitch Santiago and Mr. Daniel Vergara. They aregoing to ask why. If you go back to the Puerto Rican history we celebrate the PuertoRican Heritage Month. So I feel proud as a Puerto Rican having two Puerto Ricans onthe Board. So let us give them a big hand as good workers and as persons who standup for this Hispanic community. Thirdly, I want to give special thanks to all those highschools responding to the honor roll incentive program from the Willowbrook Mall. Weare getting back the applications that they want to participate. This encouraged thestudents to hit the honor roll list and other people to move on in education so they cangive something back. Comm. Spagnola asked me about enrolling other students fromprimary school. I brought it up and it is a program that is going to be going up and up.They will give it to other people to participate but they are testing it now with the highschool program. My concern was put out there and hopefully in the future we are goingto bring it back to the Board. I want to give thanks to all the principals responding tothat. The other thing I want to mention I mentioned at the last meeting. WillowbrookMall still has openings for those children from 16 years of age up for after school. Ifthey don’t want to go to an after school program and they want to go to work and makePage 7 11/9/05


some money, go to Willowbrook Mall. They have a lot of positions there and you canspend your time working if you want to work. Now, I want to go to my issue as a parent.Dr. Glascoe, I know you are pretty busy reading while people are talking, but I have aspecial education student. Mr. Sayegh knows about it and I make it public because sheis a smart girl. Her physical impairment is not that big but she is a special educationstudent. How would you feel in five years as a grandparent if every year you aresending this report that goes to the state that your son is doing good, your daughter isdoing great, they are learning, they are picking up all the material, and they areprogressing? You sign it and you agree with that teacher. After five years of signingreports you receive a notification saying that in five years my daughter was misplaced.That she is not supposed to be in the district. She is supposed to be out of district.How would you feel? Who do you hold accountable for those five years that she lostwhen she could have been out of district getting the better education and getting betterinstruction? Do I blame myself as a parent? Or should I blame the district for not doingthe right job, for not reporting right?Comm. Brown: Please wrap it up.Mr. Velez: So if that is my answer then I am not going to accept that. I have to makesomebody accountable for the education of my daughter and the education of all thoseparents out there who have problems with special education. God bless you and havea nice evening.Comm. Brown: Thank you very much, Mr. Velez.Dr. Hani Awadallah: Good evening. Hani Awadallah from the Arab American CivicOrganization, 964 Main Street, Paterson. If some of you think that I am a one-issuespeaker you are wrong. I am not. But I never get tired of asking the right questions forthe sake of Paterson kids. I am well aware, and you should be, that there are someteachers who are occupying positions they should not occupy. When you have a socialstudies teacher teaching math, that is wrong. When you have candidates who canteach math and they have a master’s degree in math then those persons who are insocial studies and geography who were hired to teach math there is some shenanigansand some corruption in there. Those principals who really have brought those teacherson those grounds should be brought to the carpet. This is happening in the schools ofPaterson. It is. Speaking of what the previous speaker mentioned about diversifyingthe staff, administration, and teaching, there is no diversification. There is not. It shouldnot be our driving goal to have that diversification if we do not really have the qualifiedstaff to do that. But when there is, then there is something incumbently wrong in theprocess. I have been talking about this for the past year. Ladies and gentlemen, whatare we really doing about correcting this hiring situation when the principal is the soleperson responsible for hiring? That is wrong. It is your duty, ladies and gentlemen,here to do something and create some kind of mechanism by which qualified personsoccupy the positions they are supposed to be in. This is the only way you are going tomove ahead with educating Paterson kids. This is the way it is going to be. But if weare just going to be doing the same thing over and over for me to come here and speakhere then we are going to no avail. We are getting nowhere. Dr. Glascoe, I would liketo know from you, are you doing anything about this situation? Are you? Can I hear itfrom you? Can I hear an answer?Dr. Glascoe: Absolutely.Dr. Awadallah: What are you doing? Can I know? I never received any response fromany of you telling me we are correcting this situation, the process by which the principalPage 8 11/9/05


and his cohorts do whatever they want to do in the school. I don’t really want to giveyou examples in the recent two weeks when I have somebody who has a master’sdegree in math trying to get their position as a teacher’s assistant. And she can helpthe students in School #9 in their language as well. 53% of the students in School #9are of Arab extraction and when the position goes to somebody else, that leaves a lot tobe desired. You have someone with a master’s degree who cannot get a teachingassistant position. When I know of some people who don’t even have a bachelor’sdegree and they are occupying positions of teachers there is something coherentlywrong in the system. It should be addressed and addressed now. Thank you.Comm. Brown: Thank you very much.Ms. Anna Taliaferro: Good evening.Comm. Hodges: Good evening and welcome back.Ms. Taliaferro: Thank you. I wish I could say that I am back. I am not back yet. Mydoctors have not cleared me and they would probably be upset if they knew I came outin this kind of weather tonight because it is really something to have a back injury andcome out in this kind of weather. So you know I must be here for a good reason. Iwould be remiss if I did not say thank you to the many parents, Board of Educationmembers, and community who reached out to me and are still reaching out to me as tothe condition of my health. It has been a harrowing two and a half months since my caraccident. But I am here and everyday I get stronger and stronger. It is so nice to knowthat Paterson still has some people who care. Larry, you are very special to me brother.Let me tell you that you are. The same goes for you, Joe. When you first get injured it islike having a honeymoon – everybody is calling you. My family put a stop on a lot ofphone calls and visits because of my condition. I still have a very difficult time standingfor any length of time so I am going to try to make this as brief as I can. But some ofyou refuse to take no for an answer and I really appreciate that. But I would be remiss ifI did not remember the special friends who thought enough of me to reach out to me inany way they could. I was surprised at even you Al Moody for the card I got. Thankyou. It had a nice message in it. I appreciate that. It is when the days continue to goon and I really don’t know when my doctors are going to release me. I have a backbrace on and it has to stay on. But I thought it was necessary for me to come tonightbecause we have a parent awareness day program coming up on December 3 and weare going to try to empower our parents like we have always done. Dr. Donald Clarkewill be our keynote speaker in the morning session and he is going to bring in TheBlueprint On The Black Child. I would encourage everyone to be there because Ibelieve it was Congressman Hawkins who said whatever happens to the Black child sogoes the world. I want to make sure that each one of you gets an invitation verballyfrom me because as you well know I am not writing these days other than starting mybook on Joe Clarke, and I intend to finish it. The title of it is “He Came With a Purpose,But It Was Not to Educate Our Children – The Real Story About Joe Clarke” and howthis school system allowed him to spiral out of control to the point where he paralyzedthe total community. I am going to tell the stories and I am going to name some namesbecause it has to be told. We have educators across this country who still think he is arole model. Not so ladies and gentlemen, and I was there. So let me go back to whatmy real reason is here – I got a desperate phone call from a parent. Dr. Glascoe, I willbe calling you to let you know what has happened to this parent. But that is what upsetme enough to come out tonight in the rain. I thought those things did not happenanymore. One of the things I have had a chance to do is to witness the news as it ishappening because I can't lift anything or do anything. And when you are sitting therealmost 24 hours watching the news and seeing what happens to our children, it is aPage 9 11/9/05


