Organizational policies may limit staff ability totransport clients, conduct home visits, and use mobile devices and e-communications toconnect with clients.o About half <strong>of</strong> sites said travel time was a challenge; and this was higher for hospital (63%)than community agency sponsored sites (41%).o 29% <strong>of</strong> sites reported staff safety as a challenge.o Some individual sites mentioned staffing and resource limitations.Strategies suggested by programs for proactive client outreach and engagement:o Making proactive client outreach a program priority.o Respecting client preferences such as where he or she is most comfortable meeting
