Hence, they present both a challenge andan opportunity for reduction of carbon emissions. <strong>The</strong>re is urgency to introducenew technologies and initiatives to reduce the carbon footprints of buildings. Inthis regard, the Government will continue to encourage the adoption of greenmeasures through the active use of policy instruments, and will lead by exampleto incorporate green features in public works projects.I am pleased to know that the Government is not alone in this highly worthwhilemission. Yet fossil fuels are being depleted at anunsustainable rate. Moreover, emissions from combustion of fossilfuels harm our environment: even the cleanest of the fossil fuels –natural gas – produce carbon dioxide - a greenhouse gas which isa main culprit in the global climatic change.In Hong Kong, buildings account for almost 90% of electricityconsumed, producing over 26,000 kilotonnes of carbon dioxideemissions every year. <strong>The</strong> importance of improving the energyefficiency of buildings in Hong Kong is therefore evident.In its first decade, <strong>The</strong> <strong>Professional</strong> <strong>Green</strong> <strong>Building</strong> <strong>Council</strong> hasmade significant contributions to upgrading the energy efficiencystandards in Hong Kong. Although the challenges we faceahead are enormous, yet not irresolvable, if we choose to work inharmony, unity, unselfishly and be prepared to sacrifice.In synchronizing with the <strong>Green</strong> <strong>Building</strong> <strong>Council</strong>, theEnvironmental Conservation Fund Committee and theEnvironmental Campaign Committee of which I chaired since 2002,have appropriated funds to support some 44,500 sq. meters ofgreen roofs in schools and NGOs; supported over 1,300 energyconservation and improvement projects, when all completed, willhelp reduce energy consumption by about 180 million kWh perannum, reducing carbon emission by nearly 130,000 tonnes peryear. <strong>The</strong>se are but a few examples how different sectors of thecommunity could work together in achieving a common objective.On this happy occasion, on behalf of my colleagues in the Faculty, Iwould like to congratulate the HKGBC for having achieved its noblegoals and to send my warm wishes for future success in the yearsto come.When the World <strong>Green</strong> <strong>Building</strong> <strong>Council</strong> was founded in 1999, itonly took Hong Kong three years to form its own chapter of <strong>Green</strong><strong>Building</strong> <strong>Council</strong> and joined the world body. We have now in Hong Kong exemplary world recognized greenarchitecture which the public and the government have come to appreciate. In particular, it hasbeen most rewarding that the <strong>Council</strong> has participated in the establishment of the Hong Kong<strong>Green</strong> <strong>Building</strong> <strong>Council</strong> within the Construction Industry <strong>Council</strong>.HKGBC has four and then six A(s), namely Accreditation, Assessment, Award, Advocacy,Accelerate and Advance. When founding PGBC we have six P(s) in mind, these words assistedto explain our history that lead to the birth of PGBC.1PROFESSIONALIn my two years 2000 – 2002, serving as President of the Hong Kong Institute of Architects,I have the fortune of meeting and knowing leaders of our allied professional bodies. Inresponse to climate change, we felt the urgency in creating a sustainable organization that canguide ourselves and the public to understand the importance of green buildings to compactenvironmental conditions of Hong Kong. To take on this task and without much financialassistance was our aim to conceive PGBC. We all agreed that PROFESSIONAL independence andPARTICIPATION should be the key to success.26PARTNERSHIPWhen designing any building, planners, architects, engineers, surveyors and landscapearchitects all work together in unison and it was in this sprit that PEOPLE responsible forthe four founding institutions at the time agreed to work out a scheme that could establish


PGBC almost immediately. In the beginning, the four institutionsHKIA, HKIE, HKIS &HKILA agreed to take two year terms to serveour <strong>Council</strong> as secretariats with the chairmanship rotating andmeetings of activities to take place in the institute’s premisesof the elected chairman. HKIP joined the <strong>Council</strong> in 2005 andbecame an active participant.PLATFORMWe have then worked towards an organizational structure withvarious Boards and Committees to take on the various tasksto establish the PLATFORM aiming to assist our professionalmembers to accomplish our goal. Areas of success such asconferences and awards programmes owe a lot to their boardchairpersons and members who have created self fundingactivities