ALTERNATIVE S4 - LUTHERAN GENERAL HOSPITAL POND AND HIGHSCHOOL RESERVOIRThis alternative combines the Lutheran General Hospital Pond Alternative, S3, with anadditional 50 acre-feet flood storage provided on the Maine Township East High Schoolcampus immediately south of the Lutheran General Hospital Pond and DempsterAvenue. Existing soccer fields located on the southeast corner of the Maine TownshipEast High School campus, would be lowered up to 7.5 feet and the sides graded at aslope of 3:1 to create a new reservoir. These athletic fields currently provide somedetention for local storm water runoff. Three soccer fields would still fit in the bottomof the reservoir. A ten foot service road around the perimeter of the area would providemaintenance access to the reservoir. A 60-inch diameter culvert would be installed toconnect the new gravity in and gravity out High School Reservoir to an existing 60-inchDempster Avenue storm sewer, tributary to Prairie Creek, on the Lutheran GeneralHospital property, north of Dempster Avenue. The existing Dempster Avenue stormsewer system would be restricted to a 24-inch diameter orifice to force excess stormwater in the sewer to back flow into the new 60-inch diameter culvert and flow to thereservoir on the high school property. In this alternative, the High School Reservoir isnot only intended to reduce peak flows contributed by the Dempster Avenue stormsewer, but to provide additional storage capacity for Lutheran General Pond when floodstages in that pond exceed elevation 636.0 by accounting for overland flow that wouldback up through the existing outlet pipe at the water tower and back through the junctionbox into the storage reservoir.Added flood storage on Prairie Creek at the Lutheran General Hospital Pond and on thehigh school property created by this alternative would provide $85,063 in average annualflood damage reduction benefits, representing a 59% reduction in average annual flooddamages. Sixty percent of those flood damage reduction benefits would occur alongLower Prairie Creek between the Lutheran General Hospital Pond and Farmers Creek.This alternative would benefit all 48 floodprone structures along Lower Prairie Creek byreducing average annual flood damages 84% overall in that reach. All 43 floodpronestructures along Farmers Creek would also benefit from this Prairie Creek storagealternative as average annual flood damages drop 63% along Lower Farmers Creek and65% along Upper Farmers Creek. This alternative would eliminate flood damages for37 structures currently located in the 100-year frequency floodplain.Project costs of this alternative are estimated at $2,831,063 as detailed on Table 12. Thebenefit to cost ratio (B/C ratio) for this alternative is 0.47.38
