<strong>Asmae</strong> - Association Soeur EmmanuelleBimonthly Newsletter No. 8 - September 2010<strong>Mali</strong> : <strong>Develop<strong>in</strong>g</strong> <strong>the</strong> mo<strong>the</strong>r <strong>to</strong> <strong>child</strong> <strong>relationship</strong> <strong>in</strong> <strong>prison</strong>For <strong>the</strong> first time, <strong>Asmae</strong> is support<strong>in</strong>g <strong>the</strong> daycare centre set up and managed by <strong>the</strong>Maya-Ton Association – at <strong>the</strong> Specialised Centre for Detention, Re-education andRehabilitation for Women of Bollé, <strong>the</strong> only women's <strong>prison</strong> <strong>in</strong> <strong>Mali</strong>.Cécile Schmitt-Guillo<strong>to</strong>n, <strong>Asmae</strong> coord<strong>in</strong>a<strong>to</strong>r <strong>in</strong> <strong>Mali</strong>, tells us about this new partnership.Cécile, why did <strong>Asmae</strong> want <strong>to</strong> support this new partnership?Maya-Ton has been work<strong>in</strong>g s<strong>in</strong>ce 2002 <strong>to</strong> improve detention conditions for women andm<strong>in</strong>ors <strong>in</strong> <strong>Mali</strong>, and also <strong>to</strong> enable <strong>the</strong> development of <strong>the</strong> young <strong>child</strong>ren of deta<strong>in</strong>edwomen, through daycare centre and health moni<strong>to</strong>r<strong>in</strong>g. Early Childhood Protection andEducation be<strong>in</strong>g one of <strong>the</strong> priorities targeted by <strong>Asmae</strong> <strong>in</strong> <strong>Mali</strong>, <strong>the</strong> implementation of apartnership with Maya-Ton seemed pert<strong>in</strong>ent <strong>to</strong> us, <strong>to</strong> support its program for <strong>the</strong><strong>child</strong>ren of mo<strong>the</strong>rs <strong>in</strong>carcerated at <strong>the</strong> Bollé <strong>prison</strong>, <strong>in</strong> Bamako. In fact, <strong>the</strong> <strong>prison</strong>population is one of <strong>the</strong> most disadvantaged groups <strong>in</strong> <strong>Mali</strong>. These deta<strong>in</strong>ed women, ofwhom one third are m<strong>in</strong>ors, often fall prey <strong>to</strong> abandonment of <strong>the</strong>ir babies, <strong>in</strong>fanticide orclandest<strong>in</strong>e abortions, all due <strong>to</strong> <strong>the</strong>ir difficult liv<strong>in</strong>g conditions.Why are <strong>the</strong>re <strong>child</strong>ren <strong>in</strong> <strong>the</strong> Bollé Prison?At <strong>the</strong> only women's <strong>prison</strong> <strong>in</strong> <strong>Mali</strong>, it’s common <strong>to</strong> f<strong>in</strong>d<strong>in</strong>carcerated women who are accompanied by <strong>the</strong>ir <strong>child</strong>ren from0 <strong>to</strong> 4 years old, or pregnant women. Regularly, babies are givenbirth dur<strong>in</strong>g this period (for <strong>the</strong> <strong>child</strong>birth, teams from Maya-Tonand <strong>the</strong> <strong>prison</strong> refer <strong>the</strong> mo<strong>the</strong>rs <strong>to</strong> <strong>the</strong> neighbourhood healthcentre). In <strong>Mali</strong>, women traditionally breastfeed <strong>the</strong>ir babies <strong>to</strong><strong>the</strong> age of 3 and it is difficult for a mo<strong>the</strong>r <strong>to</strong> entrust her <strong>child</strong> <strong>to</strong>ano<strong>the</strong>r person or an <strong>in</strong>stitution, especially dur<strong>in</strong>g <strong>the</strong> first monthsof <strong>the</strong> <strong>child</strong>'s life. Some mo<strong>the</strong>rs, isolated and without resources,have no o<strong>the</strong>r choice but <strong>to</strong> br<strong>in</strong>g <strong>the</strong>ir <strong>child</strong> with <strong>the</strong>m <strong>to</strong> <strong>prison</strong>.Thus each year, <strong>child</strong>ren are given birth or spend <strong>the</strong>ir first years<strong>in</strong> <strong>the</strong> Bollé women's <strong>prison</strong>.They were 69 <strong>in</strong> 2009 (compared <strong>to</strong> 40 <strong>in</strong> 2005) and <strong>the</strong>ir number is expected <strong>to</strong> <strong>in</strong>creasethis year. The reason why is <strong>the</strong> urban demographic explosion <strong>in</strong> Bamako, with itscorollary problems (migrant girls exploited as maids, prostitution, early pregnancies...).