wonder that we don’t shut this whole country down. David Sciara called me. We areback in court and the attorney general for this State of New Jersey thinks it is a joke thatshe would get in front of that Supreme Court on Monday and say they need another sixmonths. You had how many years? How many times have we been back in court?When did you get the message? Three state takeover districts and you think this is ajoke? We have let our children down and we keep letting them down. The facilities areon hold, and we are talking about needing more time to encourage the legislature to getoff the money so that we can continue to build our schools so that our children cancome out of here as successful as anybody else’s children in the world? That is funny?I find that highly disturbing and I wanted to voice my concern because I witnessed thelast Board meeting and I witnessed the last City Council. Dr. Glascoe, before you Ihave been coming to Board meeting for over 40 years. I can count five on my hand thatI have missed in that length of time. So I know the story from the 1960’s straight up to2005. And I think that one of the things that I witnessed was it is always good to have averbal debate because then you know how people are thinking and you know what it isyou need to do. So I encourage you to continue a debate until we get it right, until weunderstand that every child better be educated in this system. Every child. I would notput my health at risk if it were not for children. And I am not here to win no popularitycontest because I have always said it is not what you feel about me, it is what you takehome in your chest that is going to hurt you if you have not done the right thing. If youhave not got a heart, Anna Taliaferro is not going to give it to you. These are our kidswe are talking about. So I wanted to come out tonight to make that statement to youbecause I felt it was important enough to do that. Chauncey, I am going to spank you ata later time. You know you have one coming.Comm. Brown: Yes I do.Ms. Taliaferro: And he knows what it is for. Trust me.Comm. Brown: And I apologize.Ms. Taliaferro: I am not accepting your apology. Doggone it. just wanted to share some things with you that I wanted to say to the parents who areout there. Anthony Davis, City Council. Before I go into the shirts, I received a coupleof phone calls too and I promised that I never want to put anything out there before Icome and talk to you personally about what I have heard. So I will not do that at thistime about staff that is in the district. I am not going to say it is true but I am not going todismiss it either. But I will let you know I will never come out here without even comingto you first. So I will set up a meeting and we will talk about that. The next thing I wantto talk about is these shirts here. Dr. Glascoe, I think we saw the shirt the first day ofschool. Stop snitching. I am bringing this up because for the last four meetings at theCity Council I talked about these shirts that I am getting ready to show. On Monday andTuesday on a radio station they were talking about these shirts. People are gettingkilled in Philadelphia over these shirts and we have just had a four-day shooting here inthe City of Paterson from Saturday until last night. So I am just telling you we shouldnot even allow these types of shirts to be worn in our school district. We need to bemindful of that. That is one, “Stop Snitching.” Can everyone see what it says?Comm. Taylor: What does that say? I can't see.Comm. Atallo: Councilman, read it.Mr. Davis: “I Got The Snowman.” Snowman is cocaine on the streets. This is anothershirt that our students are wearing. Please parents and administrators, we have to dosomething about this. So please, I am not trying to tell you how to dress but they don’tneed to be wearing negative shirts. If they want to wear something with slogans andstatements, wear something with service and peace. This is just a positive shirt. Thatis all. So let us be mindful and let us get on the ball in terms of what we are doing. Soplease, I want to thank you for your time. Thank you for allowing me to come up andshare this. This is really for the parents out there. Please parents, we are working withyour children, but you have to work with us. Let us get on the ball. I am going back tomy meeting. Thank you very much. First of all, in reference to what Dr.Glascoe was speaking about in reference to Monday, it is glad to know that ourSuperintendent has spoken up on the SCC agenda in reference to facilities.Comm. Vergara: Excuse me. Can you speak a little closer to the microphone?Comm. Spagnola: You are not coming across.Mr. Battis: As I was saying, my name is Quincy Battis and I was publicly thanking Dr.Glascoe for attending the meeting in reference to facilities. I am glad Councilman Davisis here because I was disturbed by the article I read in the November 7 newspaper inreference to the Hinchliffe Stadium. I don’t think that the kids in the Paterson SchoolDistrict should be undermined or used as any type of political steppingstones. As I havestated to a couple of the Commissioners on the Board, hopefully you have this jointgovernance committee and the vice chairman, Dr. Glascoe, the Mayor, and thePaterson City Council can work together in reference to the Hinchliffe Stadium. If I amaware that was going on the ballot, I don’t understand why the Commissioners and theSuperintendent are not aware of what is going on. I am only repeating the article. Ihave gone from kindergarten all the way through here and Hinchliffe Stadium has beenempty for many years. Unfortunately, it saddens me to hear I was at the meeting whenthe Mayor brought in the gentleman to do the presentation of the redevelopment twoPage 11 11/9/05


months ago when he said how much it would bring ratables to the city. It was nothingpersonal against the Mayor, but my question to the council at that time was about theadministration. If the property belongs to the Board of Education, why were you not atthe meeting? It is time now to admonish this Board, and I need your attentionCommissioners please. It is time now that this Board works together collectively and inunity with the Mayor. I am not saying you are not working with the Mayor. I hope theMayor decides that he needs to work with the Paterson City Council and the Board. It isreally sickening now to the point that we are now fighting in Trenton for our kids forfacilities. Now next year everybody wants to run for Mayor. It is not about that. It isabout the 27,000 students who are in overcrowded classrooms. And it is really sad toknow that now when I came here last month and raised a question in reference to theBusiness Sports Academy going inside of Hinchliffe Stadium I was told that changed.Now I am reading in this paper that Hinchliffe Stadium is going back in. Come on.Enough is enough. I am not fussing at you guys, but enough is enough. Thank you.Comm. Brown: Thank you very much, Mr. Battis.Ms. Rosalia Rodriguez: Good evening. I am a parent and my name is RosaliaRodriguez. My issue is not on the agenda but I have a concern, which I haveaddressed to Dr. Fulmore. I have two questions. My first question is, who of the Boardmembers is in charge of School #18? Nobody is assigned? Well, that will answer mysecond question. I have a six-year-old who is in first grade and she is in a classroomalong with 48 other students. This is at School #18 and from my understanding this isnot new. So my second question would be what is being done to address this situation?And if it is not being addressed, I would like to know what I have to do to have mydaughter transferred to a school where she regularly has 20 students in a classroom.This is a concern and whatever Board member is aware of this and can help me havethis situation fixed I would like a response because this is ridiculous. There are 48students in one classroom with two teachers having three different sessions at the time.How are students supposed to even input any information? They are so concentratedas to what is going on around them that they concentrate. It is not an issue that is new.It has been around and from my understanding teachers are fed up with it as wellbecause it is not easy for them either. It is not easy for a teacher to get the attention of20, let alone of 48, and try to keep their children under control to be able to learn. Soagain, if anyone can help me out I will expect a call from the Assistant Superintendent.Please, I need someone to call me. Thank you.Ms. Tamara L. Rixpugh: