Time to respond after referralStandard 2 sets out expected response times after client referral: phone contact within 72 hours<strong>of</strong> client being referred for a comprehensive assessment and a face to face meeting <strong>of</strong>fered to beheld within two weeks.Summary <strong>of</strong> Results:o Overall, 90% <strong>of</strong> EPI sites reported meeting the response times ‘most <strong>of</strong> the time.’ Across allprograms, 76% <strong>of</strong> clients were contacted by phone within 72 hours <strong>of</strong> referral and 85% wereseen within two weeks <strong>of</strong> referral.o Only a small minority <strong>of</strong> programs reported keeping a waitlist (13%). These programs weresomewhat more likely to be larger, and with community agency rather than hospitalsponsorship. <strong>Program</strong>s with a waitlist reported more difficulty meeting the recommendedresponse times after referral.o Just over half the sites reported that they have a written policy on response times.o Interpretation <strong>of</strong> these results requires some caution as there may be some variation in howprograms track and record response times. For example, if there are upfront intake processessuch as centralized intake or a screening process in the sponsoring organization, when doesmeasurement <strong>of</strong> response time begin? If an individual cannot be reached or is unavailable toattend, how is time to first appointment measured? Are referrals not accepted if the programis at capacity?o A final caution is that this Standard does not measure adequacy <strong>of</strong> system capacity and maybe better interpreted as a measure <strong>of</strong> efficiency once a contact is made.
