They demand agreat many measurements in <strong>the</strong> field, land eligibility must be demonstrated, and <strong>the</strong>boundaries of plantations on land parcels have <strong>to</strong> be defined. Fur<strong>the</strong>rmore, for <strong>forest</strong><strong>carbon</strong> <strong>projects</strong> <strong>to</strong> be eligible, <strong>the</strong> DNAs have <strong>to</strong> select parameters <strong>to</strong> define <strong>forest</strong>sand sustainable development criteria, which has not yet been done in several countriesin <strong>the</strong> South. As <strong>projects</strong> are implemented, o<strong>the</strong>r problems may appear as well. Thesemay include legal hurdles relating <strong>to</strong> <strong>the</strong> definition of <strong>forest</strong> ownership, and obstaclesrelating <strong>to</strong> actual and use rights, including cus<strong>to</strong>mary rights, over <strong>forest</strong> lands orresources. These hurdles have caused inves<strong>to</strong>rs <strong>to</strong> turn <strong>to</strong> o<strong>the</strong>r less costly CDMtechnologies involving more manageable risks.Never<strong>the</strong>less, <strong>the</strong>se technical, methodological and legal hurdles are diminishing as<strong>projects</strong> develop and as experience builds among project promoters and consultants.At present, although setting up <strong>the</strong>se <strong>projects</strong> is still complex, <strong>the</strong> main obstacles<strong>Bringing</strong> Forest Carbon Projects <strong>to</strong> <strong>the</strong> Market31