Good evening to everyone who is present tonight. My name isTamara Laverne Rixpugh. I am also a parent. I have a daughter, a niece, and anephew who attend Eastside High School. About a week ago my niece was taken fromthe school for a drug test without her parent’s permission. When we went to speak tothe vice-principal, we asked why was she taken without her mother’s permission and wewere told that they were allowed to do that. The reason they said they took her wasbecause she was sleeping in class. The question was asked how often do they observethe students in this matter and we never received an answer. Now, I don’t have aproblem with this being done in the school. I applaud it. My problem is why arestudents being taken out without a phone call to find out if there is a problem at home?We had a tragedy in our family last year and my son passed away. My nieces and mynephews are very close to them and I know certain things about my niece. She startedto want to wear my son’s dog tags, shirts, and different little things. So when Ipresented that to them they said that could have been part of the reason. My problemis first of all, I have never even been informed that this was going on at Eastside HighSchool and whatever other school there may be. When did parents stopped gettingnotified with the yearly things that go on in the schools? If there were changes we don’tPage 12 11/9/05


even get the handbooks on attendance. We had issues when we looked over herattendance. They had cuts. They had teachers in Eastside High School that if a child isa minute late they refuse to let them in the classroom. I really have a problem with thatbecause how will a child learn if they are not allowed to be in a classroom? Everybodycan't get from one classroom to another within two to five minutes. I am looking for ananswer on why are the parents not informed on the different things that are going on atEastside High School. Can anybody answer that? Especially the drug thing.Comm. I have been paying attention to this since the beginning of the schoolyear of 2004-2005. I need to ask a question. Why are not our children beingacademically challenged? The reason for this question is far too many of our kidschoose to be on the outside of the school building versus being inside the schoolbuilding, and it is not just at the high schools. It is at grammar schools and it is all overin Paterson. I need to know why are they not being critically challenged in the schools?Comm. Hodges: Can you repeat that?Ms. Williams: Why are they not being academically challenged in school versus beingon the outside of the buildings? What happens is far too many of our kids are being onthe outside of the buildings choosing to be out in the streets, standing outside, andgoing to the mall versus going inside the schools being educated. That is the reason Iam asking that question and I would like for somebody to answer the question tonight.Also, nobody got back to me about those trailers as classrooms. I was a student at Kennedy from 1993 to 1997. I went to college downin Atlanta and I came back to Paterson because I am very proud of being in Paterson. Iwas very proud to actually play sports here where I came to school. Everybody else’squestions come as an education, which is still an issue in Paterson. We all know that.It is in the papers and it is everywhere. My main concern with Paterson is everybodyworries about education and it is a great thing to worry about it. My biggest concern is Isee that one thing that saved me from ever getting into trouble and kept me focused ongetting good grades in school was sports. I played baseball and I played soccer forKennedy. I don’t know if it is in your area, but I just figured I would bring it up. I amlooking at the agenda and there are millions of dollars. Yet, I played baseball atHinchliffe Stadium and that is gone. Totowa Oval, which was a park in honor of JamesLabinara, which was my coach and a great guy who gave a lot to Paterson, you look atthat field and it is embarrassing. Honestly, that is the word. My coach for soccer thisyear had a couple of games cancelled because there is no field to play on. And theseare the people who come to Paterson to play. They say they are not going to play. Iwent and took a look at the field. I thought it was them trying to act like they are fromWayne. There was glass and boulders in the field. So I guess my concern is reallysimple. If we are trying to keep people out of trouble and if we are trying to makePaterson a better place education is a way to start. But I feel like the whole east side ofPaterson is getting a lot of great things and yet the west side of Paterson is getting kindof ignored here. The east side has the brand new stadium. They have the brand newbaseball field. Yet Labby’s field is completely ignored, which is Kennedy’s. We used toplay here at Totowa Oval. We used to play baseball and soccer there. You can't dothat anymore. I just figured I would bring this up because everybody is kind ofconcerned with a lot of education, but part of a school system is the extracurricular. SoI just figured I would bring that up.Comm. Spagnola: Thank you. What other speakers do we have for the public session?One other? Okay. Afterward I am going to put a motion on the floor to close.Ms. Malikah Abdullah: Malikah Abdullah. I have heard some disturbing news and itwas one of the pet peeves I had when I sat as a Commissioner on the School Board. Iknow that we are doing a lot of hiring in the district at this particular time. But what isdisturbing to me is that I am told that Board members are not allowed to be able to seeresumes of who is being hired or have any information as to what these people areabout. That was one of the very disturbing things that happened with thesuperintendent back then. With the state being involved and superintendents beingallowed to make unilateral decisions on personnel, it becomes a very disturbingsituation because of what has happened in the district over the last 13 years. If we hadBoard members looking in on the people we are hiring then maybe we can make betterchoices on who we choose to run our district. I think that is something that needs to beconsidered and I think it would behoove you, Dr. Glascoe, if you would include Boardmembers in your decision-making and allow them to see the resumes of who you arehiring and let them be a part of that process. Comm. Hodges: Mr. Chairman, I have one concern which I mentioned in the workshopand I am going to mention in the public for the very same reason on the early childhoodprogram.Comm. Sayegh: Are you referring to item A-1 on the agenda?Comm. Hodges: A-1. What has disappointed me in the past and continues todisappoint me is the lack of a clear focus on educating. It is wonderful to create lovingand nurturing environments for kids, but our primary goal here is to educate children.The primary goal and responsibility of the early childhood program is to provide a soundeducational basis or foundation from which they can start this educational process.While there are some tangential references to that in this plan, it does not state thatclearly and make it the primary reason for its being and that bothers me. If you do notunderstand that we are here to give to students a head start - that is why they gave usthe money for the program - then what is the point?Comm. Sayegh: Just to dovetail on some of the comments you just made, I think it isimportant to know the purpose of preschool, which is to properly prepare three-yearoldsand four-year-olds for the next level so that there is a seamless transition, that webuild a bridge from that preschool to kindergarten as we try to do with eighth grade tohigh school and high school to college. It all works that way. We must properly prepareour children and I think it is important to note that we should also challenge them. Ifother districts are challenging their preschoolers, I think we should be doing the same.You are a believer in best practices and so am I. We looked at different case studiesand if you were to investigate what other districts are doing I think you would see thatthey are challenging children and we should be doing the same.Comm. Atallo: I have similar concerns with A-1. Again, as I stated at the workshop, Iappreciate the hard work and time that went into developing the instructional plan. Butit is for almost $42 million and it was dropped on the Board of Education’s lap last weekat the workshop as we walked in. As I said the previous month when I talked about thelong-term facility plan, it is not that I disagree with the plan per se. I appreciate the hardwork that people put into the long-term facility plan. I appreciate the hard work peopleput into the instructional plan for the early childhood program. However, I think weshould establish a strong policy with