From the Desk of the CMDDear colleagues,This is a matter of great happiness for all of us that during the eleven years of our existence andsuccessful operations, our competence and capabilities have been tested on various parameters by thedifferent stakeholders and we have not disappointed. Though there have been some obstacles, wehave overcome them. During the last quarter, <strong>Delhi</strong> <strong>Transco</strong> has been conferred with two Awards; oneby Council of Power Utilities and the other by Dainik Bhaskar Group. These Awards are the recognitionof your collective efforts and endeavours to make this company one of the best in its segment.Our newly established Sub-Station at Rohini, Sector-29 has been energised and the work at Wazirpur isalso at an advanced stage. We are increasing our transmission capacity to match with the risingdemand. Presently the transformation capacity of <strong>Delhi</strong> <strong>Transco</strong> has reached 8850 MVA at 220 KV and3465 MVA at 400 KV levels. During the coming summers we are expecting increased power demand,which may reach upto 6000 MW. Distribution companies have been asked to arrange sufficient powerso that the need of the consumers is met.I extend my good wishes to all of you and your family members and wish you a very Happy Holi.(Shakti Sinha)1


<strong>Delhi</strong> <strong>Transco</strong> gets India Power Award<strong>Delhi</strong> <strong>Transco</strong> <strong>Limited</strong>, an undertaking of <strong>Delhi</strong>Government for Transmission of Power has beengiven India Power Award. The award has beengiven by Council of Power Utilities for over allperformance in transmission of power. The awardwas given by Prof. M.R. Srinivasan, Member,Atomic Energy Commission, Govt. of India toShri Shakti Sinha, CMD, DTL during a functionheld on 29th November, 2012 at India HabitatCentre, New <strong>Delhi</strong>.Since its inception in 2002, <strong>Delhi</strong> <strong>Transco</strong> hasmade significant growth on all the parametersand is considered one of the best run state powertransmission utilities in India. The company hashighest system availability and one of the lowesttransmission losses. The company is using stateof the art technologies to keep pace with the bestin the field. Besides, <strong>Delhi</strong> <strong>Transco</strong> is one of thefew entities of <strong>Delhi</strong> Government which areearning profit and paying dividends to thegovernment. <strong>Delhi</strong> <strong>Transco</strong> has successfullytransmitted the highest ever demand of 5642 MWin July 2012 and was able to restore power withinminimum time frame during the July 2012 gridfailures.On receiving the award Shri Sinhaexpressed happiness and said that thecompany will continue to serve thecitizens and create new records in thecoming years.2


<strong>Delhi</strong> <strong>Transco</strong> gets India Pride Award<strong>Delhi</strong> <strong>Transco</strong> <strong>Limited</strong> has been conferred uponIndia Pride Award for its outstanding performancein power sector. <strong>Delhi</strong> <strong>Transco</strong> Ltd. was selectedfor this Award by a jury headed by former ChiefJustice of India Justice R.C. Lohati. Hon'ble UnionMinister for Petroleum and Natural GasDr. M Veerappa Moiley gave away the Awardon 28th <strong>January</strong>, <strong>2013</strong>. The Award was receivedby Director (Operations) of <strong>Delhi</strong> <strong>Transco</strong>Sh. A.K.Haldar. The India Pride Awards have beenconstituted by Dainik Bhasker Group.<strong>Delhi</strong> <strong>Transco</strong> came into existence on 1st July,2002 after the unbundling of erstwhile <strong>Delhi</strong>Vidyut Board (DVB). ERP in DTLP.K. MallikCompany Secretary &GM (HR)INTRODUCTIONIn the later part of 2009,the idea of ERP wasconceived to be started inDTL. But it was only in thebeginning of 2010 thatt h e i m p l e m e n t a t i o np r o c e s s c o u l d b estepped up. Unlike someother <strong>Delhi</strong> Governmentorganizations, its journey in DTL was smooth,steady and uninterrupted. As planned, the ERPproject went live on 8th November, 2010 withmaximum number of eight modules. It was atransmission specific SAP programme. ManyOrganizations choose to implement ERPmodules in phases. However in our case, theCompany took a bold step by choosing suchlarge number of modules for implementation atone go. The modules covered were in almost allareas of operations of the company includingProject, Maintenance, Materials Management,Finance, Human Resources and BusinessIntelligence.People then were wondering whether such a bigproject with wide coverage of activities would atall be successful. But with a dedicated core teamunder the measured direction and able guidanceof the management, the project could achievesuccessful operation on schedule time whichitself is a landmark achievement.INITIAL RESISTANCEInitially the project implementation receivedlukewarm resistance from some quarters. Largelydue to ignorance of its use and benefits and littledue to the general human tendency i.e. resistanceto any change. The people who were resistingwere managed by way of listening to their viewpoints and making their views issue based ratherthan a personality based. They were embraced bymanagement rather than being avoided. Theywere indulged more and more in the ERP insteadof being separated from it. All the departmentsinvariably were involved in the process. A series ofChange Management Programmes wereconducted. Slowly and gradually, the resistancedisappeared. People realized that ERPintroduces organizational reform, both processreform and system reform. It is aimed at bringinglong-term benefits for the organization and theorganization should continuously strive tobringing change instead of resisting to changes.THE JOURNEY SO FARAfter go-live in November 2010, the project tookalmost six months for stabilization in place ofthree months stabilization period as was originallyenvisaged in the scheme. During this periodsome incomplete processes of some moduleswere fully completed. Full stabilization takes longtime. It is observed from companies like NTPC, OilIndia Ltd and others that stabilization in ERPimplementation normally takes three to four5


