The Permittee must conduct a one-time energy assessmentof each existing boiler (constructed before June 4, 2010)performed by a qualified energy assessor. The energyassessment must include the following with extent of theevaluation for items a to e appropriate for the on-sitetechnical hours list in §63.7575:40 CFR Part 63Subpart DDDDD,Table 3(a) A visual inspection of the boiler or process heatersystem.(b) An evaluation of operating characteristics of the boileror process heater systems, specifications of energyusing systems, operating and maintenanceprocedures, and unusual operating constraints.(c) An inventory of major energy use systems consumingenergy from affected boilers and process heaters andwhich are under the control of the boiler/processheater owner/operator.(d) A review of available architectural and engineeringplans, facility operation and maintenance proceduresand logs, and fuel usage.(e) A review of the facility’s energy management practicesand provide recommendations for improvementsconsistent with the definition of energy managementpractices, if identified.(f) A list of cost-effective energy conservation measuresthat are within the facility’s control.(g) A list of the energy savings potential of the energyconservation measure identified.(h) A comprehensive report detailing the ways to improveefficiency, the cost of specific improvements, benefits,and the time frame for recouping those investments.2. The Permittee must conduct annual tune-ups of each boilerbased on the requirements in §63.7540(a)(10)(i) through§63.7540(a)(10)(vi).3. If a boiler is not operating on the required date for a tuneup,the tune-up must be conducted within one week ofstartup.4. Periodic inspections of these units shall be performed onceevery year to include inspections of tubes, burners, andcontrol valves, to ensure the boilers operate as designed.40 CFR §63.7540(a)(10)40 CFR §63.7540(a)(13)Rule 335-3-16-.05(c)42
Federally Enforceable ProvisosRegulationsRecordkeeping and Reporting Requirements1. The amount of fuel combusted each day in each unit shallbe recorded.2. Records of the daily fuel usage must be kept in a permanentform suitable for inspection and this data shall be retainedfor at least two years.3. The Permittee must submit an annual compliance report asrequired by §63.7550(b).4.
