Part 1<br />

<strong>Building</strong> Capacity <strong>for</strong> <strong>NCD</strong> Prevention <strong>and</strong> Control<br />

RECOMMENDATIONS<br />

Saitama Call To Action<br />

The participants of the Regional Meeting on <strong>NCD</strong> Prevention <strong>and</strong> Control, organized by the National Institute<br />

of Public Health of Japan <strong>and</strong> the WHO Western Pacifi c Regional Offi ce, with support from the Government of<br />

Japan, have identifi ed <strong>NCD</strong> policies, population interventions <strong>and</strong> monitoring <strong>and</strong> evaluation as the priority<br />

areas <strong>for</strong> advancing the implementation of the Western Pacifi c Regional Action Plan <strong>for</strong> Noncommunicable<br />

Diseases.<br />

Member States <strong>and</strong> WHO are urged to:<br />

n<br />

n<br />

n<br />

n<br />

n<br />

n<br />

support the establishment of national priority areas in <strong>NCD</strong> <strong>prevention</strong> <strong>and</strong> <strong>control</strong>;<br />

develop <strong>and</strong> scale up integrated comprehensive policies <strong>and</strong> approaches to <strong>NCD</strong> <strong>prevention</strong> <strong>and</strong><br />

<strong>control</strong>;<br />

strengthen health systems <strong>for</strong> <strong>NCD</strong> <strong>prevention</strong> <strong>and</strong> <strong>control</strong> through primary health care, <strong>and</strong> explore<br />

links with communicable diseases to leverage resources;<br />

build on healthy settings, such as Healthy Cities <strong>and</strong> Healthy Isl<strong>and</strong>s;<br />

build <strong>and</strong> strengthen regional <strong>and</strong> national <strong>capacity</strong>-building <strong>for</strong> <strong>NCD</strong> <strong>prevention</strong> <strong>and</strong> <strong>control</strong>, give<br />

consideration to using the participatory, tools-based learning course that has evolved over the fi ve<br />

years of the Japan WHO International Visitors Programme as an option;<br />

jointly develop an evaluation framework to monitor progress in achieving the objectives of the<br />

Western Pacifi c Regional Action Plan <strong>for</strong> Noncommunicable Diseases <strong>NCD</strong>;<br />

foster national, subregional <strong>and</strong> regional multisectoral partnerships to address <strong>and</strong> advance <strong>NCD</strong><br />

<strong>prevention</strong> <strong>and</strong> <strong>control</strong>; <strong>and</strong><br />

identify a national mechanism to coordinate <strong>NCD</strong> <strong>prevention</strong> <strong>and</strong> <strong>control</strong>.<br />

The following are identifi ed as “fi rst steps” towards implementation of the Western Pacifi c Regional Action<br />

Plan <strong>for</strong> Noncommunicable Diseases.<br />

<strong>NCD</strong> Policy:<br />

Strengthen <strong>and</strong> reorient national health systems to promote <strong>NCD</strong> surveillance <strong>and</strong> research to<br />

enhance the evidence <strong>for</strong> policy.<br />

Build <strong>capacity</strong> <strong>for</strong> <strong>NCD</strong> policy development, advocacy <strong>and</strong> resource mobilization.<br />

Advocate to international <strong>and</strong> national partners to prioritize <strong>and</strong> act on <strong>NCD</strong> <strong>prevention</strong> <strong>and</strong><br />

<strong>control</strong>.<br />

For WHO: Support Member States <strong>and</strong> partners to prioritize <strong>NCD</strong> <strong>prevention</strong> <strong>and</strong> <strong>control</strong> <strong>and</strong><br />

provide<br />

guidance in the development of appropriate policies.
