Unit Awards2-1. Decorations.a. Medal of Valor. The Medal of Valormay be presented to any member whodistinguishes himself by courageous conduct atthe risk of his life, above and beyond the call ofduty, while in the service of the State. Thisaward shall be made only upon clear, convincingand incontestable proof by an affidavit of at leastone eyewitness having personal knowledge ofthe act or deed.b. Distinguished Service Medal. TheDistinguished Service Medal may be presentedto any member who distinguishes himself byexceptional meritorious service to the State in aduty of great responsibility thereby furthering theinterest of and promoting the security andwelfare of the State.c. Medal of Merit. The Medal of Meritmay be presented to any member any personwho, by unselfish and untiring activities inconnection with the <strong>Ohio</strong> <strong>Military</strong> <strong>Reserve</strong>, hasrendered a distinct service in furthering theinterest of and in promoting the security andwelfare of the State.).d. Purple Cross Medal. The PurpleCross Medal may be awarded to any personwho, during an authorized Aid to Civil Authoritiesmission, suffers physical injury, the magnitude ofwhich requires professional medical attention oftwo occasions (i.e., treatment and follow-uptreatment or inspection) in the course of theirduties and as a result of their duties which aredirectly in fulfillment of the mission. Theinterpretation of "as a result of their duties whichare directly in fulfillment of the mission" meansdirect activities in support of civilians, not OHMRsupport activities, and may be illustrated by twoexamples:(1) Two persons, while on an authorizedACA mission, are injured. In both cases, theinjury was severe enough to require twophysician visits. The first, who was struck by acar while directing traffic is eligible for the awardwhile the other, struck by a car while crossingthe street to go to lunch, is not.(2) Two persons, while on an authorizedACA mission, are injured. The first, who suffersa laceration while clearing tornado debris wouldbe eligible for the award while the second,suffering a laceration while unloading a truck toset up the unit's camp site, is not. Although bothrequired stitches and a follow-up visit forinspection and removal, the second individual'sactivities do not meet the "duties in directfulfillment" requirement.e. Lifesaving Medal. The LifesavingMedal may be awarded to any member of theOHMR who directly renders active assistance toanother individual at any time in the form ofrescue, first aid, CPR, or other aid, withoutwhich the victim would have most likely died orhave suffered grievous bodily harm. Personswho are civilian firefighters, police, medicalpersonnel or other similar emergencyresponders are excluded from receiving thisaward when the action is performed inconnection with their emergency responderresponsibilities.2-2. Awards.a. Commendation Award. TheCommendation Award may be awarded to anycommissioned officer, warrant officer or noncommissionedofficer who has distinguishedhimself by meritorious achievement or servicewhich, while lesser than that required for theaward Medal of Merit, must nevertheless havebeen of service to the OHMR and accomplishedwith distinction. It will be awarded for exemplarybehavior, efficiency and fidelity while serving asa member of the OHMR. The Commander’srecommendation must be based on his ownpersonal knowledge of the individual and hisofficial record of military achievement or civilianmission support.b. Achievement Award. TheAchievement Award may be awarded toindividuals who have distinguished themselvesby meritorious achievement or service, whichwhile lesser than that required for theCommendation Award, must nevertheless havebeen of service to the OHMR and accomplishedwith distinction that reflects the qualities andvalues of the OHMR. This award is notpresented to general officers.c. Search and Rescue Award. TheSearch and Rescue Award may be presented toany member of the OHMR who participates inan actual emergency search and rescue missionas a member of the OHMR, either under trainingduty orders or state active duty orders. Personswho are civilian firefighters, police, medicalpersonnel or other similar emergencyresponders are excluded from receiving thisaward when the action is performed inconnection with their emergency responderresponsibilities.d. Community Service Award. TheCommunity Service Award may be presented toany member who has made significantcontributions to the quality of life in a community,either over a period of time or in some singlesubstantial manner, through their personalinvolvement, dedication and effort.e. Aid to Civil Authority Award. The Aidto Civil Authority Award may be presented to anymember of the OHMR who participates in an Aid
