SCCR/SS/GE/13/3 Prov.page 1573. The Delegati<strong>on</strong> of Nigeria observed that they had not discussed the title of the Treaty <strong>and</strong>suggested that a footnote indicate his.74. The Delegati<strong>on</strong> of the Bolivarian Republic of Venezuela requested clarificati<strong>on</strong> <strong>on</strong> whatwas meant by an additi<strong>on</strong>al Informal Sessi<strong>on</strong> referred to in paragraph 3B.75. The Chair noted that some delegati<strong>on</strong>s had raised reservati<strong>on</strong>s <strong>on</strong> formal meetings of<str<strong>on</strong>g>Committee</str<strong>on</strong>g>s running side-by-side. It was noted that there would be a meeting that would run <strong>on</strong>the 18th <strong>and</strong> 19th of April 2013. Accordingly, in order to accommodate the work, the Chairsuggested that they could have an Informal Sessi<strong>on</strong> <strong>and</strong> then a Formal Special Sessi<strong>on</strong> <strong>on</strong> thelast day to adopt the results of the Informal Sessi<strong>on</strong>.76. The Delegati<strong>on</strong> of Dominican Republic <strong>on</strong> behalf of GRULAC asked the <strong>WIPO</strong> Secretariatto clarify the financing of developing countries to attend the Informal <strong>and</strong> Formal SpecialSessi<strong>on</strong>s of the SCCR.77. The <strong>WIPO</strong> Secretariat c<strong>on</strong>firmed that funding would be provided for the Informal <strong>and</strong>Formal Special Sessi<strong>on</strong>s of the SCCR. Four participants would be financed per regi<strong>on</strong> at aspecial rate of 250 Swiss Francs DSA per day. The <strong>WIPO</strong> Secretariat also highlighted that iffunds were accessed to finance these meetings, which were recognized as a priority for <strong>WIPO</strong>,it could c<strong>on</strong>sequently affect <strong>WIPO</strong>’s ability to fund other activities during the rest of the year.78. The Delegati<strong>on</strong> of Algeria endorsed the clarificati<strong>on</strong> request made by the Delegati<strong>on</strong> ofDominican Republic <strong>on</strong> behalf of GRULAC. The Delegati<strong>on</strong> requested that the title of the Treatyincluded in paragraph 3B should be modified as it had not been discussed <strong>and</strong> approved byMember States.79. The Chair observed that it had already been agreed to include a footnote in thec<strong>on</strong>clusi<strong>on</strong>s indicating that the title of the Treaty was still to be discussed by Member States.80. The SCCR adopted the C<strong>on</strong>clusi<strong>on</strong>s with the requested amendments.81. The Delegati<strong>on</strong> of Morocco c<strong>on</strong>gratulated all <strong>WIPO</strong> Member States for the work d<strong>on</strong>eduring the course of the week. It had been a very difficult exercise but progress had been madeto move to the Marrakesh Diplomatic C<strong>on</strong>ference. The Delegati<strong>on</strong> reiterated a warm welcometo Morocco <strong>and</strong> Marrakesh to all participants <strong>and</strong> members of the <strong>WIPO</strong> Secretariat. It informedthe SCCR that the <strong>WIPO</strong> Director General <strong>and</strong> the Moroccan Government had signed anagreement regarding the organizati<strong>on</strong> of the Diplomatic C<strong>on</strong>ference <strong>and</strong> had agreed to finance119 delegates from developing <strong>and</strong> least-developed countries. It hoped that the April meetingwould c<strong>on</strong>clude all of the remaining details unless delegati<strong>on</strong>s wanted to work for two weeksn<strong>on</strong>-stop in Marrakesh. But if in April the SCCR could take out all of the remaining squarebrackets, then all delegates would have more time to enjoy Marrakesh.82. The Delegati<strong>on</strong> of Sri Lanka, <strong>on</strong> behalf of the Asian Group, thanked the three Chairs <strong>and</strong>two Vice-Chairs <strong>and</strong> also the <strong>WIPO</strong> Secretariat for all of their work <strong>and</strong> <strong>on</strong>going patience. Italso thanked WBU for being <strong>on</strong> call <strong>and</strong> being such a proactive prop<strong>on</strong>ent, <strong>and</strong> the rightsholdersfor meeting with the Asia Group <strong>and</strong> having discussi<strong>on</strong>s during the week. It alsothanked the interpreters for the important work they had carried out. All the delegati<strong>on</strong>sdeserved recogniti<strong>on</strong> for their spirit of commitment to a successful Treaty. The Asia Group wasc<strong>on</strong>fident that the same spirit of cooperati<strong>on</strong> would guide the April sessi<strong>on</strong>.83. The Delegati<strong>on</strong> of Pol<strong>and</strong>, <strong>on</strong> behalf of the Regi<strong>on</strong>al Group of Central European <strong>and</strong> BalticStates, c<strong>on</strong>gratulated Mr. Darlingt<strong>on</strong> Mwape for his electi<strong>on</strong> as Chair <strong>and</strong> thanked AmbassadorZvekic for assuming his positi<strong>on</strong> as Chair ad-hoc of the Special Sessi<strong>on</strong> of the SCCR inunexpected circumstances. The Group also thanked the Vice-Chairs <strong>and</strong> <strong>WIPO</strong> Secretariat fortheir dedicati<strong>on</strong> <strong>and</strong> readiness to extend their working hours.