this Board of Education that we get things in atimely manner. If we are going to get something the size of a telephone book in termsof material, we can’t get it at 6:00 on a Wednesday night and expect to vote on it thesame evening, or even the following week. We need time to intelligently discuss,debate, and dissect these programs. As you said Commissioner, let us look atcomparative data. Let us see what other school districts that are successful with earlychildhood are doing. Because I said it at the workshop and I will say it tonight, the earlychildhood program is like building a building. It is the foundation for educationalprograms. If you have a strong foundation you can build layer upon layer and hope tobe successful. If the foundation is shaky and not strong, no matter how many floors youbuild you will have a shaky institution and a shaky building. So we want to make surethat our foundation is strong. To ensure that it is we need to get documents in a timelymanner. I know from having spoken to the staff that they get things very late from thestate. The state is a very strong culprit in this in their timelines. We need to havegreater dialogue with the state. I know that supposedly there is an assistantcommissioner for Abbott districts. I have not seen him in about three years. I know heis out there campaigning and I guess he is happy tonight. But my point is I wantaccountability. While I am an elected Board member in Paterson, I am also a taxpayerand a voter like everyone else here and I want accountability for the millions of dollarswe are spending. So I think we need to have a meeting with the Department ofPage 25 11/9/05


Education officials to make sure they give the backup and support to our localadministrators so they have enough time to plan and don’t get things late, and then weget things late. No one wants to vote on things at the last minute and we don’t want tobe rubber stamps. We are going to refuse to be rubber stamps. We are going to beacknowledged as a responsive, accountable, elected body. To do so we need things ina reasonable amount of time so we can read them, discuss amongst ourselves, and getcomparative data to see what other districts are doing, and as Dr. Glascoe said, tomake sure we are a data-drive school district. But again, I am not throwing this on theadministration here locally because I know the state sends things to them with a veryshort time period to work with. I am fully cognizant of that. But that is my concern. Thisis a resolution calling for $42 million. $42 million here and $42 million there and prettysoon you are talking about some real money. So we need to be accountable and that ismy concern. We are getting things late. I am not saying I disagree with the plan. All Iam saying is I have not really had time to review it. We only go it a few days ago. Thatwas my concern earlier last month with the long-term facility plan. We got it one weekbefore. So that is basically my point and I hope you understand and appreciate thedirection I am coming from. I ask this Board to work collectively to hold theseDepartment of Education officials accountable as well. They want to hold usaccountable? We want to hold them accountable. We need to meet with them, weneed to understand what is going on, and they need to be more responsive to ouradministration locally and getting things to them in a timely manner so they can getthings to us in a timely manner. Thank you.Comm. Sayegh: Thank you, Dr. Atallo. Some of the concerns you raised make thecase for regaining local control all the more compelling.Comm. Hodges: I just wanted to say that Dr. Atallo mentioned data and it was theabsence of data that I found to be the most concerning about this document. I shouldsay there were a number of items in there that I did agree with and I did find compelling.But the absence of data, which as you know is something that Dr. Atallo and I havebeen raving and screaming about for years, continues to be troubling. I am howeverassured by Dr. Glascoe that this will change and he is asking that we support thismeasure because of the necessity of having it be approved by the state. But I ammaking the comments as a preface for why I am unhappy with it but will in fact support itgiven the deficiencies. But we are told data is coming and I will be asking for it again.Comm. Taylor: Yes, I did receive it on the workshop night, but I also read a lot about itbefore that. The information that was given to us by our staff through our StateSuperintendent Dr. Glascoe was an alignment of New Jersey early childhood educationprogram expectations. It had to do with the standards of quality with the core curriculumcontent standards. Our people in our district were asked to align it with the corecurriculum with all the different new schools that we have developed in the last five toseven years. What we asked our staff to do was to coordinate all these different earlyschools and get a curriculum that all could work with. We have not had time to developenough history or backup information. This is what our staff will be doing now. This iswhat we will be looking for. I would just like to let the parents know that the creativecurriculum for early childhood - that is what we call this – is an environmentally-basedactive learning curriculum where children can learn important skills and content anddevelop social competencies. The curriculum shows teachers how to work with childrenat different developmental levels, how to adapt to the environment to make itincreasingly challenging, and how to involve parents in taking an active role in theprogram. The areas that we want to develop in the creative curriculum aresocial/emotional, physical, cognitive, and language. We have them according to thestate standards and our own standards. Most of the time when we work in this districtPage 26 11/9/05


we want more than what the state wants from us. I think giving this to Dr. Glascoe andhaving him direct our staff we are going to get it back and we will get the data from theteachers, the staff, and all persons who are concerned with this. Our people have beenworking on this for close to seven years trying to coordinate this and get this going. Iremember sending some teachers to Massachusetts to look at a program there for earlyschool and for first grade and kindergarten. We have the tools for the testing of thechild and seeing where the child is, where the child came from, and how much we canhelp the child get on base to connect from early school to regular elementary schooland going on. If we give a good base at the beginning, I know we can make sure ourchildren will succeed in the coming grades after their kindergarten and first grades.Comm. Brown: I guess that means Comm. Taylor supports it.Comm. Sayegh: Please proceed.Comm. Brown: Thank you. The comment I wanted to make is do you support A-1 andshould we move forward in supporting it as a body? That is really my question to you.Comm. Sayegh: Are you posing the question to me?Comm. Brown: Yes.Comm. Sayegh: Yes, I do.Comm. Moody: Thank you, Mr. Chairman. As I indicated last week in the workshopwith reference to the field trips...Comm. Sayegh: Are you referencing items A-23 through A-26?Comm. Moody: Right, all the field trips. In light of what has been happening to studentson field trips and other excursions around the country in the last year or so, I think itwould be prudent for us to take a look at this and ensure to the best of our ability thatsupervision will be in place adequately enough for me to vote for this. I think this Boardreally has a responsibility and a liability and we need to ensure as much as possible. Iwould like to see our students expose themselves to the trips, but I am very concernedwith the supervision. Frankly, from all the data given I am not encouraged by what Ihave seen and I am reluctant to vote for any of these trips unless I see something a lotmore substantial in terms of supervision.Comm. Sayegh: Comm. Moody, in response to some of the remarks you made,perhaps that is something that the policy committee can intervene in. We also have totake a long hard look at the whole chaperoning process and at the responsibilities thatadults may have on some of these trips because we certainly would not want anythingto go awry. I think this policy committee established by our President can certainlyaddress that in its initial meeting. Are there any further questions or commentsregarding any items?Comm. Taylor: I would like to back up Mr. Moody. There have been quite a few reportscoming back to the district that when we have sent our young people away they wereleft on their own. We cannot in good conscience let our children just go on their own,especially if they have adult supervision. If the adults are there the adults have to beadults and be vigilant. They have to watch