What are <strong>the</strong> consequences on <strong>child</strong>ren?Nutritionally, <strong>the</strong> diet of <strong>in</strong>carcerated women is very poor. S<strong>in</strong>ce <strong>child</strong>ren are not officiallyrecognized <strong>in</strong> <strong>the</strong> <strong>prison</strong>, <strong>the</strong>ir number is not accounted for <strong>in</strong> meal preparation. As a directconsequence, some <strong>child</strong>ren and babies suffer from malnutrition and become morevulnerable <strong>to</strong> diseases. Affectively, <strong>the</strong> mo<strong>the</strong>r <strong>to</strong> <strong>child</strong> <strong>relationship</strong> is not always wellestablished s<strong>in</strong>ce attempted abandonment or even <strong>in</strong>fanticide constitute <strong>the</strong> reason forsome women's <strong>in</strong>carceration. Thus, <strong>child</strong>ren often lack affection and it's necessary <strong>to</strong> workon streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> mo<strong>the</strong>r-<strong>child</strong> bonds. We also note that <strong>in</strong> <strong>Mali</strong>, and more specifically<strong>in</strong> <strong>the</strong> <strong>prison</strong> environment, women are not used <strong>to</strong> play<strong>in</strong>g with <strong>the</strong>ir <strong>child</strong>, be<strong>in</strong>g muchmore preoccupied with <strong>the</strong>ir daily survival. However, do<strong>in</strong>g stimulation activities with <strong>the</strong>ir<strong>child</strong> can contribute <strong>to</strong> resolv<strong>in</strong>g some of his/her difficulties and even developmental delays.What does our support at Maya-Ton consist of?In 2010, <strong>Asmae</strong>'s support consists of f<strong>in</strong>anc<strong>in</strong>g a part of <strong>the</strong> daycare programme, notablyfood, health moni<strong>to</strong>r<strong>in</strong>g and educational activities. Renovation work camp on <strong>the</strong> daycarecentre was organised <strong>in</strong> July with <strong>the</strong> help of 4 volunteers. The activities : construction of awall, redo<strong>in</strong>g <strong>the</strong> courtyard with games and implementation of <strong>the</strong> games with <strong>the</strong> mo<strong>the</strong>rsand <strong>the</strong>ir <strong>child</strong>ren. Network<strong>in</strong>g with <strong>the</strong> RPJEM (Réseau pour la Promotion des Jard<strong>in</strong>sd'enfants au <strong>Mali</strong> 1 ), ano<strong>the</strong>r of <strong>Asmae</strong> partners, was even realised dur<strong>in</strong>g <strong>the</strong> work camp <strong>to</strong>enable <strong>the</strong> Maya-Ton team <strong>to</strong> benefit from certa<strong>in</strong> developed approaches.Look<strong>in</strong>g ahead, we want <strong>to</strong> re<strong>in</strong>force <strong>the</strong> educa<strong>to</strong>r’s skills<strong>to</strong> diversify <strong>the</strong> stimulation activitiesproposed for <strong>the</strong> <strong>child</strong>ren, work on <strong>the</strong> mo<strong>the</strong>r-<strong>child</strong> bond <strong>in</strong> order <strong>to</strong> recreate an affectiveand maternal <strong>relationship</strong>, and enable a proper <strong>in</strong>tegration of <strong>the</strong> <strong>child</strong>ren outside of <strong>the</strong><strong>prison</strong>. F<strong>in</strong>ally, <strong>the</strong> development of this <strong>the</strong>me may <strong>in</strong> <strong>the</strong> long term allow for an exchangeof experiences among <strong>the</strong> different programs supported by <strong>Asmae</strong> around <strong>the</strong> world.The team and volonteers of <strong>the</strong> work camp, 20101 Network for <strong>the</strong> Promotion of K<strong>in</strong>dergardens <strong>in</strong> <strong>Mali</strong>