for all members of the founding institutes.PERFORMANCEPrior to our establishment, the BEAM Society has been active insetting up standards for the PERFORMANCE in green buildings, wehave worked together and in our first PGBC conference we haveinvited people responsible around the world to come to HongKong to share their experiences. This important conference notonly assists us to set benchmark standards but also allow us tohave a good foundation in our relationship with others in differentcountries.secretaries of our founding institutes, without them we wouldnot have been able to function. Needless to say, the involvementof government’s support has been also a key factor. Right fromthe start, our advisors are important government officials. <strong>The</strong>yhave all participated without reservation. Last but not least, ourprofessional members, sponsors and the public, it is them that weare here to serve and without their participation we will not exist.PHILOSOPHYBesides responsible for giving birth to PGBC, I have the honourand privilege to design our logo. I wish to take this opportunityto record something about this green equilateral triangle whichsymbolizes a trademark of excellence in the performance of greenbuildings. <strong>The</strong> logo has been designed as an approval stamp tobuildings that contributed to environmental friendly architecture.Notice that the letters PGBC are in the form of tall buildingsthat we have in Hong Kong and the Chinese name is at the baseserving as our foundation. Thatwas a very memorable event that opened my eyes and provided an impetus in driving me todevote the next decade of my energy in striving with other strong men and women in the greenbuilding movement in Hong Kong. I am proud to be associated with the <strong>Professional</strong> <strong>Green</strong><strong>Building</strong> <strong>Council</strong> although its coming into being was not without deficiency – not being allembracing.This did not curtail our enthusiasm to make the difference in alerting professionalsin thinking and practicing green. To be more precise, going back to the basics in workingharmoniously with Mother Nature.<strong>The</strong> premier event – the <strong>Green</strong> <strong>Building</strong> Award was first inaugurated in 2006 by PGBC withlimited resources during my chairmanship. Its overwhelming success had led the event to berepeated in biennially in 2008, 2010 and 2012. Although the Award was officially organisedby the Hong Kong <strong>Green</strong> <strong>Building</strong> <strong>Council</strong> since its inauguration in 2009, much of the supporteffort was still afforded by professionals from the PGBC. I am again proud that we have madethis event meaningful and I wish that the event will grow healthily and stronger and stronger.I am indeed very proud that I participated in the effort in driving the transformation of thelocal green building market. We first invited the then Secretary for Housing, Planning and Land,the Honourable Mr Michael SUEN in participating the Sustainable <strong>Building</strong>s World Conferencein Tokyo in 2005. We subsequently invited then Secretary for Development, the HonourableMrs Carrie LAM to lead Hong Kong delegations to SB08 in Melbourne and SB11 in Helsinki.<strong>The</strong>se little events and other efforts had led the government to bring sustainable buildingsinto the policy realm. In 2011 we saw the government’s introduction of the requirement ofsubjecting developments to be registered with the Hong Kong <strong>Green</strong> <strong>Building</strong> <strong>Council</strong> for BEAMPlus assessment.I am gratified to become the first directors of the Hong Kong <strong>Green</strong> <strong>Building</strong> <strong>Council</strong> thatwas formed with the collective effort of CIC, BEAM Society, BEC and PGBC. This effectivelybrought green building assessment into the public domain and making it more transparentand participatory. Allowing all learned professionals to be contribute at different level andrealm of the process of transforming our local green building environment. Now we have anall-embracing organisation to champion effort in moving our society towards a green buildingfuture. Does it mean for PGBC that it is Mission accomplished? You will agree with me thatthere are a lot more to be done. I urge all our professionals to actively seek to participatein developing, planning, designing, constructing, managing, preserving and assessing moreand more green building projects. One day, I wish to see that all professionals are <strong>Green</strong><strong>Professional</strong>s.Finally, I would like to cite the following as my motto reminder for our continuous strives for asustainable future by preserving our environment and building green.


