Executive Summary<br />
There is a lack <strong>of</strong> robust contemporary evidence in relation to <strong>the</strong> direct and indirect effects <strong>of</strong> second home<br />
purchase on improvements in housing supply, in particular <strong>the</strong> extent to which second homes stimulate market<br />
activity, and <strong>the</strong> direct and indirect effects <strong>of</strong> second home purchase on improvements in housing quality.<br />
Much <strong>of</strong> <strong>the</strong> data, analysis and discussion <strong>of</strong> second homes focuses on <strong>the</strong> impact <strong>of</strong> second home ownership<br />
in rural areas. There is a lack <strong>of</strong> analyses <strong>of</strong> second homes in urban areas. There is a need for research that<br />
views second homes as an urban as well as a rural phenomenon.<br />
<strong>Evidence</strong> on <strong>the</strong> impact <strong>of</strong> second homes in o<strong>the</strong>r countries suggests a variety <strong>of</strong> effects depending on local<br />
circumstances and <strong>the</strong>re are studies that claim positive effects on local economies.<br />
The evidence base on some issues, such as <strong>the</strong> impacts on house prices and affordability, could be improved<br />
by research that applied appropriate modelling techniques to existing data but for many <strong>of</strong> <strong>the</strong> issues additional<br />
survey work is needed.<br />
Improvements to <strong>the</strong> data collected through <strong>the</strong> Survey <strong>of</strong> English <strong>Housing</strong> and <strong>the</strong> Census could improve <strong>the</strong><br />
information base in <strong>the</strong> long run.<br />