France, Divers-Cité ProgramSolidarité PLD: Friendship on <strong>the</strong> street cornerIt was named after <strong>the</strong> streets of <strong>the</strong> neighbourhood : Solidarité PLD was created <strong>in</strong> 2008at <strong>the</strong> corner of Paga, Lagny and Davout Streets of <strong>the</strong> urban area “La Tour du P<strong>in</strong>” , <strong>in</strong> <strong>the</strong>20th arrondissement of Paris, home <strong>to</strong> almost 500 families. Orig<strong>in</strong>ally, before <strong>the</strong> actualcreation of <strong>the</strong> association, a group of residents -especially mo<strong>the</strong>rs- ga<strong>the</strong>red with <strong>the</strong>common desire <strong>to</strong> improve <strong>the</strong> cohesion of <strong>the</strong> neighbourhood and <strong>the</strong> young people'slives.They had many ideas and a mature reflection, and <strong>Asmae</strong>, <strong>in</strong> <strong>the</strong> context of <strong>the</strong> Divers-Citécommunity development program, simply helped <strong>the</strong>m <strong>to</strong> flourish by mobilis<strong>in</strong>g <strong>the</strong>ir knowhow.Today, Solidarité PLD has 50 member families, organises activities for <strong>child</strong>ren andadults, and has succeeded <strong>in</strong> stimulat<strong>in</strong>g true friendships with<strong>in</strong> <strong>the</strong> community. Let's lookat this successful program with Habiba<strong>to</strong>u, co-president of <strong>the</strong> association, and Houria, amember of <strong>the</strong> Board of Direc<strong>to</strong>rs, who answered our questions.How did <strong>the</strong> Solidarité PLD Association get started?Habiba<strong>to</strong>u : The adolescents of <strong>the</strong> neighbourhood, especially our <strong>child</strong>ren, were spend<strong>in</strong>ga lot of time outside of our build<strong>in</strong>gs. That created tension with <strong>the</strong> neighbours andmisunderstand<strong>in</strong>gs between people. The mo<strong>the</strong>rs were afraid that <strong>the</strong>ir <strong>child</strong>ren would bestigmatised and that <strong>the</strong> Tour du P<strong>in</strong> neighbourhood would become a ghet<strong>to</strong>. In order <strong>to</strong>resolve this problem, we formed a residents' group <strong>to</strong> f<strong>in</strong>d ways <strong>to</strong> re-establish <strong>the</strong> dialog.By ga<strong>the</strong>r<strong>in</strong>g, we realised that <strong>the</strong>re were o<strong>the</strong>r needs and desires, like prevent<strong>in</strong>g schoolfailure or for some residents, learn<strong>in</strong>g how <strong>to</strong> read and write <strong>in</strong> French.Houria : We started by <strong>the</strong> women gett<strong>in</strong>g <strong>to</strong>ge<strong>the</strong>r. We wanted <strong>to</strong> do someth<strong>in</strong>g but wedidn't know how <strong>to</strong> get started. After several meet<strong>in</strong>gs, we wrote <strong>to</strong> <strong>the</strong> mayor whoexpla<strong>in</strong>ed <strong>to</strong> us that we had <strong>to</strong> create an association <strong>to</strong> develop our activities. That's howwe got <strong>in</strong>volved with <strong>Asmae</strong>.