Ir Prof. Reuben CHUPGBC Chairman [2007-08]Leading <strong>The</strong> Way to a Bright <strong>Green</strong> FutureIt is my pleasure to congratulate <strong>The</strong> <strong>Professional</strong> <strong>Green</strong> <strong>Building</strong> <strong>Council</strong> (PGBC) on its <strong>10th</strong>anniversary. Serving as the Chairman of PGBC in 2007 and 2008 was a treasured, challenging,and satisfying experience. I would like to take this opportunity to thank every member ofindustry professionals for their support and assistance during my tenure.1<strong>The</strong> PGBC is a relay race in which the mission and commitments have been carried on for 10years. It has been campaigning for the transformation of design, construction and managementmethods of the industry into practices that are environmentally and socially responsible, safeand healthy, and a prosperous environment that improves the quality of life.As for 2006, the <strong>Green</strong> <strong>Building</strong> Award (GBA) was first launched by the PGBC and I washonoured to be the Chairman of the GBA Organizing Committee. It really impressed me as ithas successfully raised awareness and promoted sustainable building practices in local industryand received overwhelmingly encouraging support and participation from various parties. I ampleased to know that the scope of the GBA has been expanded to cover projects in the AsiaPacific region since 2010 and it has become one of the important events in industry.<strong>The</strong> PGBC strives to create a positive impact on the region’s built environment by acceleratingthe adoption of green building practices, technologies, policies, and standards. We understandthat building construction and operation have extensive direct and indirect impacts on theenvironment. It is encouraging to learn that environmental concerns and issues are gaining itsdue prominence, which is indeed a healthy sign and augurs well for the future.Since the built environment has a huge impact on our daily lives, our society, we believethat sustainability is compatible with profitability, and that a low carbon, sustainable builtenvironment will play a crucial role in the Hong Kong’s transition to a green economy andthus green buildings can minimize environmental impacts on the planet, help provide peoplewith a better quality of life and which offer better value for organizations. Nowadays, HongKong is committed to ensuring that our future generations can continue to thrive in a cleanand green environment. It is necessary to incorporate the concept of sustainability into thebuilding design and its management, hence reducing the environmental impacts to natureand improving our standard of living. I am sure through the collaborative efforts of variousparties in the society, we will create a sustainable and green built environment for our futuregenerations.As we look towards our next decade, I see PGBC proceeding with growing strength, a continuedcommitment to making Hong Kong as one of the international platforms for exchange ofexperience, technology and visions of green construction. I am very proud to be one of themand am thankful to be given such a fulfilling opportunity. PGBC Past ChairmenMr. WONG Kam Sing, JPPGBC Chairman [2009-10]<strong>Professional</strong> Alliance + Global Perspective +<strong>Building</strong> Locally + Caring for the MainlandWhat does PGBC mean to me? Architects, engineers, landscape architects, surveyors andtown planners come together under the banner of green building. This professional alliance isunique in the world. With a common vision and one heart, the synergy among professionalsis remarkable. 1+1+1+1+1 is greater than 5. In the past, professional institutes often workedon this common challenge individually. As a breakthrough, the establishment of PGBC hasserved a historic role in the transformation of green building market through professionalcollaboration. Riding on the synergistic spirit, PGBC further co-founds the Hong Kong <strong>Green</strong><strong>Building</strong> <strong>Council</strong> (HKGBC) with 3 other organizations, which charts another milestone in thegreen building movement.Among various accomplishments in the past decade, PGBC has embarked on a series ofnotable market transformation initiatives, from assessment, advocacy, to award. An exemplaryexample is the introduction of green building award, which is the first-of-its-kind in the regionand has been increasingly recognized at local, regional and global levels since 2006.1PGBC has placed substantial professional input on the local issues, from the developmentof building environmental assessment method to the regulation associated with urbanclimate and urban greenery in the hyper-dense context of Hong Kong. On the other hand,PGBC has led the Hong Kong delegations to participate in various international and regionalconferences on sustainable building, including the World Conference SB05 Tokyo and SB08Melbourne. PGBC also hosted the Regional Conference SB07 in Hong Kong. All these regionaland international exchanges have been keeping Hong Kong updated with the state-of-the-artknowledge on green building.Last but not least, PGBC cares not only cities but also Chinese villages. PGBC has been one ofthe pioneering supporters to the charity initiative “A Bridge Too Far” since 2004. <strong>The</strong> initiativehas evolved to become the Wu Zhi Qiao (Bridge to China) Charitable Foundation in Hong Kong,which helps build bridges in an environmentally sustainable way for the developing rural regionof Mainland China. In those poverty-stricken and disadvantaged remote areas, professionalhelp and care from the whole of society are urgently in need.30Overall, PGBC cares about the environment locally, regionally and globally. What PGBCmembers have always impressed me most throughout the years is their one-heart vision onsustainable building.

