GENERAL PERMIT PROVISOSFederally Enforceable ProvisosRegulationscontaminants which are above an applicablestandard, the person responsible for such equipmentshall notify the Director within 24 hours or the nextworking day and provide a statement giving allpertinent facts, including the estimated duration <strong>of</strong>the breakdown. The Director will be notified when thebreakdown has been corrected.16. Operation <strong>of</strong> Capture and Control DevicesAll air pollution control devices and capture systems forwhich this <strong>permit</strong> is issued shall be maintained andoperated at all times in a manner so as to minimize theemissions <strong>of</strong> air contaminants. Procedures for ensuring thatthe above equipment is properly operated and maintained soas to minimize the emission <strong>of</strong> air contaminants shall beestablished.§22-28-16(d), Code <strong>of</strong><strong>Alabama</strong> 1975, asamended17. Obnoxious OdorsThis <strong>permit</strong> is issued with the condition that, shouldobnoxious odors arising from the plant operations beverified by Air Division inspectors, measures to abate theodorous emissions shall be taken upon a determination bythe <strong>Alabama</strong> <strong>Department</strong> <strong>of</strong> <strong>Environmental</strong> <strong>Management</strong>that these measures are technically and economicallyfeasible.Rule 335-3-1-.0818. Fugitive Dust(a)(b)Precautions shall be taken to prevent fugitive dustemanating from plant roads, grounds, stockpiles,screens, dryers, hoppers, ductwork, etc.Plant or haul roads and grounds will be maintainedin the following manner so that dust will not becomeairborne:Rule 335-3-4-.02(1) By the application <strong>of</strong> water any time the surface<strong>of</strong> the road is sufficiently dry to allow thecreation <strong>of</strong> dust emissions by the act <strong>of</strong> wind orvehicular traffic;(2) By reducing the speed <strong>of</strong> vehicular traffic to apoint below that at which dust emissions arecreated;(3) By paving;11
