Also availableare Sequential Calling for up to 10 consecutive calls and a Misdial feature. Thesefeatures are discussed in their respective sections of this proposal.AT&T’s WIN employs state-of-the-art components and technology. Fiber-optic cableis the primary medium of POP-to-POP transmission, whereby users will enjoy thefull benefits of a digital voice and analog data (voiceband) environment. Ourarchitecture affords several important user benefits. While several of these aregeneral rather than voice-specific attributes of the WIN, they warrant mention herebecause of their importance in handling the high-volume demand for voice service.<strong>Circuit</strong> <strong>Switched</strong> Service will likely be the most widely subscribed service of AT&T'sFTS-LD offer. AT&T will identify numbers to be reserved for special uses, suchas access to AT&T’s operators’ trouble reporting, or other special applications.The network will route calls to intercept announcements as required for time-outduring dialing, network congestion conditions, denial of access to off-net and on-netcalls, denial of access to features, and other related conditions. AT&T will accept atany of its listed POPs which support the appropriate on-net service, originating SVScalls via dedicated and/or switched access arrangement from the associated accessproviders. AT&T will hand off terminating SVS calls via dedicated and/or switchedaccess arrangement from any of its listed POPs which support the appropriate on-netservice to the associated access providers.A 10-digit uniform numbering plan will uniquely identify each station. This temporary override of COS restriction assigned to acaller’s station allows an individual user to place an on-net call at a higher networkCOS for the call’s duration. AT&T will support actual requirements for calling partyidentification, COS assignment, specified by the Government as part of serviceordering.