the young people because we know all thethings we can get ourselves involved in with our young people if they are away fromhome, in a strange place, and with different people. graduation trip to Aruba, we still don’t know where she is. And they had adults withthem. Where is she? Who were the responsible adults? We need to be very carefulwhen our people go out with our children. They are going to take a trip to the LadyVikings holiday classics. We have gone there before, but please watch over our youngwomen and the people who do all the things that go with them. Then we are going toDisney Baseball Spring Warm-Up and to the Disney Wide World of Sports Complex inKissimmee, Florida. That is from March 24-31. These are quite a number of days thatthe young people will be away. You have to be vigilant and make sure that the peoplewho go with them are responsible people and don’t just tell the kids they are mature andthey can go on their own. That won't work. We have another one going to Puerto Ricofrom April 20-25. We have another one going to the National Society of BlackEngineers in Stamford, Connecticut. We have people going to that one. It wasexplained to us that 20 students were interested in it but they were going to select themfrom a contest of some kind.Comm. Sayegh: Eight students.Comm. Taylor: Eight students from the 20 who are interested. But I am telling you thatthe people who go with them have to be responsible because if they are not responsibleand something happens to the youngsters this whole district is liable.Comm. Sayegh: Thank you, Comm. Taylor. Are there any further questions orcomments?Comm. Vergara: I just wanted to comment on A-1 and also on the field trips. On A-1with the early childhood program, I know Dr. Atallo mentioned the $42 million that aregoing to be allocated for this. It is time that we put the buck down. It is time that ourchildren receive all the help they can get. When my child was in his early childhood inour schools here in Paterson he did not have this opportunity. Now I feel that thesechildren are going to have an opportunity to achieve from this. As far as the field tripsare concerned, ever since the occurrences of 911 it is very important that we thinkabout the safety of our children. I would even suggest that on some of these field tripsthey should have parents come along as chaperons to have extra supervision ifpossible. Thank you.On roll call all members voted as follows:Comm. Comm. Atallo: Is this being recommended by the Chairman?Comm. Spagnola: Yes, it is.Comm. Hodges: This particular item is a mandate handed down by the state. The statecreated the language wherein there is an agreement between the uniformed forces,meaning the police, and the school districts to behave in certain ways under certainconditions. One of the concerning aspects of this for me as a physician is that itrequires healthcare persons to give information that they obtain during what issupposed to be a confidential process to the police department, or at least someaspects of that information. I am loathed to accept that notion. The most egregiouspart of this is that this is a done deal. We put our little affirmation down because thelanguage is sacrosanct. We can't change it and I find that distressing. The policedepartment has a very difficult job. These are for the most part very hardworkingindividuals who are trained to work under some very difficult conditions, although by andlarge not in schools. And while they may have some additional training, the concerns Ihave in watching some instances in the past and having parents complain aboutinstances ongoing I am far more interested in seeing different types of languages,comments, or requirements in that document. That is not in place and I am loathed toaccept that. Having sat in the emergency room and having watched people come inwho ran afoul of the law and unfortunately at times according to them being beaten upby people, I am troubled with this close contact. The police were not always guilty ofthose offenses and at the same time they were not always innocent. So I am far moreinterested in making sure there is an appropriate balance between the safety of ourchildren and our law enforcement officers. But I am far more interested in the safety ofour children.Comm. Spagnola: So are we and so are the law enforcement officers who work theschools. That is the reason they are there, for the children’s safety. Now, I understandthat you loathe the memorandum but perhaps we will address one of the things youloathe. As far as the healthcare professional giving up his oath, besides thememorandum of agreement that we are going to vote on we also have a policy in place.Did you receive your pamphlet?Comm. Hodges: Yes, I did.Comm. Spagnola: Did you review it? I know. I got it at the twelfth hour also. Trust me.In here it explains and answers all of your questions, especially the one in regards tothe responsibility of the healthcare individual. If in fact a dangerous substance isbrought to a nurse, a principal, or a teacher and it is turned over by a student or is alsoturned over by a worker in the school district and they ask for help, that is sacrosanct.That is not given out. The name of the individual is not released. They have come inon their own volition. They have asked for help and that will be addressed. The policedepartment is not to know their name because it is done in secrecy. Their identity isprotected and that is right here in our policy that is in place.Comm. Hodges: That does not comport with what the document says.Comm. Spagnola: The document says this is a review and it is brought out directly inregards to what you asked. That issue was addressed in our policy. So in other wordsit is saying that if a teacher comes and turns in drugs that he has used and he isrequesting that he go into rehab, it is not the responsibility of the principal or theSuperintendent to release his name. But it is the responsibility to turn over the drugs.Page 30 11/9/05


Comm. Hodges: I don’t wish to belabor the point. I don’t actually believe my single voteis going to do anything about stopping it. It is a statewide procedure.Comm. Spagnola: It was a little disheartening hearing the rendition you just went offwith.Comm. Hodges: Because it does exist.Comm. Spagnola: That is essentially what you see and that is the way you feel.Comm. Hodges: That is exactly right.Comm. Spagnola: So now I am answering at least one point.Comm. Hodges: I truly appreciate that. There are other points for the sake of time thatI won't go through. But I did cover them extensively in the workshop. My position isclear and I appreciate and respect your point of view on the matter.Comm. Santiago: As everybody knows, I am a sheriff’s officer and being a police officerour training indicates that we are to protect and serve. That is our training, to protectand serve by all means necessary and to be sensitive in issues. We are not to look atanyone of any color differently but to treat everyone the same. In life there are alwaystwo sides to every story. If one falls in the hospital sometimes something must havehappened. But we were not trained that way. The way society is nowadays and theway things are going we can no longer as parents accept the way society is anymore.Staff members, teachers, administrators, and assistant superintendents – parents mustfeel that their children are going into a clean and safe environment. I think that thisdistrict is absolutely doing the right thing by having police officers on ground. I supportthat 110%. I will always do so, even for police on bike patrol or mounted. But this is notthe only district that is using police officers. Throughout the world they are being usedfor many reasons, for the battle with drugs and due to 911. Kids who are innocentlygoing to school to get an education are being shot in the back because someone isgoing ballistic. You find out that a couple of children are being held hostage and thefirst thing you say is are those one of mine? It does not even matter. When thesechildren are in our district they are our children. This is our family. This is our town.But one thing I have learned being in a courthouse is when a parent says you better begood or the police officer is going to get you, I have told them not to do that becausethey are scaring the kids. If someday he does have a problem he is not going to want tocome to us because you have taught him fear. You have taught him not to come to us.We are there to help you. We are there to protect you. By children meeting policeofficers in school we are actually role models. A lot of these students want to be policeofficers, firemen, and attorneys. Some of them even go to college to come back andsay they want to be a teacher. So I just wanted to give my input about police officers.Dr. Hodges, I know exactly how you feel. But I also have a right to defend our childrenin this district and to give my input. I also must let this community know exactly what westand for, to protect and serve our family, our children, and all staff members.Comm. Taylor: There are many parts of this and I believe you told us at our workshop,and I think Dr. Hodges just said it again, that this is something that we started in early1990. Do you remember when we first began to do this?Comm. Spagnola: I believe it was formed back in 1996.Page 31 11/9/05


