Identification of taskLocal expert for assisting the activities of the project in the field of Science,Technology and Innovation statistics2. Background:GeneralThe overall objective of the project “Capacity building and institutional strengthening ofScience and Research in Bosnia and Herzegovina“ (Service Contract No 2009/209 – 889;Europe Aid/125962/C/SER/BA) is to re-establish research, technological development andinnovation (RTDI) in BiH as an essential part of the functioning of its economy and forpromoting a vibrant science, research and development, and innovation culture and institutionsin the country in the interests of growth and development.SpecificIn May 2009, the Parliamentary Assembly of Bosnia and Herzegovina adopted the newFramework law on ‘Scientific Research Activities and the Coordination of Internal andInternational Scientific Co-operation in BiH’. The law, among others, underlines theimportance of the need to improve significantly the current STI information system, includingthe statistical data collection, according to international (EUROSTAT, OECD and UNESCO)standards.3. Objectives:The project aims at providing assistance to improve the present science, technology andinnovation (STI) statistical system of BiH through the following activities:Preparation for the introduction of a set of STI statistical indicators in accordance withinternational standards (OECD/UNESCO/EUROSTAT)Assistance to prepare the first pilot RTD statistical surveysThis project is funded by the EUROPEAN UNIONin consortium with Logotech, Zentrum für SozialeInnovation and European Profiles

Activities:As part of the project team the expert should contribute to the implementation of the STIstatistical work package based on his/her knowledge and experience of the BiH statisticalactivities and language knowledge.Main activities:Interpretation at the interviews of international expert with key BiH actorsCommenting the outcomes of analysesTranslation of the deliverables of the project from English to local language (deliverables:D.5.1 Draft report on Statistical Indicators for STI, D5.2. Training course reports, D5.3.Summary report on the RTDI statistical activities of the project, the relevant part of theTraining strategy, and the relevant parts of the by-monthly Interim reports)5. Knowledge skills and competencies of expert(s):It is expected that the expert is updated in the assigned subject, having a good knowledge on theBiH statistical system. The expert should speak, read and write fluently in English with a specialknowledge related to the statistical language.6. Reference and reporting:The expert is working under the supervision of the project Team Leader and the team ofinternational experts provided by the Consortium led by TECHNOPOLIS.The expert will contact where relevant to BiH statistical agencies and relevant ministries.7. Costs covered by the projectThe project will pay a day fee based on the selected expert level of experience. A maximum of 18days input is foreseen for this activity.In case if it is necessary to travel in the country (BiH), the project will reimburse travel cost andper diem based on a prior written approval by the Team Leader of the project pursuant to awritten (email) request of the consultant.
