Therewere no comments and the hearing closed.<strong>BOARD</strong> MEETINGStaff Present: Bruce Rhodes, Kevin Barnes, Greg English, Kathy Gervasi, Ed Armstrong, LisaDion, Heather Huzefka, Kathy Bush, and Julia Seymour.Guests Present: Arthella Starke (NWRESD)The June 11, 2007, board meeting was called to order at 6:30 p.m. The Pledge of Allegiance andDistrict Mission Statement were recited. The agenda was reviewed and accepted as presented.There were no comments from the audience on non-agenda items.SPECIAL REPORTSSuperintendent’s ReportSuperintendent Randy Schild reported on the following:• THS Field Project. Issues with the project are being resolved. SC Paving has been veryhelpful with the project. About June 13 they will begin setting turf. The project should befinalized within 21 days, if the weather stays decent. The project continues to movethanks to the huge amount of help from many people.• Reminder: <strong>NO</strong> July Board Meeting.• Staff End of the Year BBQ. Feedback is positive. Retirees were honored, which waspositive.• Current enrollment 1984.5. Declining enrollment continues to be an issue.

The district is collecting quotes for Worker’s Compensation Insurance. Currentinsurance is through Liberty Northwest. The quote from Special Districts appears to be better.The district will also get a quote from SAIF before making a decision.Board Member ReportsIt has been a busy month with graduation, 8 th grade recognition, awards ceremonies. The 8 thgrade recognition ceremony was very well done and was appropriate for the age group. Carried 4/0.Financial Resolution FY 07-120 Adoption of the 2007/08 BudgetThe Budget Committee met and considered the proposed budget document. The proposed budgetwas discussed and approved by the committee at the May 1 meeting. The required budgethearing notice and summary information (Forms ED-1, ED-2 and ED-3) were posted in theHeadlight Herald.


Regular Board Meeting MinutesJune 11, 2007Page 3 of 4MOTION (06/07-2) by Dan Krein, seconded by Sheryl Seaholm that the Board of Educationadopt the 2007/08 Budget according to the following resolutions:Be it Resolved that the Board of Directors of the Tillamook School District #9 hereby adoptsthe budget for fiscal year 2007/08 in the total of $27,199,870 now on file at the TillamookSchool District Office, 6825 Officers Row, Tillamook, Oregon.Be it Resolved that the amounts for the fiscal year beginning July 1, 2007, and for the purposesshown on Financial Resolution FY 07-120 are hereby appropriated; andBe it Resolved that the Board of Directors of Tillamook School District #9 hereby imposes thetaxes provided for in the adopted budget at the rate per $5.0969 per $1000 of assessed value foroperations and in the amount of $903,749 for bonds; and that these taxes are hereby imposed andcategorized for tax year 2007-2008 upon the assessed value of all taxable property within theDistrict.Revise Policy IKF-AR, Graduation RequirementsNew legislation has changed credit requirements for graduating seniors. The policy revisionsbeing submitted were provided by Oregon School Boards Association. The Tillamook HighSchool leadership team reviewed current credit requirements and submitted the proposed -ARrevisions for board review and adoption. First reading only.Approve District-wide Late Start for 2007/08The district continues to look at school improvement goals (increased student achievement, ELLissues, improving the use of technology). It is obvious that staff has little time to work togetherto achieve those goals within the regular schedule. A weekly late start would allow school staffto have a consistent planning time to work together on improving student performance,incorporating new technologies into curricula, and addressing evolving ELL concerns. TillamookHigh School had a Monday late start during 2006/07 and found the staff planning time veryvaluable. At this time the district is proposing a district-wide, Monday morning late startschedule. Classes would begin at 9:00 on Monday mornings in all buildings. The late start timewould be used by building staff to work together on school improvement goals.MOTION (06/07-3) by Lorrie McKibbin, seconded by Dan Krein that the Board of Educationapprove a district-wide Monday morning late start schedule, beginning with the 2007/08 schoolyear.Declare Surplus PropertyIn order for the district to eliminate property from its inventory, state law requires that suchproperty be declared surplus. Once this status is established, the materials and equipment can besold, given away or disposed of in some other manner.MOTION (06/07-4) by Dan Krein, seconded by Sheryl Seaholm that the Board of Educationdeclare the materials on the provided list as surplus property and approve disposing of the itemsthrough public sale or appropriate means.