Comm. Taylor: Okay. This is a memorandum agreement of 1999 revisions.Comm. Spagnola: That is the revision in 1999. It is a living entity. It is revised fromtime to time.Comm. Taylor: Okay. This is for use after 1999 to 2000. This is from January 31, 2005and Acting Chief James Wittick is our latest person and Dr. Glascoe is our StateSuperintendent.Comm. Spagnola: Yes. He did sign it.Comm. Taylor: So it is up to date for right now. And Dr. Hodges said this is somethingthat the state handed down to us. It is from the top down and we have to learn all of theparts in it because they have a very strong bearing onto what is happening inside aschool. I think administrators need to know what serious bodily injury, dangerousweapons, significant bodily injury, notice in consultation, undercover school operations,targeted subjects, visible enforcement plans, notice to school officials, on site reporting,police presence, extracurricular activities – there are so many areas here. I rememberbeing a principal and being told by the police department and by the state the way that Icould search a child. I was the administrator of searches in the building. So now someof these are undercover activities that I don’t even have to know about as anadministrator. Also the Superintendent may not have to know about it because it can befrom outside of our jurisdiction. The student may be doing something outside of theschools and then they come inside the schools to pick the students up. That is astrange thing that is going on here. I am not comfortable with it. But as you say, it is astate document and so it supersedes municipalities.Comm. Spagnola: It might supersede municipalities, but we do have in place a policythat was put in place and voted on in 2002. You have a copy of that given to us in thepacket.Comm. Taylor: That is what I was reading from and there are many other parts to it. Iam not sure what the state intended of us. Should every school principal and staffperson be fully aware of this document?Comm. Spagnola: I think they should be fully aware of the policy. That is what theyhave to know.Comm. Brown: With all due respect, I think they have in their office the whole policymanual. This is just one section of it.Comm. Spagnola: The section is specifically cooperation with law enforcementagencies. It is a 15-page document and it was in place as it is right now on October 31,2002. That is when it was adopted.Comm. Taylor: There is a part in here that reads, “Agreement does not constitute arequest to conduct searches.” There are parts here that we need a workshop on.Comm. Spagnola: If they have a problem with legality they should address it and I amsure they can...Comm. Taylor: After the fact you don’t discuss it. You discuss it before it happens.Page 32 11/9/05

The concern that Ihave which caused me to leave tonight’s Board meeting is the municipal question thatwas placed on the ballot. As the Board knows, there is a concern because we as aBoard were not involved in that process, other than some isolated members hearingabout it. But there was no formal presentation made to the Board of Education aboutthis $10 million plan, which unfortunately was voted on without adequate informationbeing dispensed to the public. While we certainly support the city’s joining hands withthe Board of Education around a very difficult issue such as Hinchliffe Stadium, for themto take the lead without adequately consulting the Board of Education is at bestunfortunate. The situation that was presented to the public may be very confusing tothe public and I want to help clear some of those issues up. So I again want people tounderstand that the Board of Education is not trying to discourage this kind ofassistance. But we really need to know what the assistance is. And since we don’tknow what the plan is, how the money is being spent, or whether or not it willadequately address the issues, it is kind of difficult to have someone say that they areacting on the Board’s behalf when they have not told the Board that they were actuallygoing to do it. For that reason I am going to go to the City Council on your behalf andexplain some of our concerns.Comm. Brown: Dr. Hodges is going to the City Council on behalf of the full Board.Thank you very much. Just to briefly comment or dovetail on what Comm. Hodges wastalking about, that was one of the reasons why we formed a joint governancecommittee, so we could have a dialogue with the City Council and with theadministration of the city so we can coordinate and plan together how we want to try toprovide the best recreational and educational facilities for our children. Comm. Taylor: I would just like to say that Mr. Battis spoke about that before and wewere supposed to know about it. We knew about the city plan. We knew that theMayor wanted to consider helping us. But there was no more dialogue after a certainpoint. We were not talked to. That question that he asked was a surprise. A weekbefore the election comes the question about $10 million to help the Board ofEducation. I think that was totally wrong for him to do that. It took us all by surprise.We were not talked to. We were not involved in it. We knew the city plan. We knewthat they wanted to work with us. We knew we all wanted to work together. But I thinkwe need to talk about it first before you put it in the public to make the public believethat there was some conversation already.Comm. Brown: Thank you very much. I don’t know whether it was insome of the information that was given to you today, but we have found all of thoseteachers to be in compliance with the guidelines.Comm. I know you have not had a chance.Comm. Atallo: I came in tonight at 7:00. It was literally dropped in front of me at 7:00and I did not have the time. As I always say my name is Joe Atallo, not Evelyn Wood. Ican't read that fast. I am good, but not that good. If we can get it in a more timelymanner, we can have a chance to review it. Comm. Santiago: No. I am good. Thank you.Comm. Atallo: Are there any more questions from other Board members at this timeregarding the fiscal resolutions? I have two concerns. At the last meeting I had raisedquestions. There were a number of bills last month and there are a number of bills thismonth on the Windsor Academy, Windsor Prep Incorporated, and the Windsor School.This is prior to Dr. Glascoe coming on board, but there were some serious problemswith the Windsor School. I believe they have different owners at this point but there wasa serious corruption issue to which they pleaded guilty. There was a settlement for over$200,000 to the Paterson School District and I had asked for information at the lastmeeting and we were told that the administration would look into it. I have not receivedany substantial documentation yet. I’m sorry?Dr. Glascoe: We are still trying to pull a lot of information. You want a comprehensivereport on that so that is what we are trying to do.Comm. Atallo: Yes, sir. Until we get that, I can only speak for myself, in light of thecorruption scandal and the fact that they did plead guilty and they did pay a substantialamount of money in the settlement to the district, I just don’t feel comfortable approvingbills for this until we get that comprehensive report. That is my concern on that one.The other issue I have a concern is on the energy service. The one company wentbankrupt now this company picked up their contract. My own analysis looking at thisfrom a fiscal standpoint is I don’t think there is a cost benefit to the district for what weare paying out every month. I believe this month it is $17,825. I don’t know what typeof return we are getting. I just don’t see it. Can we get some type of comprehensivereport from the facilities department? This is the same department that can't get theflags up and down. So can we get some type of comprehensive report as to what thecost benefit is? This is prior to Dr. Glascoe coming on board so I know he inherited thesituation, but a number of full-time administrators and supervisors were hired in thefacilities department. A whole lot of people were supposed to be handling this full-timefrom energy to environmental and a whole array of areas. Yet I still see we are bringingin these outside consultants for a very costly amount of money. If it can be documentedto