<strong>Technical</strong> <strong>Specification</strong>sSchedule I: Retro-reflective sheeting:<strong>Technical</strong> <strong>Specification</strong> <strong>of</strong> <strong>Road</strong> <strong>Sign</strong> <strong>Board</strong>The retro-reflective sheeting used on this sign consist <strong>of</strong> white or coloured sheeting having a smoothouter surface which has the property <strong>of</strong> retro reflection over its entire surface It shall be weatherresistance and show colour fastness . It shall be new and unused and shall show no evidence <strong>of</strong> cracking,scaling, pitting, blistering, edge lifting or curling and shall have negligible shrinking or expansion. Acertificate <strong>of</strong> having tested the sheeting for these properties in an unprotected outdoor exposure facingthe sun for two years and its having passed these tests shall be obtained from a reputed laboratory by themanufacturer <strong>of</strong> the sheeting. These reflective sheeting shall either <strong>of</strong> Engineering Grade material or <strong>of</strong>High Intensity Grade with encapsulated lens /Micro prismatic type. The type <strong>of</strong> sheeting to be usedwould depend upon the type, functional hierarchy and improvement <strong>of</strong> the road.High intensity Grade sheeting.A) Encapsulated Lens type :This sheeting shall be <strong>of</strong> encapsulated lens type consisting <strong>of</strong> spherical glass lens element,adhered to a synthetic resin and encapsulated by a flexible, transparent water pro<strong>of</strong> plastic havinga smooth surface. The retro – reflective surface aftercleaning with soap and water and in dry condition shall have the minimum co- efficient <strong>of</strong> retroreflectiondetermined in accordance with ASTM standard E: 810 as indicated in Table 800-1 (b).When totally wet, the sheeting shall not show less than 90% <strong>of</strong> values <strong>of</strong> retro reflectanceindicated in relevant tables. C) Engineering Grade Sheeting:This sheeting shall be <strong>of</strong> enclosed lens type consisting <strong>of</strong> microscopic lens elements embeddedbeneath the surface <strong>of</strong> a smooth. Screen printing shall be processed and finished with material and in a manner specified by thesheeting manufacturer. Cut outs shall be <strong>of</strong> materials as specified by the sheeting manufacturer and shallbe bonded with the manner specified by the manufacturer.For screen printed transparent coloured area on white sheeting , the co-efficient <strong>of</strong> retroreflectionshall be less than 50% <strong>of</strong> the values <strong>of</strong> corresponding colour in tables 800- 1(a),800-1(b) and800-2 as applicable.In respect <strong>of</strong> informatory signs, the message/border shall either be screen printed or <strong>of</strong> cut out,while for warning and regulatory signs, these shall be screen printed.Cut out messages and border, wherever used, shall be made out <strong>of</strong> retro-reflective sheeting (asper clause 801.3.2 or 801.3.3 as applicable) except those in black which shall be <strong>of</strong> non reflectivesheeting.The size and shape <strong>of</strong> letters and numerals used on informatory signs or definition plates shallbe as detailed in IRC: 30-1968 standard letters and Numerals <strong>of</strong> different Heights for use on Highway<strong>Sign</strong>s.Letter size should be chosen with due regard to the speed, classification and location <strong>of</strong> the road,so that the sign is <strong>of</strong> adequate size for legibility but without being too large or obtrusive.For advance direction signs on rural roads, the letter size should be from 8 to 15 cm. In UrbanAreas the letter size should be from 8 to 10 cm. On Express ways bigger letters upto 25 cm may be useddepending on the need.Letter size on definition plates attached with normal sized signs should be 10 or 15 cm. In thecase <strong>of</strong> small signs it should be 5 to 8 cm where the message is long as for instance in “No Parking” and“No Stopping” signs, the size <strong>of</strong> letters may be further reduced so that the definition plate is not toolarge.


Colour Scheme:i) Coloured Scheme for mandatory and cautionary/warning signs shall conform to IRC:67 / 2001“Code <strong>of</strong> Practice For <strong>Road</strong> <strong>Sign</strong>s”ii)Direction, destination and place identification sign shall have green background white message(legends, letters, numerals etc) and borders instead <strong>of</strong> white background black messages andborders.iii) Colour Scheme for facility information signs other useful information signs and parking shallcontinue to confirm to the provision contained in IRC-67 / 2001 “Coe <strong>of</strong> Practice for <strong>Road</strong><strong>Sign</strong>s”.Paint:Posts shall be painted with one coat <strong>of</strong> red oxide primer and then two coats <strong>of</strong> Black and whitesynthetic enamel paint as per IRC-67 / 2001.The angle iron frame and rear side <strong>of</strong> the aluminum boards shall be painted with two coats <strong>of</strong>epoxy paints <strong>of</strong> T A grey shade.The design, colour, shade, size <strong>of</strong> signs and letters visibility and other things not mentioned in thesespecifications should be as per IRC-67 / 2001.Warranty and Durability:For each <strong>of</strong> the lot <strong>of</strong> sheeting procured, the suppliers shall obtain from the manufacture a 7 yearswarranty for satisfactory field performance including stipulated retro reflectance <strong>of</strong> the sheeting <strong>of</strong> highintensity grade and a 5 year warranty for the engineering grade and submit the same to the consigneedept. in addition, a 7 year and a 5 year warranty for satisfactory in filed performance <strong>of</strong> the finished signwith retro reflective sheeting <strong>of</strong> high intensity grade and Engineering grade respectively inclusive <strong>of</strong> thescreen printed or cut out letters/legends and their bonding to the retro reflective sheeting shall beobtained from the supplier and passed on the consignee dept. The Supplier shall also furnish a certificatethat the signs and material supplied against the assigned work meet allduring fabrication with indeliblemarkings to indicate the start <strong>of</strong> warranty period. The warranty shall also cover the replacementobligation by the sheeting manufacture as well as supplier for replacement / repair / restoration <strong>of</strong> theretro reflective efficiency. As per IRC the sheeting shall either have pressure sensitive adhesive or heatactivated adhesive in a manner recommended sheeting manufacture.Terms and Conditions:1. Rate should be quoted in the prescribed format only along with the specification andTender document2. Only those tenderers, who fulfill following conditions laid down by the MORT&H <strong>of</strong>GOI, shall be eligible to participate in the Tender.(I)The tenderers should be authorized convertor <strong>of</strong> the MORT&H , GOI approvedRetro – Reflective Sheeting ManufacturerORAuthorized Agent <strong>of</strong> the Authorized Convertor with tender specific authorization toParticipate in the tender


