Gov. of RBI BombayMr. R A Sinha, Counselor of RML Centre at HI <strong>Patna</strong> OfficeThe Reverse Mortgage Loan Counselling Centre for Senior Citizens was formally inaugurated by Mr. H. R. Khan, DeputyGovernor of Reserve Bank of <strong>India</strong> in a function held at conference hall of Regional office of Reserve Bank of <strong>India</strong>, <strong>Patna</strong>on 27.08.2012. Important personalities attended the gathering included Mr. H. R. Khan, DG-RBI, Mr. P. K. Jena, RegionalDirector, RBI, <strong>Patna</strong>, Mr. D. V. Despande, Chief General Manager, NABARD, <strong>Patna</strong> Mr. Harvinder Singh Bakshi, NationalDirector (Advocacy), HelpAge <strong>India</strong> and Mr. R. V. Verma, Chairman & General Manager, National Housing Bank. In hiswelcome address, Mr. Verma – apart from welcoming the assembled audience, provided a glimpse of changing scenarioand provided the background against which the RML scheme was conceived. He also announced that this will be the 9 thRML Counselling Centre opened with help of HelpAge <strong>India</strong> out of total 11 centres in <strong>India</strong>. He also explained the technicalaspects of inception, design and execution of RML scheme.Mr. H. R. Khan, Deputy Governor, RBI highlighted the benefits of the scheme and appealed all the bankers presented inthe function to provide full support to make this scheme successful.The programme was also addressed by Mr. H. S. Bakshi, National Director (Advocacy), HelpAge <strong>India</strong>, who thanks NationalHousing Bank for providing opportunity to HelpAge <strong>India</strong> to run a RML counselling centre at <strong>Patna</strong>. He also raisedconcerns of non-cooperation of banks in implementation of the scheme and requested them to provide all necessaryassistance to elderly to live a dignified life.Mr. Prabhu Balaji made a detailed presentation on RML scheme and gathered feedback from bankers and senior citizenswere gathered on this occasion.The programme closed with vote of thanks by Mr. Gaurav of NHB, who specially thanked HelpAge <strong>India</strong>, state office,


HELPAGE INDIA-PATNADementia Day Care CentreWORD ALZHEIMER’S DAYWorld Alzheimer’s day was celebrated at <strong>Helpage</strong> <strong>India</strong> <strong>Patna</strong> “ Ashra Kendra” on 21 st September2012.The function was started with the brief introduction of all Alzheimer Patients.The chief guest of the function was Dr. Digvijay Kumar(rtd) from PMCH. He has deliveredabout the Alzheimer in details and emphasized more upon, how to cope with this disease. Inbetween that he has also interacted with the patients and suggested few tips to the our dementiateam ,how to take proper care of the patient .He also interacted with the family membersof the patient and suggested how to behave with the grandparents who is suffering fromAlzheimer at their home. He focused that patients should enjoy his or her day in the ventilatedplace .Dementia team member briefly elaborated the day today activities of the center.Children also have interaction with the doctor and shared their respect towards his grandparents.They were given gift from their grandparents. Head office team members also participatedon this occa -sion. At the end Mr. Alok kumar gave the vote of thanks.

Condition of the grand oldman was very pitiable.It came into their notice that HelpAage <strong>India</strong> is always readyfor help of elderly people. After that police incharge requestedus to take care of the old man and facilitate him. Our teamimmediately reached the spot within half an hour, where theold man was lying in very pathetic condition. Our MMU <strong>Patna</strong>team and ASH team members with the doctor reached thelocated site. HL Counsellor started counselling and assistedhim for better psychological treatment. While counselling hewas trying to know his whole history that under which circumstanceshe was fallen in this pathetic condition. While havinginteraction, he was only able to utter that he belongs fromAllahabad and unable to locate his native place .HL counsellorwas trying his best to know his native place from where hehails from, but his condition was very pitiable and unable tospeak. After that our team doctor started his diagnosis andsupplements the necessary medical assistance to him. Medicineand clothes were provided to him because he had lost allhis all essential belongings.During this period our team member has regular visit at theplace and has proper attention and care towards his health.Help Line Counsellor initiated to locate his native place andstarted to have contact with the nearest police station of theold man’s native place. After his meticulous exercises hesomehow located his village name and his family member’sname. By the continuous and dedicated efforts of the ASH-Team for about 2-3 days we were able to trace their relativesat Goahaani(Bara Thana).Dist-Allahabad(U.P).We are thankfulfor the constant support of Gardani Bagh Thana(<strong>Patna</strong>)and Bara Thana (Allahabad).During this period our teamworked constantly and showed the patience to identify theactual-residence of that old man in need. Meanwhile it hasbeen also observed that our regular visit and the awarenesscamp have also sensitized the community. one member hasbeen chosen with the support of police incharge and the communityto escort and drop the old man to his native place.The main efforts to be noted, is that of the local-community,which raised Rs.1010 to help and support the need some, thatreally commendable and praiseworthy.

Meeting With the Senior Citizen’s Associationfor the Formation of State Level FederationA one day consultation workshop for representativeof Senior Citizen Association was organized atHelpAge <strong>India</strong>, state office, Bihar on 28.08.2012 toinitiate the process of State Level Federation of SCAsinBihar. The workshop was facilitated by Dr. H. S.Bakshi, National Director (Advocacy) of HelpAge <strong>India</strong>.The main focus of consultation workshop was tostrengthen the SCAs and to encourage for formationof state level federation by a democratic process.During the discussion he emphasized that state levelfederation of SCA is necessary to advocate and buildpressure on government for their rights and valuesof senior citizens. He mentioned that SCAs voicescan be put strongly to the government through federation.He also highlighted the issue related to pensionof people working the un-organized sector,which need to be addressed.The representative of Variya Nagrik Sabha, Majistrate colony,<strong>Patna</strong> raised the issue for removal of APL/BPL criteria for theelderly to get benefits of various government schemes.The representative of National Senior Citizens Association(Khagoul) shared that due to due to lack of coordination withthe government, old age home, protection to property act etchas not implemented in the state.The HelpLine Councillor of HelpAge <strong>India</strong>, Bihar office,Mr. Dhrmendra Kumar updated the current statusof The maintenance and welfare of parents andSenior Citizen Act 2007 in Bihar. He informed thatthe state government has already issued the notificationfor the the Act. But, the rule and regulation forimplementation is yet to be finalized.The suggestion also came from representative to organize astate level workshop and Principal Secretary should be invitedto government representative.All participants were convinced with the idea and agreed toform a coordination committee to take necessary step for formationof federation. It was decided the member of coordinationcommittee will meet on 9 th September 2012 to strategiesfor formation of state Level Federation.The workshop was concluded with vote of thanks by Mr. AlokKumar Verma, Mangaer(RM), <strong>Helpage</strong> <strong>India</strong>, Bihar.


PHYSIOTHERAPYCENTRE PATNAIts Service for Senior citizens………Number of enrolled patients in the Physiotherapy centre has increased . Representatives of SCAs and other seniorcitizens have been touched for the physio treatment at PT C <strong>Patna</strong>.At the centre he had a thorough check up and was apprised of his condition and admitted to the PTC at once. Withrepeated passive exercises of right upper & lower limbs and mobilization with gel, his blood circulation &sensationstarted increasing. His swellings in the hand have started reducing gradually. Under guidance of the physiotherapisthe was given INFRA RED for 2 consecutive weeks for swelling and circulations at wrist.At present the patient has very mild swelling over to his fingers & is able to do passive– assistive exercises of bothupper & lower limbs.