Congratulations to the <strong>Professional</strong> <strong>Green</strong> <strong>Building</strong> <strong>Council</strong> for its<strong>10th</strong> <strong>Anniversary</strong>. <strong>The</strong> Hong Kong Institute of Planners formallybecame an institute member of the PGBC in 2005 and we, asrepresentatives of the HKIP are proud to be part of this big familyof green professionals. PGBC has provided the place for us tomeet with professionals from different disciplines with the samevision to create a green, environment friendly and zero carbonbuilt environment. We have had the opportunities to participatein the <strong>Green</strong> <strong>Building</strong> <strong>Council</strong>, the green building awards, greenbuilding conferences, and the Eco-village proposal at TseungKwan O, to list a few. <strong>The</strong>re were invaluable opportunities toshare experiences with fellow green pioneers and to learnabout the latest development in the field of green building andgreen planning.Over recent years, we have seen the ‘green building’ conceptgradually encompassing a more macro view of the ‘green builtenvironment’ concept. As planners, we are concerned about thewider environment within which green buildings are situated.How should the streets in new development areas or the masterplan be laid out to facilitate penetration of prevailing winds; howshould the building height profile of cities be designed to allowvisual and air permeability; how to increase green coverage of adistrict and where should green open spaces be located to reducethe heat island effects. All these questions, which seemed so basicnow, were not talked about a few years back. <strong>The</strong> Governmentendorsed the Sustainable Design Guidelines and the Urban DesignGuidelines Chapter on Air Ventilation and carried out feasibilitystudies for air ventilation assessments. <strong>The</strong> Government’sadoption of green planning approaches, with emphasis onmoderating development intensity and balancing the quality ofliving in planning for new development area such as Kai Tak andsome other new development areas were encouraging. <strong>The</strong>se allshowed that the Government was committed to seeing a greenerenvironment for the future generation.We have seen the latest efforts to release more housing land thathad involved proposals to convert green and breathing spaces inthe city for development or having the pendulum of moderatingdevelopment intensities swinging in the opposite direction.Hopefully, it will be done in a manner that does not compromisethe green pathways established by the predecessors. Sparkling <strong>Green</strong>Biofuel in OperationBiofuels are usually classified into two types:In view of the above, there seems to be a vast market to beexplored. <strong>The</strong>refore, I have endeavored into a small investment inbiodiesel plant in Panyu, China.154Bio-ethanol, made from plant matter, mostly from corn, andBio-diesel, often from used oil, yellow grease, grease trap wasteand other sources.In this passage, I am concentrating on Biodiesel generating fromused oils and yellow grease.Biodiesel is “renewable” product, as it is generated mostly fromrecycled waste and plant seeds, and it is not as harmful as theconventional fossil fuel. Unlike crude oil, the sulpher contentof biodiesel is near to zero. According to a HKU study in 2003,mixing 20% biofuel into conventional fuels reduced smoke opacity(-16%), Carbon monoxide emission (-14%) and Hydrocarbonemission (-14%).At the same time, there is also reductionin engine power (-1%) in automobiles,and not all the engines can take purebiofuels. <strong>The</strong>refore, biodiesel is oftenmixed with conventional fuels. Fuel with5% biodiesel blend is termed B5, with10% blend, B10, and so on. Mandatedbiofuel blend laws around the worldwill be expected, China has alreadyenacted B10 mandates in ten provinces in 2010. Other countrieshave already set levels at B5 to B10. Europe has imposed taxesand other sanctions on foreign flights that exceed their carbonemission standard. As a result, jet fuel of flights to Europe willbe blended with biodiesel. According to reliable source, there isalready joint effort in China with Boeing to introduce biodiesel asaviation fuel. <strong>The</strong> energy experts projected global biofuel usagewill be increased by 70% by 2020, and doubled by 2025.