years. Other power companies are also takinglong time to get the ERP fully stabilized. The morethe people are involved in it, the faster would bethe stabilization and the larger would be thebenefits. The going requires patience andperseverance.Recently we have taken the ERP support servicesfor another contract period to stabilize the system.This is just like the second phase of stabilization.We should make the best use of it. Eachdepartment should work maximum with thesystem to make the most use of the support. Weshould learn more about the use of thetechnology through the support rather than usingthe support as the labour component.Since technical knowledge is involved; thelearning process for non-technical people is a bitslower. Once the benchmark knowledge isacquired, the operations gets smooth andbenefits for the users stem manifold.If ERP is the integration of different processes,activities, departments, locations, then it may besaid that we have so far integrated all theprocesses, departments, locations and onlysome of our activities through ERP well and a lotmore is required to be done on the activities frontfor making it fully integrated.One important aspect we did focus in is thesystem improvement of the company coveringalmost all important functional areas. ERP relatedvital systems like creation of Fixed Assets Master,Material Codification, Document ManagementSystem, Inter connectivity with all offices and allsubstations across <strong>Delhi</strong> were developed.Although Delegation of Powers in the companywas codified earlier, it was required to besynchronized and tuned with ERP system. Manyorganizations implement different ERP Modulesin phases. Accordingly they develop the relatedsystems only before implementation. But in ourcase, the management decided to implementmaximum modules at a time. Therefore, lot manymodule related systems were required to bedeveloped. It was a challenging task, however theERP core team geared up and all out efforts wereput in. As a result, all the required systems weredeveloped in time. Today all the processes with allthe related systems are in place. All that isrequired is the extensive use and constantupdating of the systems.Although Maharashtra <strong>Transco</strong> very closelyfollowed DTL in ERP implementation, it was DTLonly as the first transmission company in thecountry, to implement a very comprehensive ERPpackage successfully.The ERP project of the Company received specialrecognition from SAP amongst the PSUs for themost promising industry solution implementationaward in 2012.BENEFITS OF ERPNow the use of ERP side by side its popularity isgradually spreading out. In the very first fewmonths of its implementation, some majorcompany procedural errors that existed in legacysystem and having significant financial impactwere noticed and rectified also. The mostimportant benefit of ERP is updations of accountsof the company, timely audit & improvement inregulatory & legal compliance of managementsystem.Plant maintenance module of ERP will helpmaintain the transmission system verysystematically. Maintenance plan helps to createpreventive maintenance schedule and that can bemonitored online. Centralized Procurement6


System is a very highly researched anddeveloped system that has been introduced.Appropriate determination of Economic OrderQuantity and ABC analysis through system hasbeen designed. The module when fullyoperational, will immensely contribute to valueaddition. Availability of desired informationthrough Business Intelligence module to topmanagement in time will facilitate well informeddecision making.MYTHS AND REALITIESEveryone should endeavor to run the systemrather than thinking that those in charge of ERPshould help run it. As in fact the persons in chargeof it cannot help technically to run the ERP withoutthe services of the core team members of theconcerned departments. ERP is of the companyas a whole with responsibility of all thedepartments. ERP section consists of the peopleselected from all the departments and is workingas a facilitator only. Responsibility to run therespective departments is of the people workingin it. Initially, members selected from differentdepartments were put together as a core team.The objective was to give them comprehensivetraining from a centralized location. After thetraining was over, half of the core team memberswere sent back to the respective departments torun the ERP of their departments. After the ERPgets fully stabilized, may be all the core teammembers will be required to work in theirrespective departments. By the time everybodywould be ERP literate. ERP department wouldultimately be a very small one comprising peopleto make administration, co-ordination work and toprovide IT services in general only.7