What were <strong>the</strong> first activities that you put <strong>in</strong><strong>to</strong> place?Habiba<strong>to</strong>u: At first, we didn't have a place <strong>to</strong> meet. Ra<strong>the</strong>r than wait<strong>in</strong>g <strong>to</strong> f<strong>in</strong>d one, westarted <strong>to</strong> organise trips. Our activities program was very full: a concert by Jamel Debbouze,Accrobranches ® , a trip <strong>to</strong> Euro Disney...Houria: People started <strong>to</strong> meet, and <strong>to</strong>ok <strong>the</strong> time <strong>to</strong> talk. Thanks <strong>to</strong> <strong>the</strong> association, weknow each o<strong>the</strong>r better! The important th<strong>in</strong>g for us is <strong>to</strong> live <strong>to</strong>ge<strong>the</strong>r <strong>in</strong> harmony. To doso, communication between all <strong>the</strong> residents, especially between <strong>the</strong> younger and olderresidents, or between different communities, is essential.What was <strong>Asmae</strong>'s support?Habiba<strong>to</strong>u : Chris<strong>to</strong>phe, <strong>the</strong>n Diana and f<strong>in</strong>ally Perr<strong>in</strong>e, local development agents for<strong>Asmae</strong>'s Divers-Cité program, helped us write our by-laws. They also showed us how <strong>to</strong>request grants for our activities. F<strong>in</strong>ally once <strong>the</strong> location for our current office was found,<strong>the</strong>y helped us <strong>to</strong> obta<strong>in</strong> it.After almost two years of existence, what are you <strong>the</strong> most proud of?Houria : We are <strong>the</strong> most proud of <strong>the</strong> open<strong>in</strong>g of our office <strong>in</strong> March 2010. Thanks <strong>to</strong> thislocation, we now have a real presence <strong>in</strong> <strong>the</strong> neighbourhood and we can offer regularactivities: twice a week <strong>the</strong>re are education support workshops, and beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong>September we will give adult read<strong>in</strong>g classes with volunteers from <strong>Asmae</strong> and twovolunteers from <strong>the</strong> association who <strong>to</strong>ok a tra<strong>in</strong><strong>in</strong>g course at <strong>Asmae</strong>.Focus > F<strong>in</strong>anc<strong>in</strong>g <strong>the</strong> PLD CommitteeThe Solidarité PLD Association receives public fund<strong>in</strong>g (Paris City Hall, Acsé 2 , CAF 3 , IDF 4 ,etc.) and support from <strong>the</strong> Neighbourhood Council. The office is made available by <strong>the</strong> RealEstate Department of <strong>the</strong> City of Paris. The association also organises several fundrais<strong>in</strong>gevents that allow <strong>the</strong>m <strong>to</strong> have <strong>the</strong>ir own resources. Recently, this was a meal <strong>in</strong> a localrestaurant (la Rôtisserie), where <strong>the</strong> women prepared a typical Senegalese meal.Focus > Activities for EveryoneThe Solidarité PLD Association organises workshops <strong>to</strong> foster friendship like sew<strong>in</strong>g, orientaldanc<strong>in</strong>g and cook<strong>in</strong>g classes. For <strong>child</strong>ren <strong>in</strong> CP or CE1 [<strong>the</strong> earliest levels of primaryschool], read<strong>in</strong>g workshops are offered <strong>in</strong> partnership with <strong>the</strong> DeliDemo Association, <strong>to</strong>encourage <strong>the</strong> love of books. Dur<strong>in</strong>g school holidays, boys and girls from 7 <strong>to</strong> 17 years ofage have <strong>the</strong>ir activities: crêpes workshops, crafts (bead-str<strong>in</strong>g<strong>in</strong>g) or