how estimates were computed in the past and how they should be computed in the future. Dataare rapidly improving and future estimates will be able to take advantage of those data. Asnoted, the Arrestee Drug Abuse M<strong>on</strong>itoring system has replaced the Drug Use Forecastingsystem. DUF lacked a probability sampling basis, and it <strong>on</strong>ly collected data in <strong>on</strong>e (or a few)urban jails. ADAM is a probability-based sample that collects data from a representative sampleof jails in the county. Furthermore, ADAM’s instrumentati<strong>on</strong> is better designed to elicit validand reliable resp<strong>on</strong>ses about c<strong>on</strong>sumpti<strong>on</strong> and expenditure patterns. Finally, NIJ is sp<strong>on</strong>soring amethodology study of developing chr<strong>on</strong>ic users estimates for each county represented by theADAM program. For <strong>2000</strong> forward, that chr<strong>on</strong>ic user estimati<strong>on</strong> routine will replace theestimati<strong>on</strong> routine used to date to estimate the number of chr<strong>on</strong>ic drug users in the ADAMcounties.The sec<strong>on</strong>d especially noteworthy development <strong>on</strong> the data fr<strong>on</strong>t is the NHSDA’s new modulefor asking about marijuana use and expenditures. Past versi<strong>on</strong>s of <str<strong>on</strong>g>What</str<strong>on</strong>g> America’s <str<strong>on</strong>g>Users</str<strong>on</strong>g> <str<strong>on</strong>g>Spend</str<strong>on</strong>g><strong>on</strong> <strong>Illegal</strong> <strong>Drugs</strong> used questi<strong>on</strong>s from earlier NHSDA surveys to infer the amount of marijuanaused c<strong>on</strong>diti<strong>on</strong>al <strong>on</strong> the frequency of use. However accurate those inferences, we had no way tomake inferences about sharing, which seems to be especially great for marijuana use. The newNHSDA will shed c<strong>on</strong>siderable light <strong>on</strong> that issue.A third important development is a new method for estimating drug price series. We pi<strong>on</strong>eeredthat method in the most recent versi<strong>on</strong> of the price series report and improved that methodologyas reported here. In the future, ADAM will provides an improved means for weighting thoseprice data, so we can expect improved prices series when ADAM data are fully available.ADAM sill improve estimates in still another, more subtle way. ADAM will, for the first time,provides estimates of the number of people booked into local jails by offense charge. We willnot need to estimate bookings based <strong>on</strong> UCR data.Of course, we will still face the problem of estimating chr<strong>on</strong>ic drug use pre-<strong>2000</strong> so we cannottotally replace the methodology described here. We can, however, greatly improve itscomp<strong>on</strong>ent parts, and we changed the current methodology to anticipate those futureimprovements.47
