<strong>Directive</strong> Mandatory Requirement #18: Term of Agreement ModificationsThe term of the agreement and any options to extend the agreement must be set out in the competitiveprocurement documents. An approval by an appropriate authority must be obtained before executing anymodifications to the term of agreement.Extending the term of agreement beyond that set out in the competitive procurement document amountsto non-competitive procurement where the extension affects the value and/or stated deliverables ofprocurement.10.3.3.6.2 Contract Award Notification<strong>Directive</strong> Mandatory Requirement #19: Contract Award NotificationFor procurements valued at $100,000 or more, Organizations must post, in the same manner as theprocurement documents were posted, contract award notification. The notification must be posted after theagreement between the successful supplier and the Organization was executed. Contract award notificationmust list the name of the successful supplier, agreement start and end dates, and any extension options.After signing a contract, Organizations must notify all suppliers who participated in the competitive process thata contract has been signed and the competitive process is complete.It is a good practice to send letters to all unsuccessful proponents, communicating to them that the decision wasmade and thanking them for participating in the competitive process.10.3.3.6.3 Supplier Debriefing<strong>Directive</strong> Mandatory Requirement #20: Supplier DebriefingFor procurements valued at $100,000 or more, Organizations must inform all unsuccessful suppliers abouttheir entitlement to a debriefing.Organizations must allow unsuccessful suppliers 60 calendar days following the date of the contract awardnotification to request a debriefing.The details of supplier debriefings must be provided in the competitive documents, including the process ofrequesting a debriefing upon the conclusion of the competitive process.When conducting supplier debriefings, Organizations must:• Confirm with each supplier the date, time and location of the debriefing session in writing;• Conduct separate debriefings with each supplier;• Conduct debriefing sessions in a consistent manner. Ideally, the same participants from an Organizationwould participate in all debriefings related to a competitive process. If an Organization used a FairnessCommissioner in a competitive process, the Fairness Commissioner may participate in the debriefing butmust not conduct the debriefing;• Not disclose information concerning other suppliers, other than the names and addresses of suppliers whoparticipated in the competitive process. Information about other suppliers may be confidential, commerciallysensitive or proprietary information that Organizations are not authorized to disclose;Page 28