scrap-book<strong>in</strong>g,roller blad<strong>in</strong>g, trips <strong>to</strong> <strong>the</strong> movies or swimm<strong>in</strong>g pools. IndiaStructur<strong>in</strong>g for better actionThere are words like "organisational analysis", "project cycle", "strategic plann<strong>in</strong>g" thatSanjay uses each day <strong>in</strong> <strong>the</strong> scope of his mission for <strong>Asmae</strong> with our partner SevadhamTrust, <strong>in</strong> India.What is <strong>the</strong> connection with our mission, <strong>the</strong> <strong>child</strong> development ? In fact, Sanjay's jobdescription is found <strong>in</strong> one of our least known but never<strong>the</strong>less essential areas of expertiseand <strong>in</strong>tervention : structural support. S<strong>in</strong>ce 2008, four professionals have carried ou<strong>to</strong>rganizational support missions <strong>in</strong> India with different partners. This work allows animprovement <strong>in</strong> <strong>the</strong> functionnement of an association at several levels: identity, governance,project management and human resources.At stake is an <strong>in</strong>tervention that is more adapted <strong>to</strong> <strong>the</strong> <strong>child</strong>ren's needs by mak<strong>in</strong>g <strong>the</strong> actionmore efficient and long-last<strong>in</strong>g.In <strong>the</strong> context of <strong>the</strong> partnership, our coord<strong>in</strong>a<strong>to</strong>rs br<strong>in</strong>g daily support and advice <strong>to</strong> <strong>the</strong>local associations where structural support comes <strong>in</strong><strong>to</strong> play.But when <strong>the</strong> needs <strong>in</strong> this area aremore specific, <strong>Asmae</strong> and <strong>the</strong> partneragree <strong>to</strong> entrust a mission <strong>to</strong> aprofessional, like Sanjay, recruited <strong>to</strong>support Sevadham Trust at a pivotaltime <strong>in</strong> its evolution.With <strong>the</strong> announcement of <strong>the</strong>departure of its two charismaticfounders, fundamental questionsarose <strong>to</strong> our partner : how <strong>to</strong> raisefunds <strong>in</strong>dependently from <strong>the</strong>founders' networks, how <strong>to</strong> plan <strong>the</strong>evolution of <strong>the</strong> association and onwhich area <strong>to</strong> concentrate?Created <strong>in</strong> 1978 with a mission focused on primary health, Sevadham Trust progressively<strong>in</strong>creased its work with education, women's au<strong>to</strong>nomy and aid <strong>to</strong> persons with HIV andleprosy. Today, Sevadham Trust, which works <strong>in</strong> <strong>the</strong> remote state of Maharashtra, hasalmost 300 employees and runs a hospital and a board<strong>in</strong>g school for <strong>child</strong>ren.An Approach Based on TrustTo better achieve its goals, Sevadham Trust asked <strong>Asmae</strong> for more <strong>in</strong>-depth work onstructural support. "This step was made possible because we share a built upon trust. Ourposition as a partner is not one of a simple lessor. What's essential is that we don't imposesolutions," expla<strong>in</strong>s Agnès, <strong>Asmae</strong> program coord<strong>in</strong>a<strong>to</strong>r <strong>in</strong> Maharashtra at <strong>the</strong> time <strong>the</strong>mission was implemented at <strong>the</strong> end of 2009. That's how Sanjay was recruited: "His role isthat of a consultant. His added value is organis<strong>in</strong>g reflection. He is <strong>the</strong>re <strong>to</strong> make <strong>the</strong>members of <strong>the</strong> association take a step back," cont<strong>in</strong>ues Agnès.


