TENDERS FOR THE CONSULTANCY SERVICES TO CONDUCT AN ASSESSMENT STUDY AT THE BICHE HIGH 

SCHOOL FOR THE MINISTRY OF EDUCATION 

PURSUANT to its goal to improve the quality of education to the citizens of Trinidad and Tobago, the government entered into a contract 

with the National Maintenance Training and Security Company Limited (MTS) for Project/Construction Management Services during 

the pre-design, construction and post construction stages for the construction of ten (10) secondary schools for the Secondary Education 

Modernization Programme (SEMP). 

One (1) of the schools constructed was the Biche High School but this school was not occupied. A Commission of Enquiry was 

conducted into the construction of this school and Cabinet agreed that certain measures be undertaken if the Biche High School is to 

be occupied. Among the measures required are: 

(i) All the reports be studied in their entirety, especially those reports which recommended closure of the school for health 

and environmental reasons; 

(ii) There be continuous air monitoring under the supervision and direction of the Environmental Management Authority 

and/or the Pan American Health Organization (PAHO); 

(iii) Investigation of the structural integrity of the present structures. 

Consequent to the above, interested consultant firms/teams are invited to submit proposals for conducting an assessment study at 

the Biche High School.
