THE EXCISE DUTY WILL BE ADDITIONAL2. Customers intending to purchase any of the above materials shall have to submit to the Branch Manager or his authorized representative, aletter of interest as per format available at the Branch as well as submit a copy each of the “General Rules & Regulations governing conductof Online Auction on the Service Provider platform” and the “Definition of Key Terms”, available with the Branch, after duly signing oneach page. The documents detailed at paragraph 2 above should be accompanied with Earnest Money Deposit in the form of DemandDraft/Pay Order/Banker’s Cheque/Cheque from customers having Cheque facility/Bank Guarantee obtained from a Scheduled Bank anddrawn in favour of Steel Authority of India Ltd. payable at Chennai. The value of the EMD to be paid is to be computed @ 2% of the valueof the items, detailed at paragraph 1 above, which the customer is interested to procure through Online Forward Auction, subject to themaximum of Rs.1, 00,000/- (Rupees one lakh only). The prevailing stockyard prices of the items as on date of the notice would be the basisfor computing the value of the EMD.3. The bids given by the customer in the Online Forward Auction process will be deemed to be inclusive of price and all extras/charges butexclusive of ED/ST/Octoroon and cutting/bending charges as applicable. Each item of paragraph no.1 would be treated as a separate unitfor the purpose of bidding / deciding the Online Forward Auction.4. EMD and the documents detailed at paragraph 2 above, complete in all respect should reach the B.M. or the service provider before 12.00Hrs on 08.05.2013.5. The Service Providers to Steel Authority of India Limited viz., metaljunction.com will provide a user ID and a Password to each individualcustomer, who submit EMD and documents stated in paragraph 5 above, to enable them to participate in the dynamic auctioning process forthe items of their choice, out of the indicated items at paragraph 1 above to be conducted in the Website metaljunctionfrom15.00HRS.onwards 08.05.2013. Before actual participation, the customers may obtain necessary support from the Service Providersso as to enable them to participate in the Online Forward Auction process, without any difficulty.6. Final Bids given by the customer in the Online Forward Auction process should be kept valid for 7 working days from the closing date ofOnline Forward Auction as given above, for acceptance by the Branch Manager. Acceptance Offers/Sale Orders/Offer Letters issued bySAIL to successful bidders against this Notice will be valid for a definite period as decided.7. The Branch Manager reserves the right to accept or reject any or all the bids or to apportion the materials in any manner deemed fit by himand his decision shall be final in the matter.8. In cases where the bids given by the customers in the Online Forward Auction are not accepted, the EMD would be refunded in full. If thebids are accepted and materials are offered through Offer Letters and the customers do not make payment in full as stipulated in the OfferLetter, the EMD would stand forfeited. In situations where customers have obtained Delivery Orders after making full payment but havefailed to lift the quantities in full or part within the time stipulated in DO, the EMD shall be forfeited in full in case of non-lifting of anyquantity and proportionate to the quantity not lifted in cases of partial lifting. The EMD will not be adjusted towards the price of thematerials while issuing the Delivery Order(s). Sale against this notice may be made on secured credit sale basis (to be indicated afterobtaining due approval from competent authority).9. If for any reasons beyond the control of the company all the materials offered through the Online Forward Auction or part thereof cannot bedelivered, the liability of the company will be limited only to refund of the proportionate amount paid by the customer as applicable for thequantity not delivered.10. Loading at the stockyard will be done into the customers' transport, other than in Railway wagons, free of cost by SAIL.11. Before submission of their bids, the customers may take prior appointment to inspect the materials covered under this notice. No complaintsregarding quality or otherwise will be entertained after delivery of materials.12. The delivery order that may be issued at the discretion of the Company may be of a limited validity period, which may not be extended.

13. It may be noted that the offers issued to successful bidders against this notice will be valid for 4 days only.14. In respect of sale through Online Forward Auction process, actual consumers or traders would have to submit the appropriate STDeclaration Forms depending upon the use to which the materials would be put by them. The applicability of Sales Tax and the concessionsavailable for actual users or traders would be as per the applicable rules prevalent in the states.