<strong>The</strong> reason of choosing Guangdong is that the city has completedits legislation preventing used oils to be recycled into the foodoil market. <strong>The</strong>re is ample supply of waste oil, at 140,000 tonneper annum, and this amount of feedstock could generate 40,000tonne biodiesel each year. <strong>The</strong> supply of feedstock is mostimportant in this industry, as the feedstock would amount to 75%of the cost.<strong>The</strong>re has been research on alternative supply of feedstock.Jatropha Curcas ( 麻 瘋 樹 ), a poisonous plant that grow onmarginal land, that would not deprive the land for foodcrops, is one of the alternatives. <strong>The</strong> oil obtained from theseeds could generate biodiesel that yield 78% less carbonemission compared to fossil fuel. <strong>The</strong> Chinese Government hasestablished vast plantations in Yunnan and Sichuan. However, thisalternative is more suitable for state owned operations than toindividual operators.Likewise is the research on micro-algae, this feedstock willgenerate 38,000 liters of biodiesel per hectare, compared to 4,500to 9,000 liters in the case of jatropha. Again, this plantation is onlysuitable for large scale production centers.<strong>The</strong>re are currently three production centers in Hong Kong (oneof them is still in construction), the annual maximum productionrange from 60,000 tonne to 100,000 tonne respectively. <strong>The</strong>seplants obtain their feedstock from hotel groups, fast foodfranchises like the Maxim’s and Café de Coral. However, theseplants are not yet in full gear, sources revealed that they areoperating around 30-50% capacity, and the feedstock supply isbelieved to be a contributing reason.


<strong>The</strong> biodiesel plant in Panyu is comparatively small. <strong>The</strong> annual production is5,000 tonne, and supply of feedstock is mainly through a contract collectingthe frying oil from a local MacDonald’s, and purchase of yellow grease (animalfat) from the United States. <strong>The</strong> products are readily absorbed by the local gasstations. Sparkling <strong>Green</strong>156Quantitative Approach in <strong>Green</strong>ing our <strong>Building</strong>s<strong>Green</strong>ing provides benefits in enhancing the visual and aesthetic qualityof our built environment, improving air quality by absorbing air pollutantsand carbon dioxide, providing psychological comfort, reducing peak stormwaterdischarge, increasing bio-diversity and mitigating the Urban HeatIsland (UHI) effect. This article briefly describes the quantified findings ofthermal benefits in greening and the quantitative approach in the provisionof greening in building developments in Singapore and Hong Kong.<strong>The</strong>rmal Benefits of <strong>Green</strong>ing<strong>The</strong> UHI effect is a phenomenon in which the urban area is warmer than itssurrounding rural area. <strong>The</strong> UHI is mainly caused by urban area dominatedwith hard surfaces with materials which absorb and retain heat. A higherenergy consumption which generates larger amount of waste heat to theurban environment is also an important contributory factor. <strong>Green</strong>ingby means of planting vegetation in urban area is one of the effectivemitigation measures in ameliorating the UHI effect. <strong>The</strong> exterior buildingspaces provide ample opportunities for greening and these include plantingat-grade, on roofs, podia and walls of buildings.With reference to the findings in Hortpark Vertical <strong>Green</strong>ery Research andDemonstration Project in Singapore published in 2009, the results indicatedthat the temperaturedifference between the wallsurface covered with greeneryand that of the control wallwith bare surface could beas high as 12 o C (see Figure1). <strong>The</strong> findings supportedthat vegetation cover caneffectively reduce the thermalgain into buildings by shadingthe solar radiation andevapotranspiration coolingeffect of the plants.Figure 1: Temperature readings on bare control wall surface(black) as well as the wall (red) and substrate (green) surfacesof a vertical greenery wall in HortPark. (2009))Energy simulations of the different scenarios of greening extent on buildingenvelope were also conducted in the research. <strong>The</strong> Envelope <strong>The</strong>rmalTransfer Value (ETTV) as adopted in