<strong>Evidence</strong> Gaps and Fur<strong>the</strong>r <strong>Research</strong><br />
251. There is a need for more information on <strong>the</strong> motivations <strong>of</strong> different types <strong>of</strong> second home purchasers in<br />
both urban and rural locations. If <strong>the</strong> impact <strong>of</strong> second homes is to be understood more fully <strong>the</strong>re is a very<br />
strong case for examining <strong>the</strong>m as an urban as well as a rural phenomenon.<br />
252. There is also a clear case for examining <strong>the</strong> positive as well as <strong>the</strong> negative impacts <strong>of</strong> second homes on<br />
local economies, housing markets and communities.<br />
253. A variety <strong>of</strong> methodologies could be used to fill <strong>the</strong> gaps. It would be possible to formulate projects that<br />
used similar methods to improve <strong>the</strong> evidence base on several issues.<br />
254. Desk-based analyses using existing data could improve understanding <strong>of</strong> <strong>the</strong> housing market impacts <strong>of</strong><br />
second homes and <strong>the</strong> relationship between <strong>the</strong> number <strong>of</strong> second homes and <strong>the</strong> socio-economic<br />
characteristics <strong>of</strong> locations with large numbers <strong>of</strong> second homes.<br />
255. Additional survey work is needed to address several <strong>of</strong> <strong>the</strong> deficiencies that have been identified. This<br />
includes <strong>the</strong> motivations <strong>of</strong> second homes buyers, <strong>the</strong>ir characteristics, <strong>the</strong> type <strong>of</strong> property <strong>the</strong>y purchase and<br />
<strong>the</strong> social and economic consequences for local communities.<br />
256. To deepen knowledge <strong>of</strong> <strong>the</strong> impact <strong>of</strong> second homes, studies that examine <strong>the</strong> motivation and<br />
behaviour <strong>of</strong> second homes purchasers, as well as o<strong>the</strong>r local housing market participants, is needed. This will<br />
help to improve understanding <strong>of</strong> <strong>the</strong> functions <strong>of</strong> second homes and changes in <strong>the</strong> opportunities and choices<br />
at a local level as a result <strong>of</strong> <strong>the</strong> demand for second homes.<br />
257. In <strong>the</strong> longer run <strong>the</strong> information base could be improved by increasing <strong>the</strong> information on second homes<br />
that is collected through <strong>the</strong> Survey <strong>of</strong> English <strong>Housing</strong> and <strong>the</strong> Census.<br />
