As <strong>the</strong> existing population gets richer and working patterns change <strong>the</strong>re is a demand for more housing.<br />
Consequently we have seen an increase in <strong>the</strong> number <strong>of</strong> second homes in recent years. According to <strong>the</strong><br />
Survey <strong>of</strong> English <strong>Housing</strong> <strong>the</strong>re are about 241,000 second homes in England, a rise <strong>of</strong> about 20 per cent over<br />
<strong>the</strong> past decade. Looking ahead, independent forecasts suggest that <strong>the</strong> number <strong>of</strong> second homes is likely to<br />
grow, with some analysts predicting an increase <strong>of</strong> more than 70,000 by 2015.<br />
In <strong>the</strong> absence <strong>of</strong> policy action to constrain demand, for <strong>the</strong> sake <strong>of</strong> local communities and future generations,<br />
this is an issue that Regional Planning Authorities need to grip by ensuring that <strong>the</strong>ir housing supply plans take<br />
second homes into account.<br />