Singapore is a measure of the averageheat gain into a building through its envelope. This composes of three keyheat transfer components: (1) heat conduction through opaque walls, (2)heat conduction through glass windows and (3) solar radiation throughglass windows. In the scenario of a building with full glass façade, 40%ETTV reduction could be achieved with 50% vertical greenery over theglass facade. In the scenario of a building with glass and concrete façadeat a ratio of 2:1, 13% ETTV reduction could be achieved with verticalgreenery covering the concrete façade. <strong>The</strong> findings illustrated that energyconsumption required for cooling the internal space of buildings can beeffectively lowered with greening provision on building surfaces.In the research, the daily fluctuation of the wall surface temperature ofthe control wall was recorded as approximately 10 o C while the wall withgreenery was recorded as low as 1 o C. <strong>The</strong> results showed that greeningprovision can stabilize the daily fluctuation of temperatures in the buildingsurfaces as an additional benefit. <strong>The</strong> significant reduction in dailytemperature differences of a building surface by greening can avoid theextreme daily expansion and contraction of surface building materials. Thiscan prolong the lifespan of the building materials and minimize the needfor replacement and maintenance costs of building surface.<strong>The</strong> ambient temperatures away from the surface of the control wall andthe wall with greenery were also recoded in the research. <strong>The</strong> resultsindicated that a reduction of ambient temperature could reach as high as3.3 o C at a distance 0.15m away from the surface of the wall with greenery.With the cooler ambient temperature, the air conditioning system installedin area with greening provision can take in air at a lower temperature andthus saving the energy required for cooling the internal building space.Development of <strong>Green</strong> Plot Ratio in SingaporeWith a better understanding of the benefits of greening, a sophisticatedapproach in greening provision in developments by the application of<strong>Green</strong> Plot Ratio (GnPR) is evolving in Singapore. <strong>The</strong> GnPR is the ratioof the total leaf area of all greenery in a site to the site area. It is threedimensional in nature taking account into the measurement of greenvolume instead of greening provision by number of plants or planting area.<strong>The</strong> calculation of GnPR relies on the Leaf Area Index (LAI) and canopyarea. <strong>The</strong> LAI of a plant is its one-sided leaf area per unit ground area. <strong>The</strong>canopy area of a plant is the vertical projected area of the plant’s canopyon the ground. <strong>The</strong> total leaf area of a plant species in a site is calculated bymultiplying the LAI of that species by the total canopy area covered by thatspecies. <strong>The</strong> total leaf area of all greenery in a site is the sum of total leafarea of all species planted in a site.GnPR = (total leaf area) / (site area)= (LAI1 x Canopy Area1+ LAI2 x Canopy Area2+… LAIn x Canopy Arean)(site area)<strong>The</strong> GnPR is considered as a better quantified greening measure as itis directly related to the leaves of plants which are the key componentresponsible for environmental function of greenery such as carbonassimilation, cooling by transpiration and shading. <strong>The</strong> approach in usingGnPR is to stipulate the minimum amount of “green density” in a site asappropriate to suit its land-use type.To facilitate the practical application of GnPR, the Centre for Urban<strong>Green</strong>ery and Ecology (CUGE) in Singapore developed a database of valuesfor the LAI and canopy area of 300 commonly used local landscape plants.<strong>The</strong> measurement of LAI involved (1) direct method by harvesting andmeasuring the area of all leaves in a plant within a sampled area and (2)indirect method by measuring the transmission of light through the canopyof vegetation using the plant canopy analyzer LAI-2000.<strong>The</strong> measurementof canopy area was simply by measuring the projected canopy area onground of the sampled plants. <strong>The</strong> collected data were then arranged intodifferent categories and statistical tests were conducted to derive generic


