The Assistant Director General opened the Special Sessi<strong>on</strong> of the SCCR <strong>and</strong> expressedan apology <strong>on</strong> behalf of Mr. Francis Gurry, the Director General of <strong>WIPO</strong> for not being present.It was noted that Mr. Gurry would return to Geneva <strong>on</strong> February 20, 2013. In December 2012,the <strong>WIPO</strong> General Assembly in its Extraordinary Sessi<strong>on</strong> had taken the l<strong>and</strong>mark decisi<strong>on</strong> toc<strong>on</strong>vene a diplomatic c<strong>on</strong>ference in June 2013 to complete negotiati<strong>on</strong>s <strong>on</strong> a treaty to improveaccess to published copyright protected works for visually impaired pers<strong>on</strong>s <strong>and</strong> pers<strong>on</strong>s withprint disabilities (hereinafter referred to as the “Treaty”).