this Board that there is a cost benefit to the district then we will support it. We havenot seen that yet and that is what we are asking for. I can only speak for myself at thispoint. Each Board member can make their own determination. But until we getdocumentation every dollar that we spend on these outside consultants is money that isnot going to educate our children. We are not hiring teachers, we are not buying books,we are not buying computers, and we are not getting supplies. So if we do a costbenefit analysis and look at where our money is going I think we need to do this. I seeso many consultants here. If it can be proven to us that this is a benefit to the districtand this is fiscally worthwhile then we can support it, but not until we see that. Again, asthe Superintendent says, we want to be a data-driven school district. I think a datadrivenschool district is one that is data-driven not just in the instructional areas, but inthe non-instructional areas as well. So if we can get some time of report. If they arepaying all of this money they must be able to document that this is in fact a benefit tothe district and there is a cost benefit. If we are spending this amount of money then weare saving money by doing so and that has not been explained to me. Those are thetwo areas that concern me this month. Other than that, I present everything. The onlyother resolution I have a concern about is C-9, awarding a contract for temporaryemployment services. I think if we restructure the staff that we have and create asecretarial pool, I think we can do this in a more cost-beneficial way. Every month I seethousands of dollars going out for temporary secretarial services and I just don’t thinkthis is a cost-effective way to operate the district. I understand this is done as backup inPage 40 11/9/05


the event that people are out so I am not going to vote against it. But I just ask that nowthat we have a new administration in place we can look at this. Each department asthey are structured should have a pool of secretaries and I think that would be morecost-effective. That is my report and I thank you.Comm. Vergara: My question wasn’t answered. Are we pulling #127456?Comm. Atallo: It is my recommending that we pull the resolution I have just discusseduntil we get a report from the administration documenting that the allegations that weremade were not true. So the Superintendent is telling us that...Comm. Vergara: I see that the question was answered here as a review of the teachingstaff credentials. Are these certificates? Are these standard licenses? Is it the presentstaff that we are talking about? Or is it the past staff? The staff changes all the time.And what about no-show personnel? That is another issue.Comm. Atallo: The issues you raise are very valid ones. This has been my very pointtonight and in the past meetings, whether it is dealing with these fiscal issues, adoptingthe early childhood plan, or the long-term facility plan when it is literally dropped on ourlaps at 7:00 the night of the meeting. That is when we got it. We got it tonight at 7:00.We don’t have the time. I have a whole lot of paper in front of me as all of you do. Iwant to pay attention to the meeting. I think that is respectful. I want to pay attention tomembers of the public who come up and speak. I don’t want to sit here and readvolumes of information while people are speaking with their concerns. I want to givethem the respect of my full attention so I can hear what they are saying. I want to givemy respect to my colleagues and the administration when they are speaking. So if wecan get these things ahead of time that has been my whole point. If we can getinformation ahead of time we have the time to read it, review it, and discuss it. Then wecan come to the meeting prepared to move on it. If we get it the very same night I thinkit is unfair to all of us to expect to read it, digest it, and make a decision, particularly onitems that literally cost the district millions of dollars. We don’t want to get the district introuble. We don’t want to get in trouble in light of the scandals and corruption that havehappened in the past. I am not going to dwell on that tonight, but I think the lesson weneed to learn is we need to stop, pause, and read things so we understand what we aredoing and then proceed. I think that is the responsible way to go. I think we all agreewe all want to be responsible. So Comm. Vergara, in response to your question, all thequestions you raised are very valid questions. A lot of these questions were raised atthe workshop last week. I understand we received some answers tonight but we havenot had a chance to review it. I think if we pull it on the condition that the administrationhas reviewed it and satisfies the questions that we have raised as a Board, then weproceed and pay it. I think that is fair.Dr. Glascoe: I think it is only fair that I do interject something here. There is atremendous rush and pressure on staff to try to get information back to you in a timelyfashion given our workshop and regular School Board meeting schedule being oneweek apart.Comm. Atallo: I agree with you.Dr. Glascoe: I certainly applaud Comm. Brown and his recommendation that wechange our meeting schedule from the first Wednesday to the third Wednesday, whichwould give us a buffer of time in between to get information out. There is yet anotherchallenge here which we have talked about and I am going to do all I can to make that arealization. We are almost still operating in the 19 th century here with piles and piles ofPage 41 11/9/05


paper. We have to move away from the paper. We have to move this district to apaperless School Board functioning district. We can do that and there is a mechanismto do that. We start first with you. As I said before, we want to equip you with laptopsso that we can E-mail this information to you and you can get it in a timely fashion. Bythe way, that cuts down on staff having to jump in automobiles and deliver this to you atthe last minute. Please don’t misunderstand me. I am not trying to use this as anexcuse. But it is what we face. My apologies for piling on such heaps of information,but this is what you request. My last comment is we don’t have untold numbers of staffwho can crank this information out. When you ask for data and for in-depth questionsabout concerns that you might have what generally happens is staff will stop conductingtheir day-to-day activities to pull this information together. And they generally respondto it almost in a crisis mode. So let us hope that the combination of the change of ourschedule and having us move towards being a paperless school district will put us in abetter position where I am not putting you School Board members at a disadvantage bygiving you the information so late.Comm. Santiago: No disrespect, but we are elected by the people and we do ourhomework monthly and we get complaints in and complaints out. Every Board memberhere has a right to speak. We hear everybody’s concerns. Some people out there wantto hear our concerns and our input, including when you have 48 students in a class, soon and so forth. So when they tell us to go into executive session, where is thatleading? We have to wait until next month and now you have to add more to ouragenda. We had maybe two or three things to speak about and now we have six. I canbypass my speech and I can put it in writing. The pen is mightier than the sword.People here have a right to know exactly what is going on with their children. If not I willput it in writing. Comm. Vergara, if you want to speak you can do that.Comm. Atallo: I would like to make a suggestion if it is agreeable with the Board. Itappears some Board members would like to make a statement. I would like to make astatement. Could each Board member limit their statements to two minutes and keep itshort? This way everybody can make their point, get it across fast, then we can go intoexecutive session. Is that a reasonable compromise?Comm. Brown: I think it is an awesome compromise.Comm. Atallo: Okay. Comm. Atallo: I need one minute. I will give my other minute to somebody else. I justwant to satisfy both interests. Everybody has something they want to say and we havea time issue.Comm. Brown: We are going to start with Comm. Vergara. Two minutes and there willbe a wrap up.Comm. Vergara: I just want to start by sending my best wishes to Naomi Martinez whojust had a motor vehicle accident and at the present time is at St. Joseph’s Hospital. Toher and the family goes my support and I hope she will be doing much better. I did wantto mention about education in recreation and I want to say to the members of Troop 911who participated in that basketball program at our Roberto Clemente School here inPaterson that they are actually doing exactly that – they are