categorical values taken account into the natural growth habit, form ofplants, variations in plant age and landscape uses. <strong>The</strong> summarized LAI andcanopy area values are shown in the following table.Plant GroupLAISub-CategoriesLAIValue to Use Canopy Area to Use (m 2 )Trees Dense Canopy 4.0 Girth 1.5m : 150(Girth refers to trunkcircumference at height of1m from ground)Palms Solitary 2.5 20Cluster 4.0 17Shrubs Monocot 3.5 Planted areaDicot 4.5 Planted areaTurfs Nil 2.0 Planted area<strong>The</strong> calculation of GnPR in a site can be carried out by (1) collecting theinformation on site area, number of trees (and their girth sizes), palms andplanted areas for shrubs and turfs, (2) determine the LAI sub-categories ofthe plants with reference to the database in the website of National Parks(NParks), (3) computing the total leaf area by summing up the leaf area foreach plants species and (4) dividing the total leaf area by site area to obtainGnPR in a site.Adoption of <strong>Green</strong>ery Coverage Requirements in Hong KongIn Hong Kong, the <strong>Council</strong> for Sustainable Development (SDC) publishedthe “Report on the Public Engagement Process on <strong>Building</strong> Design to Fostera Quality and Sustainable Built Environment” in June 2010 upon extensivepublic consultations and discussions with professional organizations, greengroups, councilors and relevant key stakeholders. <strong>The</strong> SDC recommendedthe minimum requirement to provide greenery for sites no less than1,000m 2 in new building developments or redevelopments with fixedplanting areas of 20% to 30% of the site areas.Following SDC’s recommendation for greening provision, the Governmentof Hong Kong SAR issued “Development Bureau Technical Circular (Works)No. 3/2012 – Site Coverage of <strong>Green</strong>ery for Government <strong>Building</strong> Projects”in 2012 which sets out the standards and requirements on greenerycoverage for new government buildings. This requires the minimum sitecoverage of greenery of 30% for site area equal or above 20,000m 2 and 20%for site area between 1,000m 2 and 20,000m 2 . As planting at grade withindevelopment provides a more natural condition for plant establishmentand improves the setting at street level, the Technical Circular also requiresat-grade greenery area should not be less than 50% of the minimumsite coverage of greenery requirements. <strong>The</strong> greenery coverage ofminimum 30% site area is also recommended for both public and privatedevelopments in the Kai Tak Development located at the former Hong KongKai Tak International Airport.<strong>The</strong> calculation of site coverage of greenery under the Technical Circularis a two dimensional approach which is relatively simple and direct. It isbased on the horizontal soil areasfor planting and this includessoil areas at-grade, on podiumand roof levels. <strong>The</strong> TechnicalCircular defines the calculationbasis of site area and countableareas for greenery. For specialgreenery provision such as verticalgreening, greening on slopes andcovered greenery areas, the totalcountable areas for inclusion inthe calculation of greenery iscapped at 30%. Priority is given forat grade-tree planting for optimalgreening effect.<strong>The</strong> same greenery coveragerequirements with similarcalculation basis are also appliedfor non-government buildingdevelopments under “PracticeNote for Authorized Persons,Registered Structural Engineersand Registered GeotechnicalEngineers – APP 152”. Through thevetting of landscape design by planning and lease controls, a balance mix oftrees and other plant types can be provided in a development to achieve aquality green setting. With the join effort from the public and private sectors,a greener built environment in Hong Kong is anticipated in the coming decade.Concluding Remarks<strong>The</strong> greening requirements should be adequately addressed at planningand design stages so that the greenery can be smoothly integrated withthe buildings to facilitate management to achieve the goals in landscapedesign. <strong>The</strong> quantitative approach stipulates clear requirements in greeningprovision for building developments. Continual improvements on thequantitative approach are required to yield a more thorough, practicaland sustainable methodology to cater for different land uses.