The more you are involved in ERP, the more youlearn and the more you contribute. Originallywhen we started, the benefits we visualized fromERP were a very few, but in due course of timeafter seeing the full processes of implementationand interacting with several people in differentorganizations in the same area, today we observethat this is a rare technology which isindispensable to every organization, small orlarge, private or public sector. It is must for aprogressive and forward looking company likewhat a Note pad or Laptop means today to everyeducated person. The applications andoperations of ERP are vast.ERP PERSPECTIVESERP will bring organizational transformation. Itnot only helps people work faster, it also helpspeople to work well. It enhances corporate imageand improves corporate culture. It is a tool forvalue addition.ERP is a technology which brings discipline to theorganization. Because, in ERP what we do is thatwe bring and establish a set of procedures orprinciples for the company. And everybody in theorganization will be asked to work as per theestablished procedures. No one howevertalented, be allowed to do things his or her ownway but everyone should work as per Company'srules.Broad elements of Corporate Governance liketransparency, statutory compliances, anddisclosures are facilitated in the organization byERP. System operated activity ensurestransparency. Real time operations updatetransactions, make accounts on-line and facilitatetimely capturing of data and information whichenable statutory compliances and disclosures.ERP is not a luxury now; it is a necessity forattaining sustainable competitiveness andgrowth. For success in business three things arerequired- class, strategy and ethics. ERP as a toolhelps achieve these three well.CONCLUSIONWe are in an era of profound change. Businessstructure, strategies and technologies arechanging very fast. For bringing competitivestrength, we need to transform our businesscontinuously and use the latest technology.DTL as a corporate entity has brought inremarkable structural as well as organizationaltransformation over the years. Number of systemimprovement exercises have been undertaken. Ithas been constantly using for a long the state ofthe art technology in its business system.Implementation of ERP as a soft technology haswell begun. The journey so far is continuous andencouraging. Some recognition and milestoneshave been achieved in this regard. More vigorous,collective and team efforts need to be made forachieving better results.8

<strong>Delhi</strong> <strong>Transco</strong> <strong>Limited</strong> Engineers PassesSystem Operator ExaminationNational Power Training Institute, Bangaloreconducted an online examination on 16thDecember, 2012 at all India basis for theEngineers working in System Operations Wingsof power utilities. This was the secondexamination, in the first batch 12 engineers of<strong>Delhi</strong> <strong>Transco</strong> <strong>Limited</strong> had passed theexamination. The System Operators of State LoadDispatch Centre are required to get certified toensure competence of engaging in loaddispatching. Guidelines for availing treatment underemergency medical conditionsIt has been observed that whenever a medicalemergency arises, especially during time whendispensary is closed, DTL beneficiaries tend torush to the nearest panel hospital. It is tendencyon the part of hospitals to admit all such caseswhich come at odd hours. Our beneficiaries are inno position to deny admission, even if theemergency can be managed with simpletreatment in form of injections/minor procedures.Beneficiaries approach opted dispensary andCMO office on next working day, and since patientis already admitted, referral is granted foradmission. Unwarranted admissions are not onlya financial burden on DTL, our patients andattendants also face risk of contracting hospitalacquired infections. Routine life of whole family isdisturbed in case a member of family is admitted.To avail a proper advice in case of medicalemergencies, beneficiaries are advised that if thetime and condition of the patient permits, theyshould first try to contact DTL doctors beforerushing to panel hospitals. Even if they arealready in hospital, they should request theattending doctor of the hospital to apprise DTLdoctor regarding condition of the patient. Gearing Up<strong>Delhi</strong> <strong>Transco</strong> has its own Training Department forthe skill development of its employees. Besides,conducting in-house training programmes, theemployees are also sponsored for outsidetraining organized by the reputed organizations.The training programme organized during the lastquarter, were directly linked to their job and wereaimed to improve their competence andefficiency. Some of the major TrainingProgrammes conducted include the following.SUB-STATION AUTOMATION TRAININGPROGRAMMEA twelve days training programme related to On-Shore Sub-Station Automation was conductedduring the month of October and November,2012. A total 20 engineers (Shift Officer, Jr.Engineers, Asstt. Managers and Managers etc.)were benefited with the training. The training wasconducted in association with Larson & TourboLtd. at ABB Training Centre.MANAGING FINANCEThe officers working in the Finance Wing weresponsored for workshop on FEMA 1999 andinternational trade conducted by PrincetonAcademy. Besides, few more of officers weresponsored for the Management DevelopmentProgramme on Emerging Issues in Managementof Taxation. This Programme was conducted bythe Institute of Cost Account of India.MANAGERIAL COMPETENCE IN CONTRACTMANAGEMENTDirectorate of Training, UTCS conducted a basiccourse for managerial competence in contractmanagement during October and November,2012. The three days programme was attendedby 20 engineers of <strong>Delhi</strong> <strong>Transco</strong> dealing with thecontract work.IMPROVING FUNCTIONAL EFFICIENCYFor the management of <strong>Delhi</strong> <strong>Transco</strong> each andevery employee is its valuable asset. ISO Surveillance Audit2nd ISO 9001:2008 Surveillance Audit of <strong>Delhi</strong><strong>Transco</strong> <strong>Limited</strong> was conducted from 18th <strong>March</strong>,<strong>2013</strong> to 20th <strong>March</strong>, <strong>2013</strong>. The Audit wasconducted by external agency M/s. URSCertification Ltd. The Audit was conducted atvarious locations on sampling basis and theauditing team found all the activities inconfirmation with the ISO Certifications.