showing that they careabout their education by coming in, doing their homework, presenting it, and then at thattime moving over into their basketball uniforms. The program is working very well and Iam happy to be a Board member involved in that program. I hope the students continueto do what is right. In reference to the young lady who spoke about the 48 students atSchool #18, I am also guilty of saying that my son attended School #18 and one of thereasons I removed him from there was for overcrowding also. So I know exactly howshe feels as a parent. That is something we need to look at. Thank you and on thatnote on December 3 the Parent Resource Center is having a parent get-together atEllison Street. Thank you very much, Mr. President.Comm. Taylor: Yes, I have four main things. I would like to talk about the Father Factorprogram we have in the district. I’d like to talk about uniforms. I would like to talk abouta curfew. I would like to talk about our annual parent awareness day. Number one, wehave the Father Factor that is involving our children at School #10 and School #6. Ithas to do with fathers, grandfathers, brothers, uncles, cousins, and people to work withyoung children so that we can introduce, engage, and enact the fathers with ourchildren in those schools. There are many projects that we have going with them andwe hope that we have a better year this year. Mr. John James is our educationalconsultant. On uniforms, I want the parents to be serious about it because we have agang problem. Mr. Davis showed us tonight about those tee shirts. I am telling you thatclothes are causing a problem in our school. We need better for that. On the curfew,we are going to be talking about it on November 30. There is a town meeting and Mr.Kenneth Morris our president is calling it for 6:00 in the City Hall chambers to talk aboutour health, safety, clean streets, and education.Comm. Sayegh: I think Comm. Hodges said I can have his two minutes.Comm. Atallo: I did not hear that.Comm. Sayegh: Okay. I just want to touch on something that Comm. Taylor juststated. Earlier Councilman Davis was here and he gave a presentation on some of theshirts that are being sold to our students, namely “Stop Snitching” and “I Got TheSnowman.” They both literally and figuratively send the wrong message to studentsand to those who happen to come into contact with them. I think that makes a cogentargument of the need for a dress code or some type of school uniform system in ourschools. Last night I happened to see a presentation by Sergeant Andrew Muckle whois the resident expert on gangs and there is a forecast that says that we could becomethe little west coast here in Paterson and in some of the surrounding urban centers aswell. So I believe that on November 14 when we meet on this upcoming Monday this isone of the items that should be on the agenda. I am also encouraged by the fact thatcharacter education will be underscored by this PACES program. I think that is anotherPage 62 11/9/05


component. School uniforms are not a panacea. But it is a supplement to the overallsolution and I think character education is also an important aspect of it. Finally, sincewe touched on character education, I think there is a need for a vocational school inPaterson. A lot of us get calls about Passaic County Technical Institute. Not allstudents can go because there is not enough room. I know they are building extensionupon extension at the facility in Wayne. But I think it is about time since the majority ofthe students come from Paterson that we consider once we get our facilities in orderthat we build a vocational school in Paterson. Thank you very much.Comm. Spagnola: I was very troubled to hear tonight from the president of the PTA thatwe are actually turning away children during lunchtime because the parents did not payfor their lunch. I am going to direct this to the Superintendent. If it is in fact happening,Dr. Glascoe, I am telling you it should stop and it has to stop. We are not going to turna child way. No child is going to leave the school hungry. For whatever reason theparents can't pay or have not paid, how can you turn a child away from that lunch andtell them to go sit down, you are not going to eat today? That is very troubling to me. Iam sure that will be taken care of. Thank you.Comm. Santiago: I concur with Comm. Spagnola. For me it is a turnoff and it is adisgrace. People like that don’t have any heart. Some of our families can't even affordsometimes to pay for certain things and I think we should bypass making our childrenpay. We should not be looking at that. Number two, we should have an audit in all ofour schools and find out what we can do about our schools being overcrowded. Having48 students is horrible. That is too much. I believe there are supposed to be 21students in a class and no more than that with two teachers. But with 48 students thereare supposed to be maybe three or four teachers. How can these kids learn? Thesestaff members also deserve a round of applause. If you noticed the same individualsare always here at the Board meetings. That shows me the type of people they are andthe type of staff you have in this district that cares. Yes Captain Smith, I know you arethere. Another thing I must say is that if we are going to go by the agenda we go by theagenda. Nevertheless, Happy Thanksgiving to all. I wish everybody the best and goodnight.Comm. Moody: Mr. President, I just wanted to say with reference to the lunches I thinkthat needs to be looked into. I agree with the two previous speakers. But also, sincewe relieved the teachers of the lunch duty supervision I think we need to take a look atthe supervision of lunches with the monitors. It is in disarray. Not only are they noteating, but it is crazy in the lunchrooms.Comm. Brown: Is that it, Comm. Moody?Comm. Moody: Yes.Comm. Brown: Thank you very much. Is that Comm. Hodges there?Comm. Comm. Atallo: I concur with Chief Spagnola, Comm. Santiago, and Comm. Moody.There is no reason why a child should go hungry. I don’t care what the circumstancesare, whether the parent can pay or cannot pay. We will deal with that issue. With themoney that this district spends on a lot of things that we look at and shake our heads, Idon’t want to see any children go hungry. I just think it is wrong. We don’t know whatthe circumstances are all the time at home and if students are hungry they can'tconcentrate on their educational program. So please Dr. Glascoe, address that. I thinkthat is something that should top our list. No child should go hungry. We will deal withthe cost factor later. We will worry about that later on. Number two, I would like tocongratulate Anna Taliaferro and welcome her back to the battle for the education ofPaterson children. I know it took a lot for her to come out. We appreciate it. OnDecember 3 is Parent Awareness Day. Please come out and support it. It is a bigprogram. People will learn a lot. On Monday there was an article in the Herald & Newsand The Record. I was misquoted. I said that the stadium was owned by theDepartment of Education. I never said it was owed by the Department of Education. Isaid it was owned by the Board of Education. We own that facility. If any othergovernmental entity would like to discuss partnering they should come to us. I have twoother quick points. At the last meeting...Comm. Brown: Excuse me, Dr. Atallo. You are the author of the two-minute rule.Comm. Atallo: I have pearls of wisdom to offer you. My other two points very quicklyare I asked the attorneys about a letter regarding statements made regardingdefamation of people at the meetings. We are strong advocates of the first amendment.Free speech is something we defend. But we are not going to put up with defamatoryremarks, particularly against people who are not here to defend themselves. We askedlast month at the meeting and I would like to see something in writing as to what theadministration and the legal department plan to do. Finally, in response to one of thespeakers, when people come to work here we should be made aware of where theyworked before and what institutions, colleges, and graduate schools they haveattended. We requested that information and we are still waiting to receive it. Thankyou.Comm. Brown: I just have a brief comment. I really want to address the issue that ayoung lady brought up earlier about the school assignments. I am responsible for theschool assignments. I put a request out to my Board members asking them to choosethe school assignments that they would like. Only a couple of Board members sent meback responses. I understand that we are very overwhelmed with work. However, bynext month whoever does not submit to me a School Board assignment list I will assignthe schools and we will report that out at the next Board meeting. Thank you verymuch.