The first phase of his job was <strong>to</strong> do a diagnosis of Sevadham Trust by br<strong>in</strong>g<strong>in</strong>g <strong>to</strong> light itssuccesses and its areas for possible improvement."From <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g, I worked <strong>in</strong> closecollaboration with <strong>the</strong> adm<strong>in</strong>istra<strong>to</strong>rs, managers and teams <strong>in</strong> <strong>the</strong> field. I <strong>in</strong>volved everyonewith meet<strong>in</strong>gs, workshops, tra<strong>in</strong><strong>in</strong>g sessions, always with a participative approach," saysSanjay.To help our partner clearly formulate its identity and mission, Sanjay <strong>in</strong>dividually <strong>in</strong>terviewed150 members and employees <strong>to</strong> learn how <strong>the</strong>y perceived <strong>the</strong> association, how <strong>the</strong>y wereconnected <strong>to</strong> it and how <strong>the</strong>y pictured <strong>the</strong>mselves <strong>in</strong> this structure.Mak<strong>in</strong>g progress <strong>to</strong>ge<strong>the</strong>r, for <strong>the</strong> <strong>child</strong>renThis method, <strong>in</strong> compliance with <strong>Asmae</strong>'s values, is based on collaboration. We supportlocal partners so <strong>the</strong>y can make <strong>the</strong> choices that <strong>the</strong>y feel are best adapted <strong>to</strong> <strong>the</strong>iractivities. "Sanjay ma<strong>in</strong>ta<strong>in</strong>s a neutral and benevolent attitude so as <strong>to</strong> not impose hisvision of th<strong>in</strong>gs, but on <strong>the</strong> contrary <strong>to</strong> help Sevadham Trust create its own strategy.Throughout his work, he strives <strong>to</strong> co-construct adapted methods with <strong>the</strong> partner,"<strong>in</strong>sists Agnès.The next phase of <strong>the</strong> mission is "<strong>to</strong> facilitate <strong>the</strong> appropriation of new procedures andpolicies by <strong>the</strong> entire team", Sanjay adds. That's <strong>the</strong> only way that <strong>the</strong> transfer of skills willbe efficient, so that once <strong>the</strong> "consultant" leaves, <strong>the</strong> benefit will rema<strong>in</strong> viable for <strong>the</strong><strong>child</strong>ren.Psychosocial<strong>Asmae</strong> extends its <strong>in</strong>volvement <strong>to</strong> mistreatment <strong>in</strong> LebanonFor several years, <strong>Asmae</strong> has wanted <strong>to</strong> become more <strong>in</strong>volved <strong>in</strong> deal<strong>in</strong>g withmistreatment <strong>in</strong> Lebanon. Our partnership experience with <strong>the</strong> Association du Foyer del'Enfant Libanais (l'AFEL) 5 allowed us <strong>to</strong> see <strong>the</strong> importance of this problem <strong>in</strong> <strong>the</strong> country.But that was just <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g of our reflection…5 An organisation for <strong>the</strong> prevention of del<strong>in</strong>quency and abuse <strong>in</strong> Lebanon.


We couldn't do without a prelim<strong>in</strong>ary work that wouldenable us <strong>to</strong> def<strong>in</strong>e areas of pert<strong>in</strong>ent work and <strong>to</strong> actefficiently. That was <strong>the</strong> objective of <strong>the</strong> "explora<strong>to</strong>rymission" lead by Ca<strong>the</strong>r<strong>in</strong>e Daubrège <strong>in</strong> 2010 on <strong>the</strong>mistreatment of <strong>child</strong>ren <strong>in</strong> <strong>the</strong>ir homes and at school, <strong>in</strong>Lebanon and <strong>in</strong> <strong>the</strong> Palest<strong>in</strong>ian camps.Throughout her mission, this cl<strong>in</strong>ical psychologist firststudied <strong>the</strong> political, socio-economic and culturalcontexts that provide conditions for <strong>the</strong> mistreatment.Then she identified <strong>the</strong> current practices ofprofessionals who deal with <strong>the</strong> cases of mistreatment,and tried <strong>to</strong> determ<strong>in</strong>e <strong>the</strong>ir skills, difficulties andneeds.The problem of mistreatment <strong>in</strong> Lebanon cannot bedetached from <strong>the</strong> past wars <strong>in</strong> <strong>the</strong> country, whichcreated emotional damage that is still sensitive,destructur<strong>in</strong>g of families and widespread economic<strong>in</strong>security.