.(II)(III)The tenderers should submit 7 Year pre qualification warranty from the Retro-reflectivesheeting manufacturer in original issued in the name <strong>of</strong> CSIDC specific to thistender.(Xerox or Fax copies are not allowed ) in the Performa <strong>of</strong> MORT&HThe tenderers should have in-house production and fabrication facility and capacity withmachinery such as computerized cutter/plotter , Hand Squeeze Roll Applicator , HeatLamp Vacuum Applicator duly certified by <strong>of</strong>ficer <strong>of</strong> the rank <strong>of</strong>Executive Engineer / The Retro Reflective sheeting manufacturer.(In Case the If thetenderers is an agent <strong>of</strong> the autORIf the tenderers is an agent <strong>of</strong> the authorized convertor <strong>of</strong> the sheetingmanufacturer he should produce the pro<strong>of</strong> <strong>of</strong> possession <strong>of</strong> the above mentioned equipments withthe Authorized Convertor duly certified by <strong>of</strong>ficer <strong>of</strong> the rank <strong>of</strong> Executive Engineer / TheRetro Reflective sheeting manufacturer and a certificate from the Authorized Convertor thatthe facility would be available for manufacturing <strong>of</strong> <strong>Board</strong>s to the agent.(IV)Retro Reflective sheeting manufacture should also clearly specify various types <strong>of</strong>sheeting they are manufacturing.Special Note:-1. The Tenderers shall submit the following along with the Tender.a. <strong>Technical</strong> details <strong>of</strong> the retro reflective sheeting as issued by the sheetingManufacturer.b. Samples not less than 12 Inches X 12 Inches without joints <strong>of</strong> the proposedSheeting.c. An evaluation report obtained from a reputed and independent evaluation agency <strong>of</strong> the proposedmicro prismatic retro reflective sheeting/High Intensity Grade sheeting having been kept in anunprotected outdoor exposure facing the sun for 3 years and showing minimum 80% retainedreflective at the end <strong>of</strong> 3 years.Schedule II: Non Reflective <strong>Board</strong>s:1. All boards shall confirm to IRC: 67-2001 and the amendments in it till date.2. <strong>Road</strong> <strong>Sign</strong>s are broadly classified as :A. Mandatory / Regulatory <strong>Sign</strong>s.B. Cautionary/ Warning <strong>Sign</strong>s.C. Informatory <strong>Sign</strong>sGeneral Requirements:1. Design: The Design, Size, shape, colour, Visibility <strong>of</strong> signs & borders etc. shall be as perIRC: 67-2001, “Code <strong>of</strong> practice for <strong>Road</strong> <strong>Sign</strong>s”.2. Size <strong>of</strong> Letters: The size and shape <strong>of</strong> letters, numerals used on <strong>Road</strong> sign <strong>Board</strong>s Shall be asdetailed in IRC: 30-1968. “Standard letters and numerals <strong>of</strong> different heights for use onhighway signs”3. Material for sign / sign Posts: All the sign/sign Posts shall be made <strong>of</strong> Mild Steel Sheets /suitable mild steel sections conforming to Grade FE 410W A <strong>of</strong> IS 2062/1999.4. Colour for <strong>Sign</strong>/ <strong>Sign</strong> Posts: <strong>Sign</strong>s shall be painted in colours as shown in detailed drawingsgiven in IRC: 67-2001. The back side <strong>of</strong> the sign plates shall be painted grey.


The <strong>Sign</strong> Posts shall be painted in 250 mm wide bands alternately black and white. Thelowest band next to the ground shall be in black.Colours shall comply with the shades given in IS:5.5. Sizes <strong>of</strong> <strong>Sign</strong>s: Size <strong>of</strong> the sign shall be as per IRC 67:2001 or as specified by the endcustomer.6. Fabrication: The road sign boards shall be made from 1.6mm thick M.S. Sheet. The signboards shall be painted with two coats <strong>of</strong> synthetic enamel paint as per IRC: 67-2001. Thesign shall be welded to the sign post or fixed to the frame <strong>of</strong> 25X25X3 through aluminiumRivets and subsequently attached to the sign post through steel bolts. The steel posts shoulcshall be minimum 2350mm+ Height <strong>of</strong> the board. The sign boards more then 1 square metersize shall be mounted.
