2.5 In order to provide Government with the information necessary to makedecisions on how best to proceed with <strong>development</strong> within the North Western NewTerritories subregion and how the subregion might best contribute to the overallgrowth potential of the territory, the New Territories Development Departmentappointed New Territories Development Consultants in September 1980 to undertakea multi-disciplinary study of the subregion. The report on that investigationwas produced in August 1981 and recommended a Preferred Strategy with two maincomponents :-(i)(ii)a base strategy which provided the necessary infrastructure for theexis<strong>tin</strong>g and likely natural growth population in the subregionindependent of any strategic decision rela<strong>tin</strong>g to major growth anda strategyfor malor growth which proposed the <strong>development</strong> of a majorfocus of urban <strong>development</strong> in the subregion.Subsequent consideration of the report by L.D.P.C endorsed the principlescontained in the Base Strategy and further studies were then approved to detailthe components of that strategy. These further studies were completed inNovember 1983 and endorsed in principle by L.D.P.C. in February 1984.3. PREVIOUS PROGRAMMES3.1 The first <strong>development</strong> <strong>programme</strong> for the new towns and rural townshipswas prepared in August 1974. These were based, firstly, on the total fundsanticipated as being available in the four years 1974/75 to 1977/78 for allNTDD's <strong>programme</strong>s plus urban housing and, secondly, on the Housing Authority's10-year housing <strong>programme</strong>.3.2 Further editions of the <strong>programme</strong>s were published annually, eachcovering a 10-year period and each up-dated to take account of progress alreadymade and the anticipated availability of Government resources. Since the 1989edition, this <strong>programme</strong> has been produced to a slightly different timetable toprevious editions to reflect the position at the previous year's Annual Reviewby the Public Works Sub-Committee as well as the Regional Council's Capital WorksProgramme. No 1990 edition has been produced*4. 1993 PROGRAMME4.1 The format of this <strong>programme</strong> remains generally the same as that for the1992 edition. It has been up-dated in the light of :-(i) progress on works in hand and on works by others affec<strong>tin</strong>g the<strong>development</strong> area;(ii)(iii)(iv)(v)progress on resolving land acquisition and clearance <strong>programme</strong>s;progress on engineering and landscape studies;private <strong>development</strong> activities; andchanges in expenditure priorities and the predicted availability offinancial resources in the 5-year period (1992/93 - 1996/97) under theResource Allocation System.1.05