©Afel. Our partner, whom we supported <strong>in</strong> itssteps <strong>to</strong>ward professionalization, publisheda guide on mistreatment <strong>in</strong> Lebanon <strong>in</strong> 2009Fur<strong>the</strong>rmore, political <strong>in</strong>stability has not allowed for<strong>the</strong> development of social policies, and <strong>the</strong> State was not able <strong>to</strong> br<strong>in</strong>g a legal or socialresponse <strong>to</strong> cases of mistreatment. Lately, Lebanon has begun <strong>to</strong> take charge officially. Thegovernment has made efforts <strong>to</strong> amend <strong>the</strong> law whose terms must be more specific <strong>in</strong>order <strong>to</strong> be fully protective.Mistreatment <strong>in</strong> Lebanon has not yet raised consciousness. The idea – which was stillprevalent <strong>in</strong> France until recently – that br<strong>in</strong>g up a <strong>child</strong> well, one should beat him, is stillvery present. Physical mistreatment is <strong>the</strong>refore probably widespread, but difficult <strong>to</strong>assess.However it is start<strong>in</strong>g <strong>to</strong> be seen differently and it is on this subject that <strong>the</strong> country isprogress<strong>in</strong>g <strong>the</strong> most rapidly. The o<strong>the</strong>r forms of mistreatment (negligence, sexual abuse,psychological mistreatment) rema<strong>in</strong> for <strong>the</strong> most part <strong>in</strong>accessible.Amicable <strong>in</strong>terventionDetect<strong>in</strong>g mistreatment is thus a delicate first step which concerns professionals, andfor which <strong>the</strong>y feel that <strong>the</strong>y may not be adequately prepared.Associations are not generally specialized <strong>in</strong> <strong>the</strong> protection of mistreated <strong>child</strong>ren, but <strong>the</strong>yare often confronted with cases of mistreated <strong>child</strong>ren <strong>in</strong> <strong>the</strong> context of <strong>the</strong>ir social<strong>in</strong>tervention. They try <strong>to</strong> offer solutions, based on each structure’s means andcompetencies. Over <strong>the</strong> years, and <strong>in</strong> an <strong>in</strong>dividual way, <strong>the</strong>y've developed a method fordeal<strong>in</strong>g with mistreatment centred on amicable <strong>in</strong>tervention and <strong>the</strong> communityapproach.This mean of action is based essentially on establish<strong>in</strong>g a trust<strong>in</strong>g <strong>relationship</strong> with <strong>the</strong>family. The goal is <strong>to</strong> obta<strong>in</strong> <strong>the</strong> family's consent <strong>to</strong> implement protective measures for <strong>the</strong><strong>child</strong>. Because of <strong>the</strong> prom<strong>in</strong>ent role of <strong>the</strong> family and <strong>the</strong> lack of placement centres, <strong>the</strong><strong>child</strong> is generally kept with<strong>in</strong> its family and support is offered <strong>in</strong> an <strong>in</strong>clusive way. This nonauthoritarianmethod reaches its limits <strong>in</strong> emergency situations and whenever <strong>the</strong> familydenies <strong>the</strong> mistreatment or refuses <strong>to</strong> cooperate.


Perspectives for <strong>the</strong> development of <strong>Asmae</strong> partnersConsider<strong>in</strong>g <strong>the</strong> needs and <strong>the</strong> limits encountered by local associations, several <strong>in</strong>terventiontrails have already been identified and are be<strong>in</strong>g studied. In accordance with our pr<strong>in</strong>ciplesand methods, we plan <strong>to</strong> collaborate with our future partner(s) on <strong>the</strong> way <strong>to</strong> re<strong>in</strong>forcecapacities and transfer competencies.One area concerns help<strong>in</strong>g social workers develop know-how and support<strong>in</strong>g <strong>the</strong>m <strong>in</strong> <strong>the</strong>irdaily practice. The creation of sem<strong>in</strong>ars on ongo<strong>in</strong>g changes <strong>in</strong> <strong>the</strong> laws and <strong>the</strong>possibilities of legal recourse also seems <strong>to</strong> respond <strong>to</strong> a need for <strong>in</strong>formation fromprofessionals. Network<strong>in</strong>g could also be profitable for NGOs, who could pool <strong>the</strong>irexperiences and resources.Our goal is <strong>to</strong> become <strong>in</strong>volved with one or two new partners <strong>in</strong> <strong>the</strong> next two years.Burk<strong>in</strong>a-FasoFloods, one year after <strong>the</strong> emergencyIt was just one year ago. On September 1, 2009, Ouagadougou experienced dramaticflood<strong>in</strong>g. In 12 hours, almost 300 mm of ra<strong>in</strong> fell on <strong>the</strong> capital. The <strong>to</strong>ll was heavy:seven dead, 25,000 homes destroyed, more than 150,000 persons displaced, or one ofevery ten residents. The city's <strong>in</strong>frastructure was damaged or paralysed.The day after <strong>the</strong> catastrophe, <strong>Asmae</strong>, <strong>the</strong>Association Sœur Emmanuelle, decided <strong>to</strong>open a special support fund for <strong>the</strong>affected populations. Thanks <strong>to</strong> yourdonations, several small sums of moneywere sent <strong>to</strong> some of our Burk<strong>in</strong>abépartners who had <strong>to</strong> repair materialdamages and help disadvantaged familiessurvive this test.©ICCVL’ASECD 6 for example, was able <strong>to</strong> supporteleven families of sponsored <strong>child</strong>ren,among <strong>the</strong> most affected, with foodsupplies and construction materials."The friends of Burk<strong>in</strong>a showed <strong>the</strong>ir solidarity," reported our partner.6 Association de soutien aux enfants en circonstance difficile, or Association of Support for Children <strong>in</strong>Difficult Circimstances.


At l'ABASF/E 7 , an association support<strong>in</strong>g women and <strong>child</strong>ren <strong>in</strong> difficulty, <strong>the</strong> flood<strong>in</strong>g leftdurable scars. The food s<strong>to</strong>rage build<strong>in</strong>g and <strong>the</strong> kitchen were flooded and s<strong>in</strong>ce <strong>the</strong>n,<strong>the</strong> s<strong>to</strong>ves are relocated <strong>to</strong> a small temporary structure. The contribution sent by <strong>Asmae</strong> hasfor <strong>the</strong> moment been set aside, await<strong>in</strong>g <strong>the</strong> time <strong>to</strong> collect enough money <strong>to</strong> pay forclear<strong>in</strong>g out <strong>the</strong> ru<strong>in</strong>s and reconstruction.For ICCV, <strong>Asmae</strong>'s contribution was part of agreater movement of generosity for support of<strong>the</strong> association (members of <strong>the</strong> communities,friends of <strong>the</strong> World Bank, etc.) which enabled<strong>the</strong> association <strong>to</strong> br<strong>in</strong>g emergency aid <strong>to</strong> <strong>the</strong>victims for an entire month. "Thanks <strong>to</strong> <strong>the</strong>active solidarity of all, <strong>the</strong> affected personsbenefited from food, care and cloth<strong>in</strong>g. Their<strong>child</strong>ren were enrolled <strong>in</strong> school. Eightpermanent houses of eighteen square meterseach were constructed for eight families whohad lost everyth<strong>in</strong>g <strong>in</strong> <strong>the</strong> floods!" recountsSimon Nacoulma, <strong>the</strong> president de <strong>the</strong>association.© ICCV. Our partner brought food aid <strong>to</strong> <strong>the</strong>victims.The amount that we sent thanks <strong>to</strong> <strong>the</strong> donors was more specifically used for <strong>the</strong>reconstruction of <strong>the</strong> wall around <strong>the</strong> daycare centre, which had been started <strong>the</strong> preced<strong>in</strong>gmonth by volunteer workers. "This support came at <strong>the</strong> perfect time for <strong>the</strong> distress wasliterally at <strong>the</strong> association's door," rejoices Simon.One year later, we are happy that we have been able <strong>to</strong> mobilise, even if it's not exactlyour usual operations. And even if our contribution was modest, it allowed us <strong>to</strong> show oursolidarity and contributed <strong>to</strong> <strong>the</strong> reconstruction, so that our partners and <strong>the</strong> beneficiariescan recover from this pa<strong>in</strong>ful episode.
